3.

5.

The city staff was represented by Assistant Chief of Police Bob Hundley.
The meeting was called to order at 5:15 by Chairman Kimbrough. A quorum was
established by 5 members being present.
Mr. Kimbrough asked the commission members to review the submitted minutes
of the January 6th, 2009 meeting. Mr. Holmes made a motion to approve the
minutes which was seconded by Mr. Banks and passed 5 -0.
Mr. Kimbrough moved to item #3 regarding a information item regarding the
resignation of Commission Member Dr. Tom Calabria. Dr. Calabria had
submitted a letter of resignation to the City Manager on January 6, 2009. Dr.
Calabria's input and presence will be missed. AC Hundley reminded the
Commission members of the process for replacement of the opening and
volunteer applications were on the city website.
Mr. Kimbrough moved to item #4 requesting a school 20 MPH zone from the 300
to 400 block of NE 2nd Street. AC Hundley informed the commission that the
request was from St. Paul Baptist Church who recently formed the Ralph Rogers
School for Excellence at the church. This school will be open to the public and at
this time has started a day care and pre - school classes. There was discussion
about setting the speed limit for the street at 20 MPH. AC Hundley told the
commission that the request was only for the drop off and pick up times of 7:30
AM to 8:30 AM and the drop off times of 2:45 PM to 4:00 PM. Mr. McFadden
made a motion to create the school zone speed of 20 MPH during the times
requested. Ms. Garmon and Mr. Banks both seconded the motion and the item
passed on a 5 -0 vote.
Item #5 was an information item requested by the commission from the January
6th meeting. Concerns had been raised regarding the turn lanes under the newly
constructed overpass at Pine Mill Road and Loop 286. AC Hundley had made
contact with the TxDOT Paris Ares engineer, Reza Bazazzadeh regarding the
concerns. Mr. Bazazzadeh agreed that he had concerns also. He told Hundley
that there were some problems with the asphalt in the area of the turn lanes that
most probably would be milled in a short time. After the removal and repaving of
this area, he would be looking at changing the lane markings to make a safer
intersection. Hundley also reported that they had talked regarding the lane
delineator posts at the SE Loop exit from Mirabeau shopping center and LED
warning lights on crosswalks. Mr. Bazazzadeh asked that he be sent a letter
detailing what the commission wanted to consider there and he would look in to
it.
There were no future agenda requests.
Mr. Holmes moved for adjournment, seconded by Ms. Garmon and approved 5 -0
ending the meeting at 5:43 PM.
