TRAFFIC COMMISSION
City of Paris
The Traffic Commission met in regular session, Tuesday, August 5, 2003, at
5:15 P.M. in the municipal court room with the following members present:
1. Ed Ellis
2. Ricky Mackey
3. George Kimbrough
4. George Fisher
5. Ed Seidle
6. Jon McFadden
The city staff was represented by Assistant Police Chief James Barnett.
There being no chairman or co- chairman present the meeting was conducted
by Assistant Chief Barnett by unanimous consent of members present.
The Minutes of the July 1, 2003, meeting were adopted after correcting the
spelling of Ricky Mackey's name.
The first item of business was a request for Stop Signs on Simpson Street at
SE 26' Street, stopping East and West bound traffic on Simpson at SE 26t'',
making this a Four Way Stop intersection.
Mike Atkins, phone number 903 737 -9737, appeared to speak in favor of the
request. He said the four way stop is needed due to speeding vehicles,
proximity to Crockett School, street curves on each side of the intersection
and accidents down the street from the intersection.
Assistant Chief Barnett said that after checking with the city engineer and
having a traffic count done, checking police records and learning there were
no reported accidents at the intersection during the past two (2) years, that
none of the state recommended warrants for a four way stop are met. There
are stop signs stopping North and South bound traffic on 26t'' at Simpson.
After discussion Ed Ellis, reluctantly, made a motion to recommend denial of
the requested stop signs since the warrants were not met. Jon McFadden
seconded and the motion carried 6 ayes to 0 nays.
Mr. Atkins was advised this was only a recommendation to the City Council
and they would have the final say on the matter.
Next, a request for Stop Signs on NW 28th Street at West Campbell Street,
stopping North and South bound traffic on 28th at Campbell was considered.
After learning that there had been one accident reported at this intersection
during the past two (2) years and that tall weeds and grass had been
mentioned as a contributing factor and that Police Chief Karl Louis had
recommended the placement of the signs George Kimbrough made a motion
to recommend the signs as requested. Ed Seidle seconded and the motion
carried 6 ayes to 0 nays.
There being no further business, after some general discussion, the meeting
adjourned at 5:47 P.M.
