-.e Traffic Commission met in regular session Tuesday, February 4,1986, with the

e City Staff was represented by Assistant Police Chief James Barnett.
-,e meeting was called to order at 5:55 P.M., by Chairman Charles Thompson.
minutes of the last meeting on November 5,1985, were approved as submitted.
--e first item considered was a request for a crosswalk in the 1700 block of

_=,renzo Johns and Don Stone of Immanuel Baptist Church appeared and spoke in favor
putting the crosswalk in the center of the block with warning signs.

saying the signs could be placed if they met State regulations as to size,
color and location.

Gerald Byas made a motion that hospital guide signs be put up to both Hospitals
and David Jackson be allowed input on location of the ones to.St. Joseph's
Hospital.
Lynn Hitt seconded the motion and it carried 5 ayes to 0 nays.
Fourth - A request for a "No Parking Zone" in the 3300 block of N.E.Loop 286 was
considered.
After the opening of Robert Allen's Night Club, a study was made and it was found
that vehicles parked on the right of way in this area created a hazard.
Gerald Byas made a motion that a "No Parking Zone' be established from Right -Of -Way
to Right -Of -Way, 500 feet North and South of the South property line of 3320
N.E. Loop 286.
Richard Fuller seconded and the motion carried 5 ayes to 0 nays.
Fifth - A request for Stop Signs on 14th and 16th N.W. at West Walker was considered.
Shirley Nunez had asked that signs be placed stopping North and South bound traffic
at.-Walker. After James Barnett reported that no accidents were reported at either
intersection on 1985, Chairman Thompson called for a motion. None was made, so the
request is denied.
Sixth - A request for a Loading Zone in the 400 block of 1st S.W. was considered next.
Charles Huff operates a produce stand at 421 S.W. 1st and asked for a Loading Zone
in front of his business to prevent people parking there for long periods of time.
James Barnett explained that was not the purpose of a Loading Zone. No one
appeared in favor of the request so Chairman Thompson tabled it until Mr. Huff
or his representative could be here.
Seventh - A request to remove a Loading Zone in the 300 block of lst. S.W. was
considered.
There is no longer a building thereso the Loading Zone is not needed according to
James Barnett's report to the Commission.
Gerald Byas made a motion to remove the Loading Zone. Frank Sherman seconded and
the motion carried 5 ayes to 0 nays.
Eighth - Discussion of changes in the traffic signals at 12th S.E. and Lamar
revealed that Northbound traffic on 12th S.E. , wanting to turn right on Lamar
will not have to stop, except for vehicles already in the intersection, once the
yellow right turn arrow is installed.
-No--solution to the problem was found, therefore when Chairman Thompson called for
a motion, none was made.
No action taken due to lack of a motion.
After discussion of Commission members not attending meetings the meeting was adjourned
at 6:43 P.M.

Dear Mr. Jackson:
This is to acknowledge receipt of your December 30, 1985 letter
concerning the installation of certain directional street signs. By
a copy of this letter, I am referring the matter to James Barnett,
the Staff Liaison with the Traffic Commission. I anticipate that the
matter will be discussed by the Commission at it's next meeting which
is scheduled to be held January 7, 1986. As soon as we have the
Commission's recommendation, we can forward the matter to the City
Council for their consideration.

It has come to our attention that in some instances where St. Joseph's
Hospital is the closest hospital, special directional signs would assist
individuals in finding our hospital. Therefore, we are asking permission to
mount signs that would be purchased by St. Joseph's Hospital and Health Center
and would meet the signing guidelines, rules and regulations of the State
Department of Highways. In an effort to keep the number of sign supports to a
minimum along our city streets, we are also requesting that we be allowed to
mount these signs on existing State and City pipe supports. The locations,
types of signs, and existing sign supports on which we wish to mount our signs
are as follows:
1. On Business Highway 82/Lamar St, facing east
a. Hospital and directional sign mounted on the State Highway Sign
between the 271 Loop and 35th street N.E. on the north side of Lamar.
b. Hospital and directional sign mounted on the City speed limit sign
just past 27th street N.E. on the north side of Lamar.
c. Hospital and directional sign mounted on either the City speed limit
sign or State Highway sign between 19th and 20th streets N.E. on the
north side of Lamar.
d. Large H and directional sign mounted on the State Highway sign just
past 8th street S.E. on the south side of Lamar.
2. On Business Highway 271 /Clarksville St. facing southeast.
a. Hospital and directional sign mounted on the State Highway sign at the
turnoff for Business Highway 271 /Clarksville Street on the north side
of Clarksville.
b. Hospital and Directional sign mounted on the City speed limit sign
just before Collegiate street on the north side of Clarksville.
c. Large H mounted on the City speed limit sign between 21st S.E. and
Crockett streets on the north side of Clarksville.
3. On Business Highway 82/Bonham Street /Grand Avenue /Clarksville facing west.
a. Hospital and Directional sign mounted on State Highway Sign just
inside Loop 82 on the south side of Bonham.
b. Hospital and Directional sign mounted on either State Highway sign
or City speed limit sign between 18th & 19th streets S.W. on the south
side of Bonham Street.
c. Hospital and Directional sign mounted on State Highway sign between
1st street S.W. and Main on the south side of Grand Avenue.
4. On Church Street facing south
a. Hospital and directional sign mounted on City speed limit sign at
Long Street on the east side of Church Street.
b. Hospital and directional sign mounted on the City one -way sign at the
Clarksville intersection on the southeast corner.
These signs would be consistant with existing signs and would assure that
individuals needing to go to a hospital, especially if they are from
out -of -town, will not miss the hospital.

Since St. Joseph's Hospital is an emergency facility and there is a
definite need for guidance and assistance for the traveling public
to such a facility, we have no objections to the installation of the
above mentioned signs on our right -of -way, if the City of Paris is in
agreement with their installation. However, we must insist that the
signs be placed on other supports in lieu of state supports. Also,
all installations must meet with our criteria and standards as directed
in the 1980 Texas Manual on Uniform Traffic Control Devices for Streets
and Highways.
It will be the responsibility of the City of Paris to see that these
signs are installed and maintained properly now and in the future.
We shall reserve the right to request removal of subject signs if
their condition becomes unsightly, unreadable or deteriorated in any
form.
If you need further information or need our assistance in any matter,
please let us know.

The Traffic Commission met in regular session Tuesday, June 3,1986, with the
following members present:
1. Lynn Hitt
2. Judy Lutz

4. Zephania Gibson
5. Paul Wood
6. Frank Sherman
7. Gerald Byas
The City Staff was represented by Assistant Chief of Police James Barnett.
The minutes of the May 6,1986 meeting were approved as submitted.
A, request for angle parking on the East side of 1st S.W. between W. Austin and
W. Sherman streets was considered first.
Joe McCollum and Bill Lightfoot appeared-and spoke in favor of the request.
James Barnett recommended the request be denied. After discussion Paul Wood made
a motion to allow the angle parking as requested. Zephania Gibson seconded the
motion and it passed 7 ayes to 0 nays.
Second, a request for "Four Way Stop Signs" at 25th
considered.
After the discussion Chairman Thompson called for a
