09/16/2014 MINUTESParis —Lamar County Health District 400 West Sherman Street, Paris, Texas 75460 -5646 Health District: (903) 785 -4561 Women, Infant and Children (WIC): (903) 784 -1411 Fax: (903) 737 -0978 'wNyw. parislamanccalth. com Minutes of REGULAR Meeting Paris - Lamar County Board of Health The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m. on Tuesday, September 16th, 2014. In attendance were Dr. Mark Gibbons, Mr. Bill Collins, Dr. Lance Wyche, Dr. Keith House, Dr. Rick Erickson and Mrs. Kristi Graham. Others in attendance were Mrs. Gina Prestridge, Ms. Cheryl Johnson, Mrs. Carla Rhodes and Mrs. Nita Johnson. Dr. William George was not in attendance. Dr. Gibbons called the meeting to order in open session at 5:35 p.m. Dr. Gibbons made the motion and was seconded by Dr. Wyche to approve the minutes from prior meeting. All approved. Mrs. Prestridge advised that after the board members voted at the last board meeting to not continue the retiree insurance benefit into FY15, Mrs. Prestridge sent a certified letter to Anthony Bethel and Kathie Meyer stating that September would be the last month to submit any receipts for reimbursement for that benefit. Mrs. Meyers did submit a receipt, however we did not receive anything form Mr. Bethel or his attorney, David Hamilton. Mrs. Prestridge talked to Gene Anderson and they have not received anything else from Mr. Hamilton or Mr. Bethel either. The City of Paris Council did vote to keep the retiree insurance benefit and it is still in the City of Paris policies and procedure manual. Mrs. Prestridge advised the board members that the front office will be remodeled to allow three clerks in this open office. The cost to remodel will be approximately $9,000.00 - $10,000.00 and will be paid out of the DSRIP money. Mrs. Prestridge did get three bids and it should only take two weekends to complete the remodeling. Mrs. Prestridge advised that McClanahan and Holmes, CPA, will come in and perform the annual single audit that is a requirement if you have over $500,000.00 in income. Mrs. Prestridge advised that we have two different end of budget years. The board decided on 09 -30th however 90% of all our grants end on 08 -31t. WIC ends 09 -30th. At the end of 08 -31 -2014, we have an ending balance of $115,893.00. We are on cost reimbursement. We have approximately $125,000.00 outstanding invoices that we are waiting to receive payment and when we do the bank balance will be $240,873.99. At this time, we are in in the black $78,123.99, and therefore we do not have a shortfall. We need to clarify the definition on full -time employees and also if all employees are eligible for the longevity and cost of living that was budgeted or should it be based on a certain number of hours worked per year. We budgeted for the cost of living adjustment (C.O.L.A.) and longevity as a stipend and will be given as a lump sum, but we need to clarify who is eligible and need a policy written and approved. The board members asked Mrs. Prestridge to research and bring back at another meeting. Mrs. Prestridge presented the August monthly report that WIC served 1561 clients. The Paris -Lamar County Health District served 728 clinical clients, 25 restaurant inspections and 1 restaurant complaint, 10 septic systems installed with 1 septic complaints in the county, and no cases of possible rabies. The next meeting will be on the 211t of October, 2014 at 5:30 p.m. at the Paris - Lamar County Health District. In attendance were Dr. Mark Gibbons, Dr. Lance Wyche, Dr. Keith House, Dr. William George, Dr. Rick Erickson and Mrs. Kristi Graham. Others in attendance were Mrs. Gina Prestridge, Ms. Cheryl Johnson, Mrs. Carla Rhodes and Mrs. Nita Johnson. Mr. Bill Collins was not in attendance. Dr. Gibbons called the meeting to order in open session at 5:31 p.m. Dr. Gibbons made the motion and was seconded by Dr. Wyche to approve the minutes from prior meeting. All approved. Mrs. Prestridge advised that since the WIC grants end on 09 -30th, they are needed the clarification to the longevity and cost of living adjustment so she can submit her grant. Mrs. Prestridge advised that she research Texas Workforce Commission, Bureau of Labor Statistics, and several Federal Law websites regarding the full time and part time definition. There is some guidance but it is up to the individual organizations to define. It ranged from 1,000 hours in a 12 month period, to 30 hours a week being accepted as full time. Most of our employees work 40 -hours work weeks, we have a few that only work a few hours a week, but then we have 2 -3 that work an average of around 30 hours every week. Mrs. Prestridge presented a draft for the board to review and make changes. The longevity cutoff is September 30' and will be paid in October. The Board will vote annually on the amount to be paid for each month worked and if funds are available. Dr. Gibbons made the motion and was seconded by Dr. Wyche to approve the C.O.L.A./ Longevity Policy as written. All approved. The next meeting will be on the 211t of October, 2014 at 5:30 p.m. at the Paris - Lamar County Health District.
