The Traffic Commission met in regular session Tuesday, February 4, 1992 with the
following members present:
1. Frank Sherman
2. Billy D*nado
3. Pauline Franklin
4. Richard Fuller
5. Ed Ellis
6. Tom Kolko
The City Staff was represented by Assistant Police Chief James Barnett.
The minutes of the November 5, 1991 meeting were approved as submitted.
The first item of business was to consider a request to establish or amend an ord-
inance regulating Off Street Handicapped Parking Spaces. Assistant Chief Barnett
explained that the most recent City Ordinance required that a penalty sign be at-
tached to the Handicapped Parking Signs and that state law no longer requires the
penalty sign. The Chief of Police wanted the off street Handicapped Parking signs
to comply with the minimum state law requirements so that we could enforce the viol-
ations of these spaces without placing undue hardship on businesses when they mark
these spaces.
After discussion Richard Fuller made a motion to recommend that the ordianance be
amended or written to require the minimum marking required by state law. Frank
Sherman seconded and the motion carried 6 ayes 0 nays.
The next item considered was a request to extend the existing School Speed Zone on
19th Street N.W. (FM 79) near Justiss School to the South. After learning that we
had to have state approval to do this and that the request had been processed at
the local District Office of the Texas Department of Transportation and sent to the
Austin office for approval Billy Trenado made a motion that the extension be recom-
mended to extend as far South as the state would allow. Pauline Franklin seconded
and the motion carried 6 ayes to 0 nays.
A Jerry McFadden came in during the discussion of the second item and waited until
that was finished and then in response to my question stated that he had come to
appear in favor of the first item on the agenda. After being told that the recom-
mended change had been approved by the commission he wanted to know what he should
do next to try to get the change made. Barnett advised him it would be placed on
an agenda for City Council consideration and that he could appear at that council
meeting to speak. McFadden asked about talking with our City Manager about it and
wanted to know when it would come before the City Council. After being told we did
not know the date the council would consider it he said that being an ex -City Man-
ager he knew that our City Manager would know when he should appear. He was also
told that he might talk with the City Councilman in his district about it.
There being no fu rthur bu mess the meeting adjourned at 5:30 P.M.

with the following members present:

The City Staff was represented by Assistant Police Chief James Barnett.
Due to the absence of the Chairman and Co- Chairman, Tom Kolko made a
motion that James Barnett serve as acting Chairman. Pauline Franklin
seconded the motion, after discussion, and it carried 5 ayes to
0 nays.
The first item of business was a request to remove Stop Signs at the
intersection of an un -named alley intersecting the 3200 block of
Mahaffey Street and the 3200 block of Clark Lane. This alley is some-
times known as Lovers Lane. David Gilbert made a motion to consider
these requests together. Pauline Franklin seconded the motion and it
carried 5 ayes to 0 nays. Discussion revealed that the City Traffic
Department had requested the removal because the signs do not meet
the warrants for Stop Signs. David Gilbert made a motion that both
Stop Signs be removed. Frank Sherman seconded and the motion carried
5 ayes to 0 nays.
The next item considered was a request for an ordinance to designate
the inside, Eastbound, lane of Graham Street at North Main Street a
Left Turn Only Lane. This lane has arrows on the pavement showing
it to be a Left Turn Lane but it is not enforceable without an
ordinance. The Department of Transportation recommended that the
ordinance be passed and signs put up advising that it is a Left Turn
Only Lane. Billy Trenado made a motion to follow the Department of
Transportation recommendation. David Gilbert seconded and the motion
carried 5 ayes to 0 nays.
The last item of business was a request from the Department of Trans-
portation to amend Ordinance 2498 to include times for the School
Speed Zone on Jefferson Road (FM 1507), near Paris High School, to
be in effect.

After discussion, Tom Kolko made a motion to amend the ordinance as
requested. Pauline Franklin seconded and the motion carried 5 ayes
to 0 nays.
There being no further business, the meeting adjourned at 5:30 P.M.

Was the "Warrant for Stop Sign" placement checked prior to
the STOPS being placed at Lover's Lane and Clark Lane?
My recommendation to the Traffic Commission is to remove the
STOP signs at this location. These signs do not meet any
"Warrants for Stop Sign" installation.

Dear Mr. Barnett:
The current Municipal Maintenance Agreement gives the State
the authority to assume responsibility for upgrading and
maintaining school speed zones on highway routes through
Paris.
It is proposed that responsibility for the following school
zone locations be assumed by the State:
1. BU 82 (Lamar Ave.) at 31st Street
2. FM 79 adjacent to Thomas Justiss Elementary
3. FM 1507 adjacent to the high school
These locations will be converted to school speed zones with
flashing type operations. To do this, all city ordinances
covering the above school zones must show our standard
flashing time periods.
The existing ordinance covering the school zone on BU 82
(Lamar Ave.) is in compliance and will require no city
action. A new proposed school zone for FM 79 has been
submitted to the city. When approved, this school zone will
also be in compliance.
The existing speed zone ordinance covering the school zone
on FM 1507 is not in compliance. This ordinance will have to
be revised to show the required standard flashing perio -ds.

Attached is a copy of the existing speed zoning ordinance
for FM 1507. Shown at the bottom of the ordinance is a
descriptive insert showing our standard flashing time
periods.
After the existing FM 1507 speed zone ordinance has been
revised and the proposed FM 79 school ordinance is approved
by the city, and both are approved by our Austin Office, we
will assume responsibility of upgrading and maintaining the
school zones at all three locations.
Two (2) copies each of the revised ordinances should be sent
to this office. If you have any questions, contact Bobby

AN ORDINANCE AMENDING ORDINANCE NOS, 1812, 1814 and 1836;
ESTABLISHING THE SPEED LIMITS ON FM 1507 (JEFFERSON ROAD) FROM ITS
INTERSECTION WITH STATE HIGHWAY 24 EASTERLY TO ITS INTERSECTION
WITH FM 905; PROVIDING FOR A FINE NOT TO EXCEED $200.00; REPEAL=
ING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING FOR AN EFFECTIVE DATE OF MAY 1, 1980.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS:
Section 1. That Ordinance Nos. 1812, 1814 and 1836 are
amended so that the speed limit on FM 1507 (Jefferson Road) from
its intersection with State Highway 24 easterly to its intersect-
ion with FM 905 shall be as follows:
"From State Highway 24, Easterly 0.423 miles, 40 miles per
hour; thence Easterly 0.740 miles, 50 miles per hour; thence
Easterly 0.350 miles, 45 miles per hour at.all times, other than
when the school children are actually crossing the Highway, which
will be brought to the attention of motorists by signs, and then
only between Mile Post 2.215 and Mile Post 2.465, at which time
a speed limit of 30 miles per hour shall be in effect;PPEhence
Easterly 1.984 miles, a speed limit of 50 miles per hour, all of
which is depicted on State Department of Highways and Public
Transportation strip map attached hereto."
Section 2. Any person violating any of the provisions of
this ordinance shall be guilty of a Class "C" Misdemeanor, and
upon conviction shall be fined in any sum not to exceed $200.00.
Section 3. All ordinances or parts of ordinances in con-
flict herewith are hereby expressly repealed.

1, 1992, with the following members present:

The City Staff was represented by Assistant Police Chief James
Barnett.
The minutes of the February 4, 1992 and the August 4, 1992 meet-
ings were approved as submitted.
The first item of business was to consider a request for placing
Stop Signs at the intersections of Van Zandt and 14th N.E. and
Van Zandt and 16th N.E. During the discussion Assistant Chief
Barnett reported that the investigation into the accidents reported
at these intersections show now accidents at either place for
the past 12 months. The Traffic Department did a study and rec-
ommended that no Stop Signs be placed at the intersections be-
cause none of the warrants for the signs are met. After the
discussion Chairman Ellis called for a motion. No one made a
motion. Chairman Ellis explained that if no motion was made the
signs would not be placed. The request died from lack of a mot-
ion.
The second request was for an ordinance prohibiting thru truck
traffic on Brown Avenue from 1st Street S.W. to 3rd Street S.W.
After learning that this request came from B.A. Huddleston, Dir-
ector of Public Works for The City of Paris, explaining that the
street was not designed for heavy truck traffic Frank Sherman
made a motion to approve the request. Richard Fuller seconded
and the motion carried six ayes to 0 nays.

The Traffic Commission met in Special Session Thursday, Septermber
10, 1992 with the following members present:

5. Ed Ellis
The City Staff was represented by Assistant Police Chief James Barnett.
Chairman Ed Ellis called the meeting to order at 5:15 P.M.
The first item of business was to consider a request to One Way Aikin
Street from its beginning at the Aikin Elelmentery School property,
to the West, to the East curbline of 30th Street N.E.
Paul Trull, Assistant Superintendent of Paris Schools, appeared to
withdraw their request for the one way street. A lady who owns prop-
erty on Aikin Street appeared to oppose making it a one way. Assis-
tant Chief Barnett said that after the staff had reviewed the request
and considered what it would do to property owners on the street their
recommendation was to deny the request.
David Gilbert made a motion to deny the request. Pauline Franklin
seconded and the motion carried 5 ayes to 0 nays.
The next request was for a No Parking Zone on Aikin Street.
Paul Trull spoke in favor of part of the street being made no parking
in hopes that it would help with the traffic problem at the school
during the morning and afternoon.
Assistant Chief Barnett reported that the staff recommended a No Park-
ing Zone be established on the South side of Aikin Street from 30th
N.E. to the school property line.
The lady who owned property on Aikin Street said she didn't care if
it was No Parking now but asked if it could be brought up again if
any houses were built on the street. She was told it could be brought
up again at any time.
David Gilbert made a motion to recommend the No Parking Zone on the
South side of Aikin Street from 30th N.E., East to the school property
line. Billy Trenado seconded and the motion carried 5 ayes to 0 nays.

The Traffic Commission met in regular session Tuesday, December 1, 1992 with the follow-
ing members present:

The City Staff was represented by Assistant Police Chief James Barnett.
The meeting was called to order at 5:30 P.M. by David Gilbert seving as Chairman in the
absence of Ed Ellis.
The minutes of the September 1, 1992 and the September 10, 1992 meetings were approved
as submitted.
The first item of business was a request for crosswalks at the following locations:
1. In the 800 block of Clarksville Street, East of the West driveway of St. Joseph's
Hospital.
2. In the 900 block of Clarksville Street on the West side of 10th S.E.
3. In the 900 block of East Austin Street on the West side of 10th S.E.
After discussion that these three requests all came from St. Joseph's Hospital, and that
Lonnie Dear was present representing St. Joseph's Hospital, Mr. Dear addressed the com-
mission to speak in favor of the request. He also requested that the crossings be mark-
ed with some type of warning light. He said the crossings on Clarksville Street were
requested because patients have to cross the streets to go to the Radiology building and
the new hospital center down at the old Sears building. The crossing on East Austin was
requested because people from the hospital have to cross the street to get to Airo -fit
and the parking area at Austin and 10th Streets.
Chief Barnett reported that he had talked with the State Department of Transportation
and the City Engineer about the crossings and they had no objection to the crosswalks
being placed but the City Engineer had recommended that wheelchair ramps be required.
Charles Thompson made a motion that all three of these items be considered together and
that the requests be approved with the City Engineers recommended wheel chair ramps.
Pauline Franklin seconded the motion and it carried 5 ayes to 0 nays.
The next item of business was a request for crosswalks at the following locations:
4. In the 2500 block of Clarksville Street on the East side of the driveway to Paris Jr.
College.
5. In the 900 block of 24th S.E., North of E. Polk Street.
6. In the 1100 block of 24th S.E., North of East Jackson Street.
President Bobby Walters and Otho Bowmer appeared and spoke in favor of the requested
crosswalks. The old Gibson's building across from their school on Clarksville Street
student housing and parking areas across 24th S.E. make the crosswalks necessary.
The Clarksville Street crosswalk is to be West of the driveway.
Chief Barnett advised the commission that the State Department of Transportation and the
City Engineer had also been contacted and they had no objection to the crosswalks but
City Engineer did request that wheel chair ramps be required at each crosswalk.

Billy Trenado made a motion that these three requests be considered together and approved
with the wheel chair ramps required. Pauline Franklin seconded the motion and it car-
ried 5 ayes to 0 nays.
David Gilbert made the comment that the city should look into the possibility of placing
some type of flashing light at the crosswalks to alert the drivers that they are approach-
ing a crosswalk. Chief Barnett explained that normally a sign is posted several feet
prior to a crosswalk that you are approaching a crosswalks and then a sign is posted at
the crosswalk to identify it and the crosswalk is marked on the pavement but lights would
be something that would have to be checked into since the cost would be greater and he
was not certain that state law or policy allowed this type lighting. Gilbert requested
that it be checked into and that the commission would recommend the lights if necessary.
Barnett said he would check into the lighting.

Dear M.-. Barnett:
I recently spoke with you on the phone concerning the need for some painted crosswalks on
Clarksville Street in front of the hospital. We are concerned about the number of people
crossing Clarksville Street due to the opening of the professional building ( old Sears Building).
We also have a large amount of traffic across Clarksville Street from the hospital to the
Radiology Center and out - patient cancer clinic.
We would like to request that painted crosswalks be provided at two locations on Clarksville
Street. The locations for the crosswalks are indicated on the enclosed drawing. One would be
located between Radiology Center and the hospital lobby, the other at the corner of 10th and
Clarksville.
We also would like you to consider placing a painted crosswalk on Austin Street at the corner
of 10th and Austin as indicated on the drawing. The Aerofit Center and our employee parking
lot require our employees to cross Austin Street which can also have heavy traffic at times.
As we expand our services and peripheral buildings, we are concerned about the safety of our
patients, visitors, and employees who need to cross these busy streets. Your consideration of
these crosswalks will be appreciated.

Dear Mr. Barnett:
The following is a summary of our telephone conversation of
October 6, 1992. 1 Met with Mr. Bobby Walters, President of
Paris Junior College, and others at PJC who requested a
crosswall"'. on Clarksville Street. The crosswalk would cross
Clark--ville Street just East of the Y-.ain building. if the
City of Paris agrees that a crosswalk is needed at this
location, we have no objections to the city installing the
required markings and signs for a pedestrian crossing. Due
to the amount of traffic at this location, if a crosswalk is
installed, it is suggested maximum visibility be used as per
section 3B-18 "Crosswalks and Crosswalk Lines" of the Texas
Manual on Uniform Traffic Control Devices.

Dear Mr. Barnett,
The Student Government Association and the
administration of Paris Junior College request the
installation of pedestrian crosswalks with pedestrian
caution signs at two locations on 24th Street Southeast
(adjacent to B.E. Masters Apartments) and at one
location on Clarksville Street - Bus. 271 (between the
Health Occupations and Jewelry Technologies Center and
the Louis B. Williams Administration Building).
Attached is an aerial view specifically marking the
locations desired for the pedestrian crosswalks.
Observations of pedestrians' crossing these heavily
traveled roadways reveal a significant hazard exists.
Therefore, Paris Junior College strongly believes that
pedestrian crosswalks are needed to eliminate these
dangerous conditions for individuals who desire to walk
across these roadways to the campus of Paris Junior
College.
