04/18/1988MINUTES OF THE SPECIAL MEETING OF THE STREET AND DRAINAGE COMMITTEE April 18, 1988 The Street and Drainage Committee of the City Council met in special session, Thursday, April 18, 1988, 4:30 P. M., Council Chamber, City Hall. Chairman Billy J. Burnett called the meeting to order with the following members present: Councilman Travis Wortham, and Councilman Marshall H. Kent, Jr. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Chairman Burnett announced the special meeting was called for the purpose of reviewing the City's street rehabilitation and seal coating program for 1988. City Manager Malone advised there were several items on the agenda and said we will have B. A. Huddleston, Director of Public Works, to go over the 1988 street rehabilitation and seal coating program. City Manager Malone presented the Committee a handout which detailed the proposed 1988 budgeted rehabilitation of streets, and a map showing the areas of proposed rehabilitation and seal coating. City Manager Malone said the City has 140 miles of streets with an asphalt surface. Under the present pavement management program, these street should be sealed and chip covered on a 6 year revolving schedule which requires 24 miles of street to be sealed each budget year, because this schedule has not been follow in the past, the cost to bring street base material to a quality condition has been increased. City Manager Malone said this years program is to target 21.98 miles at an estimated cost of $300,000. which as been budgeted. Ballard Huddleston, Director of Public Works, pointed out on the map the streets that will be seal coated stating they normally began work May 16th and continue through September 16th which gives them four months to complete the work, and 21 - 22 miles will be seal coated this year. The portion that is going to be rehabilitated is approximately 2.92 miles estimated cost of $64,000. in the N. E. section of the city, $22,265. N. W., $13,681. S. E. $12,454. S. W. Councilman Wortham questioned the needed street repair to Center Street and 13th N. E. Mr. Huddleston said Center Street is approximately 2300 feet long, and construction cost and estimated cost is approximately $1,000. per foot without drainage work or utility adjustment totaling $23,000., 13th N. E. Street is approximately 900 feet, and Mr. Huddleston said there would be considerable more drainage work to contend with, and estimated the cost to be approximately $9,000. to $14,000. which consist of strengthening the base and seal coat the street. Mr. Huddleston presented pictures of the type of streets which was done with funds from Community Development Block Grant. Mr. Huddleston also stated the city is operating under past and present policies and guidelines, and advised there were approximately 20 miles of gravel and dirt streets in the city and estimated cost of material Page 2 to be $10.00 per linear foot, this does not include labor, equipment, engineering, drainage and utility cost. City Manager Malone reviewed the city policies regarding upgrading of gravel streets to an asphalt type paving from 1916 to the present. City Manager Malone said there seems to be interest on part of the Council and those citizens who live on dirt or gravel streets in seeing a different policy adopted. Mr. Malone advised that the City would continue to operate under the present subdivision regulations in development of new streets, but to upgrade the dirt and gravel streets, Council would have to budget funds which would limit what is done. Priorities would have to be set by the Council as to which street would be upgraded. After further discussion, Chairman Burnett recommended that one mile of street be rehabilitated each year until all streets that are gravel or dirt streets within the City have been completed. It was the consensus of the Committee to make this recommendation to the City Council. City Manager Malone informed the Committee there is approximately $11,000.00 in a Community Development Block Grant Fund that could possibly be used for rehabilitating Center Street and 13th N. E. Street, but we would have to get approval from HUD in order to use these funds. The Committee instructed the City Manager to contact HUD with the possibility of using funds from the Community Development Block Grant Fund for the rehabilitation of Center and 13th N. E. Street, and to present this recommendation to the City Council. Chairman Burnett announced that the next item on the agenda was consideration of drainage problems. Gary Waite, Attorney, appeared before the Council representing Mr. and Mrs. Glendon Gordon, 2195 W. Shiloh located at 22nd and Shiloh. Mr. Waite said the Gordons have a drainage problem which has developed since they lived there. In the past few years the Gordons have had water to come into their house on several occasions. Earl Smith presented a drawing of the area stating the City Staff has made a study of the drainage in this area, and it appears the flow currently turns west at 21st N. W., and overloads the drainage structure at 22nd N. W. and Shiloh. Mr. Smith presented a proposal to route the flow across Shiloh and continue north to Walker Street, then turn West to intersect drainage at 23rd N. W. By constructing a culvert plus an earthen ditch at an estimated cost of $20,000. assuming easements are there. B. A. Huddleston, Director of Public Works advised that he had less than $10,000. in his budget for this year, but could possibly have funds from another account to do this work. After discussion, the Committee recommended this be presented to the Council on May 9th to do this project if funds are available with Public Works doing the work. Page 3 City Manager Malone advised that another problem is Pride Branch (Buttermilk Creek) South of Lamar Avenue at Collegiate Drive, and presented pictures of the area. City Manager Malone said as this area developed, small concrete ditches were installed, there has been flooding in this area, and when we went forward with the N. Collegiate Project, one of the things that was considered at the time was we would have to do drainage improvement to the ditch South of Lamar. City Manager Malone said all the engineering recommendations we had at the time was that the flow would not represent an increase of run off, but over a four or five year period that with the area being developed, we will have flooding problems. The Engineer has advised that he feels as soon as the paving is in on S. Collegiate Drive, we will see an increase in flow. We are talking about approximately $500,000. and we only have $85,000. to $90,000. in escrow for drainage and right of way. The Committee made a recommendation that City Staff start planning the proper improvement of this area, and recommended to the Council to place this drainage area on the priority list.
