1988MINUTES TRAFFIC COMMISSION TUESDAY, FEBRUARY 2,1988 5:15 P.M. COUNCIL ROOM - CITY HALL PARIS,TEXAS The Traffic Commission met in regular session Tuesday,February 2,1988, with the following members present: 1. Zephaniah Gibson 2. Frank Sherman 3. Richard Fuller 4. Gerald W. Byas 5. Judy Lutz 6. Wayne Fletcher The City Staff was represented by Assistant Chief of Police, James Barnett. The first item of business was consideration of requests for Stop Signs at the following locations: 1. 42nd S.E. at Lamar stopping South bound traffic on 42nd at Lamar Avenue. 2. 11th N.E. at East Grove stopping North and South bound traffic on Grove. Richard Fuller made a motion to combine the requests and to erect Stop Signs. Judy Lutz seconded the motion and it carried 6 ayes to 0 nays. Request for a 20 M.P.H. speed limit on 32nd N.E. between Pine Mill Road and Houston Street was considered. After learning this street does not adjoin the school property, Gerald Byas made a motion to deny the request and to place CHILDREN PLAYING signs in this area. Zephaniah Gibson seconded the motion and it carried 6 ayes to 0 nays. The minutes of the November 3,1987 meeting were approved as submitted. The meeting was adjourned at 5:45 P.M. Consider a request for a Stop Sign on Mahaffey Street at 28th S.E. stopping Westbound traffic on' Mahaffey at 28th. 3. Consider requests for anew Speed Zone Ordinance covering the following locations: A. On U.S. Highway 82 easterly from the west city limits of Paris, a distance of approximately 0.202 miles to the intersection of Loop 469 (Bonham Street), a speed limit of fifty -five (55) miles per hour at all times; thence northeasterly from the inter- section of Loop 469 (Bonham Street) a distance of approximately 2.720 miles, a speed limit of fifty -five (55) miles per hour at all times; thence easterly a distance of approximately 1.320 mile, a speed limit of fifty (50) miles per hour at all times; thence southeasterly a distance of approximately 1.952 miles, a speed limit of fifty five (55) miles per hour at all times; thence southeasterly a distance of approximately 0.850 miles to the intersection of Loop 469 (Lamar Avenue), a speed limit of fifty (50) miles per hour at all times; thence easterly from the intersection of Loop 469 (Lamar Avenue) a distance of approximately 0.550 miles, a speed limit of fifty (50) miles per hour at all times; thence easterly to the east city limits of Paris, a distance of approximately 0.313 miles, a speed limit of fifty -five (55) miles per hour at all times. B. On U.S. Highway 271 southerly from the north city limits of Paris, a distance of approximately 0.358 miles to the intersection of Loop 480 (North Main Street), a speed limit of forty -five (45) miles per hour at all times for southbound traffic and a speed limit of fifty (50) miles per hour at all times for northbound traffic, and on U.S. Highway 271 southeasterly from the inter- section of Loop 469 (Lamar Avenue) a distance of approximately 0.700 miles, a speed limit of fifty -five (55) miles per hour at all times; thence southeasterly a distance of approximatley 1.000 miles, a speed limit of fifty (50) miles per hour at all times; thence southeasterly to the east city limits of Paris, a distance of approximately 1.048 miles, a speed limit of fifty -five (55) miles per hour at all times. C. On FM 79 southeasterly from the west city limits of Paris, for a distance of approximately 0.430 miles, a speed limit of forty -five (45) miles per hour at all times; thence southerly a distance of approximately 0.630 miles, a speed limit of forty (40) miles per hour at all times; thence southerly a distance of approximately 0.619 miles, a speed limit of thirty -five (35) miles per hour at all times, except that a school speed limit of twenty (20) miles per hour will be effective on school days, from milepoint 22.054 to highway milepoint 22.254 only during the following hours: 7:15 A.M. until 8:15 A.M. 2:00 P.M. until 3:30 P.M. 4. Consider a request for a -Stop and Go Traffic Signal at 20th N.E. (FM 195) and Pine Bluff Street. 5. Consider requests for Stop Signs at the following locations: A. Stopping East and West bound traffic on Willow Bend at the 2800 Block of Collegiate. B. Stopping West bound traffic on Fair Oaks at Collegiate. C. Stopping North bound traffic in 2700 Block of Oak Creek at 1900 Block`of Willow Bend. D. Stopping North bound traffic on Willow Bend at 2900 Block of Oak Creek. 6. Consider request of State Department of Highways and Public Transportation to making 20th S.E. One -Way Southbound from Lamar to Hubbard Street. The meeting came to order at 5:15 P.M.with Chairman Gerald Byas presiding. The minutes of the August 2, 1988 meeting were approved as submitted. First, a request for Stop Signs at the following locations was con- sidered: 1. Van Zant at 11th N.E. (stopping East and West traffic) 2. Price at Collegiate (stopping East and West traffic) 3. Cypress at Collegiate (stopping Eastbound traffic) 4. Kessler at Collegiate (stopping Eastbound traffic) 5. Ridgeview at Collegiate (stopping Eastbound traffic) 6. Briarwood at Collegiate (stopping Eastbound traffic) 7. Ballard at Collegiate (stopping Eastbound traffic) 8. Collegiate at N.E. Loop 286 (stopping Northbound traffic) After discussion Wayne Fletcher made a motion to combine the requests and to recommend the signs be placed as requested. Richard Fuller seconded and the motion carried 5 ayes to 0 nays. NeXt a letter from the State Department of Highways and Public Trans- portation was read stating that after speed studies and traffic flow studies they could not reduce the speed limit or install a traffic signal at 42nd and Lamar Avenue.
