Pike Burkhart, called the meeting to order at 3:10 p.m. Pike welcomed those present.
Minutes from November 15, 2011 Board meeting were reviewed. The Minutes were approved, as
submitted, by a motion from Bruce Carr; seconded by Rick Poston. Motion Carried 3 -0.
Financial reports for October, 2011 were reviewed. The Financials were approved, as submitted,
by a motion from Rick Poston; seconded by Bruce Carr. Motion Carried 3 -0.
Steve Gilbert presented the Proposed Paris EDC Business Plan for 2012 -2014, see attached. Bruce
Carr recommended that the PEDC Board consider having a retreat/workshop to discuss the proposed
business plan, at length, the following week.
The Board convened into executive session at 4:05 p.m. pursuant to Section 551.071, Section
551.072, Section 551.074 and Section 551.087 of the Texas Government Code to discuss and deliberate
on the following:

Forward
The proposed Business Plan will transform the structure, function and operations of the
Paris Economic Development Corporation (PEDC) and have a "world- class" impact on
Paris, Lamar County, Texas and the entire Northeast Texas Red River Region. Key
features and assumptions are as follows.
The Business Plan is:
1. Based on the recommendations provided by Richard Seline, Principle of
Regionnovate, Inc., and based on work from the original four working groups.
2. Implemented by civic engagement and designed around:
A. 1 Civic Leadership Steering Committee.
B. 2 Major Initiatives.
C. 5 Implementation Strategies conducted by 5 Working Groups.
3. Supported by the PEDC Staff with minimal additions.
4. Implemented by five PEDC - appointed working groups, made up of PEDC Board
members, volunteer civic leaders and partner groups and organizations.
5. Implemented over a 3 -year period (2012 - 2014).
6. PEDC budget neutral and initially funded within PEDC's existing budget of $1 M per
year.
7. Expanded through fund raising activities for specific efforts and activities.
8. Built on a funding model of:
A. 1/3 local PEDC and partner funds.
B. 1/3 state and /or federal funds.
C. 1/3 private funds from foundations and corporate support.

The following information describes the Paris Economic Development Corporation (PEDC). The
purpose, goals and duties are defined in our bylaws and is consistent with the desire of the voters of
Paris, Texas when they approved the Type A local $.0025 (1/4 penny) sales tax that provides operating
funds for PEDC. The PEDC board of directors is appointed by the Paris City Council. The board
approves the annual budget, plan of work and monitors finances of the organization.
PEDC's Purpose
To promote, stimulate and enhance economic
development in Paris and Lamar County.
PEDC's Goals
1. To create new jobs and retain existing jobs.
2. Conduct planning, research and job training
activities to promote:
A. Business retention and expansion.
B. Formation of new business.
C. Business attraction.
3. Develop and implement marketing strategies
to promote PEDC's programs and services
and educate stakeholders.

a community -wide strategic planning process. This process included identifying our strengths,
weaknesses, opportunities and threats (SWOT) and analyzing 7 Critical Issues related to our
community's future. As a result of the process, PEDC engaged Regionnovate, Inc. to facilitate a
"roadmap" to chart a course for future economic development of not only Paris, but the broader Red
River Region.
This three -year PEDC business plan takes into consideration the original SWOT analysis and aligns with
the priorities and 7 critical issues in the community -wide strategic plan. Implementing this business
plan will be a focused priority of the PEDC staff and board from 2012 through 2014, and beyond.

Historically, PEDC has conducted a very traditional industrial recruiting effort, advertising in regional
and national publications and writing proposals in response to prospects from the State of Texas or from
site selectors. PEDC has participated in a regional marketing alliance called the NE Texas Economic
Alliance that includes Commerce, Mt. Pleasant, Sulphur Springs, Athens, Palestine and Kilgore. Since
the 1990s economic development results have been minimal. More recently Paris has benefited from
intermittent growth of existing businesses. It is easier to keep and grow existing companies than recruit
new. PEDC will continue to visit, listen to and support our existing employers to retain and expand their
local production, jobs and capital investment.

In the last 20 years the number of new industry expansion projects has steadily decreased while the
competition and incentive packages offered by communities has become much more aggressive. Paris
cannot compete with the resources that large cities and urban regions can put on the table. Our
advantages must be based on leveraging our assets (i.e. water, workforce talent and proximity to the
Dallas Metroplex) as well as creating a competitive advantage through a unique Rural Innovation
Initiative. This Rural Innovation Initiative is not only unique in the State of Texas, but also nationally.
PEDC can differentiate Paris and Lamar County from the competition through innovation and by
striving to build coalitions and partnerships to further the Red River Region brand.
Community /Civic Engagement
Community leadership and cooperation among governing bodies, as well as community organizations
are two of the 7 critical issues. They are natural results of implementing both the Roadmap strategies
and the diversity initiative. Engaging community and civic leaders in community -wide strategic
planning, as well as economic development evolves over time and occurs as a process. The PEDC staff
and board continually talk to, listen to and get input from a wide range of stakeholders. We will include
those who want to have a say and engage in the process to support and build our local and regional
economy. Ultimately, we desire broad -based ownership, support and engagement across a broad cross -
section of the community, which we believe are critical to our economic development success.
We initially formed a project steering committee and four working groups to develop the manufacturing
roadmap. These groups met between July and October 2011 to plan, identify and recommend strategies
to grow our economy through new jobs and investment. Each group had specific tasks and functions
that resulted in the Roadmap recommendations presented by Mr. Richard Seline.
The five implementation strategies that make up this business plan provide numerous community and
leadership engagement opportunities for a wide range of people in Paris and Lamar County, as well as
the region. PEDC will communicate the activities and results publicly as we go through the process and
keep our efforts on the community's front burner.
The diversity initiative, which launched in December 2011, ties back to the community -wide strategic
plan and addresses one of the 7 critical issues. We are working to involve many people from across the
community, and will have an advisory committee as we engage with the contractor, Executive Diversity
Services. We will assemble the advisory committee and manage that process to its completion in 2012.
In the 2012 -14 PEDC Business Plan all of these efforts will be coordinated and dovetail together,
demonstrating results tied back to our community -wide strategic planning process.

Implementing the Roadmap for Paris and the Red River Region
The process of developing the Roadmap included four working groups that included business, education
and civic leaders from Paris and Lamar County. The four working groups were:

The result of the process is a Roadmap which includes recommendations and action steps in three major

This Business Plan is based on the recommendations included in the Roadmap final report. PEDC will
take ownership of many of the Roadmap's recommendations. We will incubate others, and will
cultivate partnerships and alliances to take ownership of many items. PEDC cannot, and should not
attempt to implement all of the recommendations. However, as the lead economic development
organization in Paris and Lamar County, PEDC will be an advocate and champion of the Roadmap and
will spearhead implementation. The following chart shows the existing PEDC Board and Staff Structure

Each strategy has a purpose /scope statement, which is the sum of all the action steps and measurable
results. The five implementation strategies provide a structured breakdown of the work to be
accomplished by PEDC board, staff, civic volunteers and partners. Each of the five strategies includes
specific action steps, timeline, resource requirements (funding and staffing responsibility) both internal
and external to PEDC, as well as measurable results for each action step.

The following implementation structure will
be used to organize the PEDC board of
directors, staff, civic leader volunteers and
partner organizations to achieve the desired
results. The PEDC Bylaws allow the Board
to form working groups to achieve its

A Model of success to Be Shared
The "four -leg stool" of economic development provides a basic idea of the key components that
a local economic development organization should address with its plan of work. With adoption
of this proposed 3 -Year Business flan the PEDC Board strives to be a best practice model of
successful economic development in a rural community and region. This business plan will
make strides to restoring the competitive advantage of Paris and Lamar County and Northeast
Texas. Our plans, strategies, processes and methods will be shared to assist other communities
create their own local economic future by recognizing their assets and coming together as civic
leaders to create success unique to their community.

PEDC Board Meeting Minutes
December 13, 2011
Executive session ended at 5:24 p.m. The Board reconvened into open session. As a result of executive
session discussion, the Board took the following action:
Doug Wehrman made a motion to conduct a Workshop Session to discussion the proposed Business Plan
for 2012 -2014, in detail and consider action items as listed in the Business Plan to be held Wednesday,
December 21St from 9:00 a.m. to 5:00 p.m. in the Community Room at the Depot; seconded by Kenny
Dority. Motion Carried 5 -0.
Rick Poston made a motion to adjourn at 5:25 p.m.; seconded by Doug Wehrman. Motion Carried
5 -0.
