The Traffic Commission met in regular session Tuesday, February 5, 1991, with the fol-
lowing members present:
1. Tom Kolko 4. Judy Lutz
2. Charlie Thompson 5. Ed Ellis
3. David Gilbert
The meeting was called to order at 5:21 P.M. with Chairman Kolko presiding.
The minutes of the September 4, 1990 meeting were approved as submitted.
A request for Stop Signs at the following locations were considered,

Charlie Thompson made a motion to combine all the requests. David Gilbert seconded and
the motion carried 5 ayes to 0 nays.
After discussion Judy Lutz made a motion to recommend all the Stop Signs be placed as
requested. Ed Ellis seconded and the motion carried 5 ayes to 0 nays.

The Traffic Commission met in regular session Tuesday, April 2, 1991,
with the following members present:

The meeting was called to order at 5:15 P.M. with Chairman Kolko presiding.
The city staff was represented by Assistant Police Chief James Barnett.
The minutes of the February 5, 1991 meeting were approved as submitted.
The first item considered was a request for a Traffic Signal at Johnson
Woods and Clarksville Streets.
After learning that The Texas Department of Highways and Transportation
had said the intersection meets the warrants for the signal Richard Ful-
ler made a motion to install the traffic signal as requested. Billy Tren-
ado seconded and the motion passed 8 ayes to 0 nays.
The second item was a request for Stop Signs on 34th Street N.E., stopping
North and South bound . traffic on 34th,at Pinebluff Street.
After learning that there is no traffic control at this intersection Ger-
ald Byas made a motion that the stop signs be installed as requested.
Charlie Thompson seconded and the motion passed 8 ayes to 0 nays.
A discussion was held concerning the possibility of The Highway Department
studying the intersections of 12th S.E. and Clarksville and 20th and Lamar
for recommendations on how to remove the offsets of these intersections
and make them safer. The Master Traffic Map was discussed and it was dec-
ided that the future plans for these intersections needed to be implemented
as soon as possible.
There being no furthur Pusiness the meeting was adjourned at 5:54 P.M.

The Traffic Commission met in regular session Tuesday, May 7, 1991, with the
following members present:

The meeting was called to order at 5:20 P.M. with Chairman Kolko presiding.
The City Staff was represented by Assistant Police Chief James Barnett.
The minutes of the April 2, 1991 meeting were approved as submitted.
The first item of business was to consider a request to place Stop Signs at the
following locations:
(1.) On the Un -named Alley (known as Lovers Lane) intersecting the 3200 Blk.
of Mahaffey Street stopping North and South bound traffic in the alley
at Mahaffey.
(2.) On the Un -named Alley (known as Lovers Lane) intersecting the 3200 Blk.
of Clark Lane stopping North and South bound traffic in the alley at
Clark Lane.
(3.) On the Un -named Alley (known as Lovers Lane) intersecting 33rd S.E. in
the 700 Blk. stopping traffic in the alley at 33rd S.E. from the West.
Paris Police Chief Karl Louis appeared and spoke in favor of placing the Stop
Signs as requested.
After discussion Charlie Thompson made a motion to combine all three requests.
Billy Trenado seconded and that motion carried 6 ayes to 0 nays with Ed Ellis
not being present.
Ed Ellis came in.
Charlie Thompson then made a motion to place the Stop Signs as requested by Chief
Louis. Judy Lutz seconded and the motion carried 7 ayes to 0 nays.
There being no furthu business the meeting adjourned at 5 :30 P.M.

The Traffic Commission met in regular session Tuesday, August 6,
1991, with the following members present:

The minutes of the May 7, 1991 regular meeting and the July
11, 1991 Special Session were approved as submitted.
The first item of business was the election of

The next item was the consideration of a request to open the
portion of East Center Street in Fairgrounds property.
The Third item was the consideration of a request to open the
portion of 6th Street N.E. in the Fairgrounds property.
Bobbie Baker and David Taylor appeared before the Commission
to speak in favor of opening the streets. Assistant Chief
Barnett told the Commission that the Police Chief and Fire
Chief had said they would like to see the streets opened back
up for the use of police, fire and emergency medical vehicles.
After discussion David Gilbert made a motion that the two items
be considered together and that the streets be opened with a
recommendation that a Stop Sign be placed at the intersection.
Assistant Chief Barnett recommended that the stop sign request
be placed on the next agenda and acted on next month. Charlie
Thompson seconded the motion. (During the discussion it was
noted that the Fair Association wanted the streets to remain
closed. It was also noted that no one appeared before the Com-
mission to speak against the opening of the streets.) A vote
was held and the motion to open the streets passed 7 ayes 0 nays.
There being no furthur business the meeting adjourned at 5:38P.M.

The Traffic Commission met in regular session Tuesday, November 5, 1991, with the
following members present:

The City Staff was represented by Assistant Police Chief James Barnett.
Chairman Ed Ellis called the meeting to order at 5:16 P.M.
Then minutes of the August 6, 1991 meeting were approved as submitted.
The first item of business was a request for a.Stop Sign to be placed at East Cen-
ter Street and 6th Street N.E. stopping Eastbound traffic on Center at 6th N.E.
After discussion concerning this intersection being in the fairgrounds and it be-
ing where E. Center ends at 6th N.E. and there being large crowds at the area dur-
ing the fair and other gatherings Judy Lutz made a motion that the request be grant-
ed and the Stop Sign be recommended as requested. Frank Sherman seconded the motion
after learning that this request was put on the agenda at the instructions of the
Traffic Commission at their August 6, 1991 meeting. A vote was taken and the motion
carried 5 ayes to 0 nays.
GeralaByas came in and participated in the rest of the meeting.
The next items considered was a request for Stop Signs to be placed at 8th Street
S.E. and Sycamore Streets, stopping Sycamore at 8th S.E. Chief Barnett told the
Commission that the City Traffic Department had checked this intersection and re-
ported that there had been no accidents reported at the intersection during the
past 12 months and it did not meet any of the warrants for Stop Signs so it was
recommended -that this request be denied.
After discussion Gerald Byas made a motion to deny the request. Billy Trenado
seconded the motion and it carried 6 ayes to 0 nays.
Next a request for Stop Signs on 18th S.W. at its intersection with W. Kaufman
Street was considered, stopping North and South bound traffic on 18th at Kaufman.
Chief Barnett told the commission that the City Traffic Departments report on this
intersection revealed no accidents reported in the past 12 months and no other war -
rents for Stop Signs were met. It was recommended that the request be denied.
After disussion Tom Kolko made a motion to deny the request. Gerald Byas seconded
and the motion carried 6 ayes to 0 nays.
After discussion of the need for the No Parking Signs to be replaced on Loop 286
and Collegiate Drive near McKee's Restaurant that were taken down for road const-
ruction and the need for at least one No Parking Sign between the entrance drives
to the restaurant park' g area on Collegiate the meeting was adjourned at 5:40P.M.
