1994MINUTES TRAFFIC COMMISSION TUESDAY, AUGUST 2,1994 5:15 O'CLOCK P.M. COUNCIL ROOM - CITY HALL PARIS,TEXAS The Traffic Commission met in regular session August 2,1994, with the following members present: Kay Hughes George Robinson Ed Ellis Ricky Mackey Pauline Franklin Charles Thompson Dave Gilbert The City staff was represented by Asst. Chief James Barnett. Co- Chairman Pauline Franklin called the meeting to order at 5:20 P.M. The minutes of the April 5,1994 meeting were approved as submitted. The first item of business was a request for Stop Signs to be placed on 30th NE at Fair Oaks. This request was made by a citizen in the neighborhood. The City Traffic Department studied this request and recommended that Stop Signs be placed as requested at this address. Ed Ellis made a motion the Stop Signs be placed as requested. Dave Gilbert seconded the motion. The motion carried 5 ayes to 0 nayes. Kay Hughes and Ricky Mackey were not present at this time. The second item was a request to lower the 30 MPH speed limit on 42nd NE between Lamar Avenue and Pine Mill road. Debbie Huggins of 4155 Enchanted Lane, Delorian Tippitt of 4120 Enchanted Lane and Michael Pfiester of 4215 Enchanted Lane appeared to speak in favor of this request and showed members of the Traffic Commission a petition signed by people in the neighborhood and others. (Petition was returned to Debbie Huggins). Asst. Chief James Barnett recommended the request be denied after the discussion. Dave Gilbert made a motion the speed limit be lowered to 25 MPH. George Robinson seconded the motion. It carried 5 ayes to 2 nayes, with Ricky Mackey and Charles Thompson voting against this motion. The third item was a request for Martin Luther King drive to be made one - way near T.G.Givens school for one hour in the morning and one hour in the afternoon on school days only. T.G. Givens principal, Billy Berry appeared and spoke in favor of this request. He wants to one -way from Fitzhugh Avenue to 6th NE, moving traffic to the West from 7:00 AM - 8:00 AM and 2:00 PM to 3:00 PM each school day. Asst. Chief Barnett recommended tabling the item until we could get input from the City engineer and Traffic Departments. Dave Gilbert made a motion to table the item pending city staff study and asked that a special meeting be called if this study was completed before the next regular meeting. Ed Ellis seconded the motion and it carried 7 ayes to 0 nayes. There being no further business the meeting was adjourned at 6:02 P.M. i ames Barnett Assistant Chief of Police MINUTES TRAFFIC COMMISSION SPECIAL MEETING Tuesday, August 16, 1994 5:15 o'clock P.M. Municipal Court Room - 811 Bonham Paris, Texas The Traffic Commission met in special session Tuesday, August 16, 1994 with the following members present: 1. Pauline Franklin 4. Billy Trenado 2. George Robinson 5. Ricky Mackey 3. David Gilbert Chairman Billy Trenado called the meeting to order at 5:45 P.M. when a Quarum was present. The city staff was represented by Assistant Police Chief James Barnett. The first item of business was a tabled request to One Way Martin Luther King Drive near T.G. Givens School, for one hour in the morning and one hour in the after- noon on school days only. George Robinson made a motion to remove the request from the table. Pauline Franklin seconded and the motion passed 5 ayes to 0 nays. Discussion was held with the following people appearing in favor of the request Billy Berry, of T.G. Givens School, Jimmy Booker from Reno, Texas, Mrs. Gene Roden of 625 Johnson Woods Drive, Paris, Sonny Meads of 425 W. Sherman, Paris, Lori Wicks of 2940 Mahaffey, Paris, and Sherry Moree of 104 N.W. 29th, Paris. Appearing to speak against the request was John Hickman of 955 New Jefferson Road, Paris. Assistant Chief Barnett reported that the staff recommended the request be denied due to the confussion that would be caused by the nature of one waying a street for a while and then it not being one way. Also the problems in this area are mainly caused by drivers violating existing laws by driving on the wrong side of the street to park, parking in the street, parking on the wrong side of the . street and failing to use common sense and good judgement. He felt the solution to the problem was strict enforcement of existing laws in this area. After discussion David Gilbert made a motion to One Way Martin Luther King Drive, moving traffic to the West from 8th N.E. to 6th N.E., from 7:15 A.M. til 8:15 A.M. and from 2:00 P.M. til 3:00 P.M. each school day. Pauline Frankline seconded the motion and the motion carried 3 ayes to 2 nays, with George Robinson and Ricky Mack- ey voting against the motion. The next item of business was a request for a Stop Sign on 42nd N.E. stopping North- bound traffic on 42nd at Pine Mill Road. Assistant Chief Barnett explained the Police Department requested this because 42nd Street ends at Pine Mill Road in an area where Pine Mill Road curves. After discus- sion George Robinson made a motion to recommend the Stop Sign as requested. David Gilbert seconded and the motion carried 5 ayes to 0 nays.
