The Traffic Commission met in regular session Tuesday, July 6, 1993
with the folowing members present:
1. Edward Ellis
2. Billy Trenado
3. Tom Kolko
4. Charles Thompson
5. Richard Fuller
6. Pauline Franklin
The meeting was called to order at 5:20 P.M. with Chairman Ed Ellis
presiding.
The first item of business was the election of a Chaiman. Richard
Fuller nominated Billy Trenado. Pauline Franklin seconded and a
vote was taken with Trenado elected 6 ayes to 0 nays.
Next a Co- Chairman was elected with Charles Thompson nominating Paul-
ine Franklin. Richard Fuller seconded and Pauline Franklin was elect-
ed by a vote of 6 ayes to 0 nays.
Billy Trenado presided for the remainder of the meeting.
Agenda Item number one was then considered. This was a request for
Stop Signs to be placed on 9th S.E. stopping North and South bound
traffic at Woodlawn Street. Assistant Police Chief James Barnett ex-
plained that this request came from The Paris Emergency Medical Ser-
vice because th use Woodlawn Street leaving their station and some-
times have to w7t for traffic on 9th S.E. to make their call. Ed
Ellis made a motion that the Stop Signs be placed as requested. Rich-
ard Fuller seconded and the motion carried 6 ayes to 0 nays.
Next, a request for Stop Signs on Brown Avenue stopping East and West
bound traffic at 4th S.W. was considered. This request was made by
a resident of the neighborhood after witnessing several problems of
vehicles almost having accidents at this intersection. Assistant
Chief Barnett said that police records indicated two accidents at the
intersection during the past twelve months. Charles Thompson made a
motion that these Stop Signs be placed as requested. Pauline Frank-
lin seconded and the motion carried 6 ayes to 0 nays.
A request for a No Parking Zone on the West side of Stillhouse Road
starting 371 feet South of the North City Limit Sign and extending
to the South 63 feet was then considered. This request was made by
North Lamar School as this property is next to their campus and when
vehicles park there the busses have a problem getting to and from
the elementary school. Assistant Chief Barnett said that the No Park-
ing Zone had been established under the emergency powers of the Chief
of Police after he and the City Engineer agreed the No Parking Zone
was needed and that an ordinance needed to pass to leave it there.
Tom Kolko made a motion that the request be granted. Edward Ellis
seconded and the motion carried 6 ayes to 0 nays.
There be no further business the meeting adjourned at 5:30 P.M.

The Traffic Commission met in regular session Tuesday, August 3, 1993
with the following members present:

2. Billy Trenado 5. Richard Fuller
3. Tom Kolko 6. Pauline Franklin
Assistant Police Chief James Barnett was also present representing the
city staff.
The minutes of the December 1, 1992 and the July 6, 1993 meetings were
approved as submitted.
A request to remove the No Parking Zone in front of 581 Clement Road
was considered. After discussion that there is a No Parking Zone on
both sides of Clement Road in this area because it is near the North
entrance to the Fair Grounds and Rodeo Arena and was placed there be-
cause of past problems when vehicles parked on the road of getting em-
ergency vehicles through the area Tom Kolko made a motion to deny the
request. Ed Ellis seconded and the motion carried 5 ayes to 0 nays.
Richard Fuller arrived at this time.
Next a request to establish a Handicapped Parking Space on the West
side of the street in the 600 block of 3rd N.E. was considered. This
space is to begin 78 feet South of the South curbline of E. Tudor St.
extending to the South 20 feet. After learning that the space was
to be in front of Maxey Funeral Home and was requested by them to allow
handicapped persons the closest space to the chapel Richard Fuller made
a motion to recommend the Handicapped Parking Space as requested. Paul-
ine Franklin seconded and the motion carried 6 ayes to 0 nays.
There being no further business the meeting adjourned at 5:18 P.M.
