1987MINUTES TRAFFIC COMMISSION TUESDAY, MAY 5, 1987 5:15 P.M. COUNCIL ROOM - CITY HALL PARIS, TEXAS The Traffic Commission met in regular session Tuesday, May 5, 1987, with the following members present: 1. Frank Sherman 5. Richard Fuller 2. Charles Thompson 6. Judy Lutz 3. Paul Wood 7. Lynn Hitt 4. Zephania Gibson 8. Gerald Byas The city staff was represented by Assistant Chief of Police James Barnett. The meeting was called to order at 5:20 P.M. by Co- Chairman Paul Wood. The Minutes of the April 7, 1987 meeting were approved as sub- mitted. A request for a Four Way Stop Sign at South-Church Street and Sherman Street was considered. Douglas Wehrman of 414 Church Street had made the request to the City Manager's Office with reports of accidents and near accidents at the intersection being the reason. After learning that no accidents were reported to the Police Dep- artment during the past 12 months at this location, and a survey conducted by the Traffic Control Office showed the traffic volume does not meet the warrants for a Four Way Stop Sign Gerald Byas made a motion to deny the request. Paul Wood seconded the motion and it carried 7 Ayes to 0 Nays with Judy Lutz not present for the vote. (Copy of warrants and study attached) Chairman Thompson and Judy Lutz came in late. Minimum traffic volumes: (a) The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any 8 hours of an average day, and (b? Zephaniah Gibson 3. Paul Wood 6. Gerald Byas The City Staff was represented by Asst. Chief of Police, James Barnett. The minutes of the May 5,1987 meeting were approved as submitted. A request to place Stop Signs at the following locations: 1. 17th Street N.E. and Belmont Stopping East and West bound traffic on Belmont at 17th. 2. 10th Street N.E. and Cherry Stopping East and West bound traffic on Cherry at 10th. 3. 6th Street S.W. and Sherman Stopping North bound traffic on 6th at Sherman. 4. 6th Street S.W. and Washington Stopping North and South bound traffic on 6th at Washington. After discussion, Gerald Byas made a motion to place the Stop Signs as requested. Paul Wood seconded and the motion carried 5 ayes and 0 nays with Judy Lutz not present for the vote. Wayne Fletcher 3. Judy Lutz The City staff was represented by Assistant Chief of Police James Barnett. The meeting was called to order at 5:20.P.M. by Chairman Thompson. The minutes of the June 2,1987 meeting were approved as submitted. A request for Speed Zone changes on Bonham and Lamar Streets was considered. After learning the State Department of Highways and Public Transportation had recommended the Speed Zones as set out on the attached sample ordinance, Gerald Byas made a motion to establish the recommended speed zones. Charles Thompson 3. Lynn Hitt 6. Paul Wood The City staff was represented by Assistant Police Chief James Barnett. The meeting was called to order at 5 :15 P.M. by Chairman Thompson. The minutes of the June 3,1986 meeting.were approved as submitted. First a request for a Stop Sign on 1st N.E., stopping Southbound traffic at East Provine. After learning there is already a Stop Sign on 1st stopping Northbound traffic at Provine, Gerald Byas made a motion to recommend the install- ation as requested. Frank Sherman seconded and the motion carried 5 ayes to 0 nays. A request for a "No Parking Zone" in the 400 block of 4th S.W.. After discussion Gerald Byas made a motion for a "No Parking Zone" on the West side of the 400 block of 4th S.W., starting at the North curb line of West Sherman Street, and going North 400 feet to the *back of the Department of Human Services property. Paul Wood-seconded the motion and it carried 5 ayes to 0 nays. Lynn Hitt arrived. A discussion of a plan for safety lighting at Lamar Avenue and Loop 286 was held. The Commission members liked the idea and asked that lighting be requested at all the overpasses on the Loop. A letter was read explaining the. State Department of Highways and Public Transportation's policy regarding angle parking. COUNCIL ROOM - CITY HALL PARIS, TEXAS The Traffic Commission met in mgular session Tuesday, November 3, 1987 with the following members present: 1. Frank Sherman 2. Charles Thompson 3. Paul Wood 4. Richard Fuller 5. Judy Lutz 6. Gerarld Byas The City Staff was represented by Assistant Chief of Police James Barnett. The minutes of the July 7, 1987 meeting were accepted as submitted. The first item of business was the consideration of a request for a Two Hour Parking Zone on the North side of Clarksville Street beginning 171 feet East of the East curb line of 3rd Street S.E., then East 107 feet to the end of the zone. After disussion Gerald Byas made a motion to recommend the parking as requested. Judy Lutz seconded the motion and it carried 5 ayes to 0 nays. (Richard Fuller was not there yet.) Next, Pat Bassano appeared representing the Paris News requesting two loading zones in the 100 Block of Lamar Avenue on the South side in front of the news building. After discussion this item was tabled pending more information as to the agreement with the State concerning parking spaces in a mov- ing Traffic lane. A request for Right Turn Only Lanes at the following locations was considered next: a. In the 10 block of Lamar Avenue, the North Westbound lane at North Main Street. b. In the 10 Block of Pine Bluff Street, the North Westboud lane at North Main Street. c. In the 300 Block of North Main Street, the West Southbound lane at Graham Street. James Barnett recommended the lanes be designated as requested by The State Department of Highways and Public Transportation. Paul Wood made a motion to combine the three requests and that they all be approved. Gerald Byas seconded the motion and it carried 6 ayes to 0 nays. (Fuller was now present.) The next item considered was a request for Left Turn Only Lanes at the following locations: a. Inside lane all around the downtown Plaza. Traffic Commission- Minutes -Nov. 3, 1987 -Page 2 b. In the 10 Block of Graham Street, the North Eastbound lane at North Main Street. c. In the 600 Block of Bonham Street, the South Westbound lane at 7th S.W. Street. d. In the 400 Block of 1st S.W. Street, the East Southbound lane at West Sherman Street. Gerald Byas made a motion that all the requested Left Turns be com- bined and approved as requested. Richard Fuller seconded the motion and it carried 6 ayes to 0 nays. The last item of business was a request by Gay Whitsell, 2110 Col- lege, Paris, Texas, that a Railroad Crossing light be installed in the 1300 Block of 24th S.E. at the railroad tracks. A petition with about 260 signatures was presented to show the amount of con- cern and interest in this request. Being of the opinion that the railroad would have to finance the installation of this crossing signal, Judy Lutz made a motion to recommend that The City of Paris join these citizens in their re- quest for the signal, to the railroad.
