TRAFFIC COMMISSION
Tuesday, July 3, 1990

The Traffic Commission met in regular session Tuesday, July 3, 1990,
with the following members present:
1. Richard Fuller 5. Frank Sherman
2. Tom Kolko 6. Gerald Byas
3. Charlie Thompson 7. Billy Trenado
4. David Gilbert
The city staff was represented by Assistant Police Chief James Barnett.
The meeting was called to order at 5:18 P.M. by Chairman Tom Kolko.
The Minutes of the April 3, 1990 meeting were accepted as submitted.
Charlie Thompson came in.
A request for placing Stop Signs on Fairfax, stopping traffic from the
East and West, at 12th N.E. was considered. After discussion Gerald
Byas made a motion to recommend placing the signs as requested. Billy
Trenado seconded and the motion carried 7 ayes to 0 nays.
Next a request to establish a No Parking Zone within- State right of way
all the way around Loop 286 was considered. After discussion Gerald Byas
made a motion to recommend the No Parking Zone as requested. Frank Sher-
man seconded and the motion carried 7 ayes to 0 nays.
A request to remove the No Parking-1z one on North Collegiate Street on the
East side only starting at the Sough curbline of Kessler Street to the
South 430 feet was then considered. This request had been tabled at an
earlier meeting. Charlie Thompson made a motion to take the item from
the table for consideration. David Gilbert seconded that motion and it
carried 7 ayes to 0 nays.
Mr. Karl Block of 1020 N. Collegiate was present to speak in favor of
removing the No Parking designation in this area. He said he represented
several residents of the area. He spoke to the need for parking on the
street when they have company.
I recommended the No Parking Zone be left as it is due to the safety
risks of allowing parking on the street. The street is too narrow to
safely park on it and the volume of traffic recorded by a survey done
by the State Department of Highways and Transportation indicated this
to be a very busy street made it more hazzardous with vehicles parked
along the street.
After discussion Gerald Byas made a motion that the No Parking Zone be
left as it is. Richard Fuller soconded and the motion carried 5 ayes to
2 nays. Commissioners Thompson and Gilbert voting nay.

The Traffic Commission met in regular session Tuesday, September 4, 1990,
with the following members present:

over the meeting
because Chairman Kolko
was not present.
The meeting was called to order at 5:20 P.M.
The minutes of the July 3, 1990 meeting were approved as submitted.
The first item considered was a request for a No Parking Zone on the
North side of East Austin Street from the East curbline of 3rd S.E.,
East, 60 feet.
After discussion Charlie Thompson made a motion to establish the No
Parking Zone as requested. Richard Fuller seconded and the motion
carried 8 ayes to 0 nays.-
A request for a Speed Zone change was then considered from the South
curbline of E. Kaufman, South, to the North curbline of E. Sherman
Street on 3rd S.E. The speed limit is now 30 MPH in this area and
The First Baptist Church had requested a speed of 20 MPH due to their
day care facilities and the day care facilities at The Central Presby-
terian Church just South of them.

Then a request for a reduction in Speed was considered on Old Jefferson
Road from the 600 block of New Jefferson Road (FM 1507), Easterly,
to the 1500 block of New Jefferson Road. The speed limit there is now
45 MPH and the request is to lower it to 30 MPH.
Assistant Police Chief James Barnett explained that this portion of the
street is no longer a part of the Farm to Market Road system and is now
maintained by the City of Paris because New Jefferson Road was built on
to eliminate this curved portion of the road. The only thing on this
part of the road now is a church and residences. Several residents had
made the request to lower the speed to make it a safer street.

After discussion ,a y- -t-z made a motion to allow the lower speed as

requested. Frank Sherman seconded and the motion carried 7 ayes to
0 nays with Billy Trenado not voting because he lives on this street.
A request to update our traffic ordinance establishing a 55 MPH Speed
Zone on Loop 286, Southwesterly, from the intersection of US Highway
271 South to the intersection of US Highway 82 (Bonham Street) was then
considered.
The State Department of Highways and Public Transportation requested
this update because at the time the ordinance now covering the area was
passed the entire Loop around Paris was known as Loop 286. Due to some
renumbering that is no longer the case. The speed limit in this area
is now 55 MPH and will still be 55 MPH after the change in the wording
of the ordinance.
After discussion Judy Lutz made a motion to recommend the ordinance as
requested. Billy Trenado seconded and the motion carried 8 ayes to 0
nays.
Next a request for Stop Signs on 10th N.E. at E. Hickory Street, stopping
traffic from the North and South, on 10th N.E. at Hickory Street was
considered.

Charlie Thompson made a motion to recommend the requested stop signs
after learning there was no traffic control at this intersection. Ger-
ald Byas seconded and the motion carried 9 ayes to 0 nays.
A request to place Stop Signs on E. Houston Street at 17th N.E. was then
considered, stopping traffic from the East and West on E. Houston at 17th.
After learning that Yield Signs are there now and have been for years
and that the increased traffic in this area makes a stop necessary most
of the time, Richard Fuller made a motion to place the Stop Signs as re-
quested. Judy Lutz seconded and the motion carried 9 ayes to 0 nays.
There being no furthur business the meeting adjourned at 5:34 P.M.
