TRAFFIC COMMISSION
TUESDAY, JANUARY 5, 1999

The Traffic Commission met in regular session, Tuesday, January 5, 1999 with the
following members present:
1. Charles Thompson
2. Edward Ellis
3. Mary Lane
4. Cleo Holmes
5. Joel McCray
6. George Robinson
7. Kenneth Webb
8. Ricky Mackey
The city staff was represented by Assistant Police Chief James Barnett.
The meeting was called to order at 5:15 P.M. by Chairman George Robinson with
members Webb and Mackey not yet present.
The Minutes of the October 6, 1998 meeting were approved as submitted.
The first item of business was a request for Stop Signs on 22nd S.W. at West Austin Streets.
Assistant Chief Barnett advised that he had received several calls concerning this being a
hazardous intersection. Two or more callers had stated they observed an accident and
several all -most accidents at this location and wanted Stop Signs placed. The police
department records did not show any reported accidents at this location during 1997.
After discussion Charles Thompson made a motion that Stop Signs be placed stopping
North and South bound traffic on 22 "d S.W. at West Austin Street. The motion was
seconded by Mary Lane and passed 6 ayes to 0 nays.
Commission member Kenneth Webb came in.
A request for a Left Turn Lane for North bound traffic on 20t' N.E. at Pine Bluff Street
was considered. After discussion Mary Lane made a motion that this request be
recommended to the City Council. Kenneth Webb seconded and the motion passed 7 ayes
to 0 nays.
Later after Ricky Mackey came in there was more discussion requested so this request was
revisited and discussion led Mary Lane to amend her motion to request that the State be
requested to do a study to make a left turn lane and /or install a traffic signal at this
location. Kenneth Webb seconded this amended motion and it passed 8 ayes to 0 nays with
Ricky Mackey now present.

The last item of business was a request for a Protected Left Turn Lane for Eastbound
traffic on Graham Street at North Main Street. Discussion was held concerning the need to
request the State to do a study concerning this item. Assistant Chief Barnett reported that
the proper steps would be followed in handling this request. Ricky Mackey then said that
the recommended change to the signal would require slowing down the speed that this
intersection could move traffic and might require the complete change of the design of this
intersection. After more discussion Cleo Homes made a motion that the request be
recommended. Ed Ellis seconded and the motion passed 8 ayes to 0 nays.

members present:

The city staff was represented by Assistant Police Chief James Barnett.
The meeting was called to order at 5:15 P.M. by Chairman George Robinson.
The Minutes of the January 5, 1999 meeting were approved as submitted.
Kenneth Webb came in.
The first item of consideration was a request for a Flashing Beacon at SW Loop 286 and
SW 19t' Street. Assistant Chief Barnett explained this request came from Kimberly Clark,
who has a plant in this area. He also explained that The Texas Department of
Transportation would need to do a study and approve this request and that this
recommendation, if approved, would include the steps necessary for the installation of the
flashing lights including a letter from the City Manager to TxDOT for the study.
After discussion of accidents at this location being few but deadly Mary Lane made a
motion that the request be approved. Joel McCray seconded and the motion passed 7 ayes
to 0 nays.
The last item for consideration was a request for TxDot to do a study to lower the Speed
Limits on Lamar Avenue and Bonham Streets. (US 82) Assistant Chief Barnett explained
that there was concern about the speed limits around Maribou Square, 3500 Blk. of Lamar
and the 4000 thru 4800 blocks of Bonham.
After discussion Kenneth Webb made a motion that the study be requested and the speed
limits be lowered where approved. Ed Ellis seconded and this motion carried 7 ayes to 0
nays.
There being no further business the meeting adjourned at 5:28 P.M.

members present:

The city staff was represented by Assistant Police Chief James Barnett.
Chairman George Robinson called the meeting to order at 5:15 P. M.
The minutes of the March 2, 1999 meeting were approved as submitted.
The first order of business was a request for Stop Signs on 16" Street N.W. stopping North
and South bound traffic on 16" N.W. at Campbell Street.
After learning that Paris Independent School District had made this request based on
reports by their bus driver and calls from parents in the area discussion was held and then
Ricky Mackey made a motion to recommend the Stop Signs be placed as requested.
Charles Thompson seconded and the motion passed 8 ayes to 0 nays.
Next a request for a No Parking Zone on the South side of the 100 block of East Long
Street from the West curbline of South Church Street to the West 120 feet was considered.
This request was referred to the commission after a lady appeared before the City Council
saying vehicles parked in this area prevented her from backing from her driveway across
the street. Assistant Chief Barnett related that Police Chief Karl Louis had looked at this
situation and requested the request be approved.
After discussion Mary Lane made a motion to recommend the No Parking Zone be placed
as requested. Cleo Holmes seconded and the motion passed 8 ayes to 0 nays.

The Traffic Commission met in regular session Tuesday, October 5, 1999 with the following
members present:

The city staff was represented by Assistant Police Chief James Barnett.
Chairman George Robinson called the meeting to order at 5:17 P.M.
An election was held for Chairman and Co- Chairman. Kenneth Webb nominated George
Robinson as Chairman. Ed Ellis seconded and there being no further nominations George
Robinson was re- elected Chairman 6 ayes to 0 nays. Ed Ellis then nominated Kenneth Webb as
Co- Chairman. Mary Lane seconded and there being no further nominations Kenneth Webb was
re- elected Co- Chairman 6 ayes to 0 nays.
The Minutes of the April 6, 1999 meeting were approved as submitted.
A request for Stop Signs on East Neathery at 19t' Street S.E. was considered. Chief Barnett
explained this request came from a resident of the neighborhood, Carol Boyd of 830 S.E. 19t'',
phone 785 -5429. She says the intersection is dangerous since there is a curve involved near the
intersection and she has almost been hit several times there. Neathery splits just West of this
intersection and actually has two entrances to 19"' S.E. which would require two Stop Signs
stopping Eastbound traffic on Neathery at 19t' S.E. Chief Barnett recommended that the request
be granted. After discussion Mary Lane made a motion the Stop Signs be placed as
recommended. Ed Ellis seconded and the motion carried 6 ayes to 0 nays.
A request for Stop Signs on Sycamore at 8t' Street S.E., was then considered, stopping East and
West bound traffic on Sycamore at 8t' S.E. Chief Barnett explained that this request came from
Marie Hill, phone 739 -2533, who lives in the area, due to the fact a school bus now stops at the
intersection and she has observed several near accidents there. These signs have already been
placed under the emergency power of the Police Chief and he recommends they be made
permenent. Ed Ellis made a motion to recommend the signs as requested. Mary Lane seconded
and the motion passed 6 ayes to 0 nays.
Next a request for a 45 MPH Speed Zone, during construction only, on US 82 (Lamar Avenue)
beginning 0.0817 miles West of reference marker 712 and ending 0.422 miles West of reference
marker 712 was considered. This request came from The Texas Department of Transportation
and will be in effect during construction only. This area is approximately from the East drive
into Walmart, East to the Paris city limits. After discussion Cleo Holmes made a motion that this
request be recommended. Kenneth Webb seconded and the motion carried 6 ayes to 0 nays.

The Traffic Commission met in regular session Tuesday, November 2, 1999, with the following
members present:

Chairman George Robinson called the meeting to order at 5:15 P.M.
The first item of business was to consider requests for Stop Signs at:
1. On Mockingbird at Pine Mill Road stopping Southbound traffic at Pine Mill Road.
2. On Meadowbrook at Pine Mill Road stopping Southbound traffic at Pine Mill Road.
3. On Cope Drive at Pine Mill Road stopping Southbound traffic at Pine Mill Road.
Cleo Holmes made a motion that these requests be considered all together. Mary Lane seconded
and the motion carried 6 ayes to 0 nays. Discussion was held that these were all T intersections
and the signs would just reafirm that stops were mandatory John Gooding made a motion to
recommend the signs be placed as requested. Ricky Mackey asked if these areas were in the city
now and after learning they were, seconded the motion and it passes 6 ayes to 0 nays.
A request for a No Parking Zone on the South side of Old Clarksville Road across from the
ballfields, East of Loop 286, beginning at a utility pole East of the second curve and ending
approx. 800 feet to the East was considered. Discussion was held and after learning that these
signs were already in place by authority of the Police Chief and had been requested due to heavy
parking on both sides of the street, Charles Thompson made a motion to recommend the signs be
made permenant. John Gooding seconded and the motion carried 6 ayes to 0 nays.
