1978MINUTES TRAFFIC SAFETY CommisSlrN TUESDAY, JUNE 6, 1978 COUNCIL ROOM - CITY HALL PARIS, TEXAS The Traffic Safety Commission of the City of Paris met in regular session, Tuesday, June 6, 1978 at 5015 P.M. with the followi g members present: 1. Jimmy Johnson - dire Chairperson 4. Harvey Cavendar 2. Glen Edwards 5. Dick Fuller 3. Frank Sherman 6. Jane Moore The Minutes of the May meeting were approved as submittedi Dick Fuller moved that the Commission recommend placement of "No Truck Traffic" signs on Collegiate Avenue between Clarksville Street and Lamar Avenue. Jane Moore seconded the motion and it carried unanimously. After receipt of a detailed map of Clarksville Street between 12th and 24th Dick Fuller made a motion to alter the existing lane structure of that stretch by creating two lanes of traffic for eastbound traffic and one lane for westbound traffic and tb eliminate the left turn for persons desiring to turn south onto 12th S.E. Mr; Cavendar seconded the motion and it carried unanimously. Glen Edwards moved that the traffic light at 20th and Lamar be reprogrammed in order to create a protected left turn for southbound traffic on 20th N.E. who is turning back to the east on Lamar Avenue. Frank Sherman seconded the motion and it passed unanimously. The Commission receiVed the petition from Mrs. Julian et. al. concerning placement of a loading Zone near the 100 block of North Main. The Commission noted that if this zone wete created it would restrict North Main traffic to one lane when the zone was being utilized and when occupied would create a sight hazard for traffic turning north from East Houston street. The Commission then reaffirmed its prior recommendation to deny this loading zone. Glen Edwards recommended placement of a "STOP" sign at the intersection of Blake Road and 8th N.E. to stop traffic on 8th N.E. for north and south bound traffic. Jane Moore seconded the motion and it passed unanimously. Items 8 and 9 were taken together. Frank Sherman recommended placement of "STOP" at Loop 286 and Morningside Drive and Dawn Drive signs . Glen Edwards seconded the motion. Mr. Cavendar was the lone dissenter of the motion. There being no further business the Commission adjourned at 6:21 P.M. T. COUNCIL ROOM - CITY HALL PARIS, TEXAS The Traffic Safety Commission of the City of Paris met in regular session, Wednesday, July 5, 1978 at 5:15 P.M. with the following members present: 1. Frank Sherman 2. Leon Williams 3. Harvey Cavendar 4. Rev. Julian Hendren 5. James McFadden 6. Robert White Rev. Hendren moved that Harvey Cavendar serve as temporary chairperson. Leon Williams seconded the motion and it carried unanimously. The Minutes of the June meeting were approved as submitted. After hearing from Bill. Bone, Curtis Finley -St. Joseph's Hospital, Phil Carter - Brookshire's and Ridley Briggs- President of Paris Bank of Texas, Leon Williams moved that the Commission rescind the previous recommendation concerning traffic patterns on Clarksville between 12th and 24th. James McFadden seconded the motion and it carried unanimously. Mr. Williams then moved that the issue be set aside for further study. Mr. McFadden seconded the motion and it passed unanimously. Concerning clarification of "No Truck Traffic" signs previously recommended, Rev. Hendren recommended that "No Through Trucks" signs be placed on Collegiate Drive between Lamar and Clarksville. Leon Williams seconded the motion and it carried unanimously. After hearing from the Traffic Safety Coordinator and the Traffic Technician, Leon Williams recommended that the Commission not take action on the placement of `Stop" signs on the following streets which abut Loop 286: Pine Mill Road, Clement Road, 34th N.E., 20th N.E., 30th N.E., Hickory and Ballard Drive. It was the opinion of the Commission that further clarification was in order. Frank Sherman seconded the motion and it carried unanimously. Robert White recommended that the signal crossing light on 24th S.E. be disallowed since it did not satisfy any of the required warrants. Leon Williams seconded the motion and it carried unanimously. Frank Sherman 5. Rev. Julian Hendren 2. Leon Williams 6. Nancy Swaim 3. Harvey Cavendar 7. James McFadden 4. Jane Moore 8. Robert White The Rev. Julian Hendren was unanimously elected Chairperson. Jane Moore was unanimously elected co- Chairperson. The Minutes of the July meeting were approved as submitted. After reconsidering a previous recommendation concerning traffic patterns on Clarksville between 12th Street and 24th Street, James McFadden made a motion that no changes should be made in regard to present traffic patterns. Jane Moore seconded the motion. The motion carried 4 ayes, 3 nays. McFadden, Moore, Swaim and White voted for; Cavendar, Williams and Sherman, against. This action reversed the previous recommendation made by the Commission which recommended the elimination of the westbound left turn lane on Clarksville, and the creation of two eastbound lanes of traffic and one westbound lane of traffic on Clarksville between 12th and 24th streets. Frank Sherman made a motion that a "STOP" sign be placed on 34th N.W. at Graham for southbound traffic. Leon Williams seconded the motion and it carried unanimously. James McFadden moved that the placement of "STOP" signs on Pine Mill Road at Loop 286, Clement Road at Loop 286, 34th N.E. at Loop 286, 20th N.E. at Loop 286, 30th N.E. at Loop 286, Hickory at Loop 286, Ballard Drive at Loop 286 be recommended to the City Council. Leon Williams seconded the motion and it carried unanimously. Harvey Cavendar recommended ti: the consideration of the intersection of Fitzhugh and Clement be tabled I:ntil the next meeting. James McFadden seconded the motion and it carried 5 ayes, 2 nays. Cavendar, Sherman, Williams, McFadden and Moore voted for; White and Swaim voted against. Havey Cavendar made a motion recommending the placement of mandatory turn markings and signs at the following intersections: right turns - North Main at Pine Bluff, Clarksville at 12th (westbound), Bonham at 7th N.J., Lamar at 3rd N.E., Lamar at 20th N.E.; left turns - 12th at Lamar, Clarksville at 12th (west - bound and eastbound). Frank Sherman seconded the motion and it carried unanimously. Leon Williams requested that the intersection of 3rd N.E. and Pine Bluff be investigated. He expressed concern that vehicles parked at the corner create an obstruction. The Administrative Assistant agreed to investigate this matter. COUNCIL ROOM - CITY HALL PARIS, TEXAS The Traffic Safety Commission of the City of Paris met in regular session, Tuesday, September 5, 1978 at 5:15 P.M. with the following members present: 1. Julian Hendren 2. Harvey Cavender 3. Nancy Swaim 4. James McFadden 5. Robert White 6. Frank Sherman The Minutes of the August meeting were approved as submitted. In reference to the tree obstructing the view of a Stop Sign on Graham at 7th Street N.W., the Commission accepted a recommendation from the Traffic Safety Coordinator that a "Stop Ahead" warning sign be placed in advance of the Stop Sign. The sign meets the required warrants, and eliminates the need of removing the obstruction. In reference to a request made by Commissioner Williams at the August meeting concerning obstructions at intersections created by parked cars, the Commission was informed that there is an ordinance regulating this type of obstruction. The Traffic Safety Coordinator indicated that all -out efforts would be made in enforcing this ordinance. The Traffic Safety Coordinator informed the Commission that the mainline rail- road crossings' in the City would be brought into compliance with the State warrants through the placement of railroad warning signs. Harvey Cavender made a motion that the Commission accept a recommendation from the Traff.i.c Safety Coordinator which disallowed a "Multiway Stop" at the inter- section of Fitzhugh and Clement Road. James McFadden seconded the motion, and 4tt carried unanimously. The Traffic Safety Coordinator agreed to keep this inter- section under periodic review, and to further study the problem of obstruction> at this intersection. Nancy Swaim made a motion that the Commission recommend Council Authorization for the following streets intersection Loop 286: 29th Street S.E.; 6th Street S.E.; 7th Street S.W.; 3rd Street S.E.; Old Brookston Road; and, Jefferson Road.. Frank Sherman seconded the motion and it carried unanimously. The Commission heard a request from Jeff Look that a special parking zone equipneJ with "bike" racks be placed on the Plaza. The Commission agreed to study the rr;?ttor further. There being no further business, the Commission adjourned at 5:45 P.M. Mike Koch
