10/01/2012 MINUTESMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION CITY OF PARIS - CITY HALL COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS, TEXAS MONDAY, OCTOBER 1, 2012 5:30 O'CLOCK P.M. 1. The regular meeting of the Planning and Zoning Commission on Monday, October 1, 2012, was called to order at 5:43 p.m. by Dennis Chalaire, Chairman. A. The following members were present: Dennis Chalaire James Price Mike Folmar Holland Harper B. The following members were absent: Richard Hunt Jerry Akers Keith Flowers C. Also present were Shawn Napier, Director of Engineering, Planning and Development; Sue Lancaster, Council Liaison; and Jeanna Scott, City Staff. 2. Approval of minutes from previous meetings. (September 4, 2012) Motion was made by James Price, seconded by Mike Folmar to approve the meeting minutes for September 4, 2012. Motion carried 4 -0. 3. Public hearing and consideration of and action to consider amending Section 8 -107, 8 -201 and Section 12 -100 of the City's Zoning Ordinance No. 1710 to require a specific use permit (SUP) for self - storage /mini - warehouse in a commercial (C) zoning districts. Public hearing was declared open. A. No one spoke in favor. B. No one spoke in opposition. Public hearing was declared closed. Shawn Napier reviewed the petition with commissioners. Motion was made by Mike Folmar, seconded by Holland Harper to approve the Specific Use Permit. Motion carried I , 4. Public hearing and consideration of and action on the petition of George Ronald Shannon Sr. to designate a Historic District Overlay (HD), on Lot 20, City Block 131, being number 726 W. Sherman Street. Public hearing was declared open. A. The following individuals spoke in favor of the petition. George Shannon Sr., 726 West Sherman Street, property owner, spoke in favor of the petition. Mr. Shannon stated he wants to protect his home and plans on restoring it a little at a time. The home was built in 1909 by the Latimers and square nails were used throughout the home. B. No one spoke in opposition. Public hearing was declared closed. Commissioner Harper asked Mr. Shannon if he was aware of the rules and regulations associated with being in a Historical District. Mr. Shannon stated yes, he has spoken with several people and is aware that he will have to go before HPC if he changes anything on the outside of the building. Motion was made by Dennis Chalaire, seconded by Holland Harper to approve the petition. Motion carried 4 -0. Consideration of and action on the Preliminary Plat of Lot 1, Block A, East Paris Baptist Church 259 Addition, being number 725 N. Collegiate Drive. Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by Holland Harper, seconded by James Price to approve the preliminary plat, subject to the City Engineer's recommendations. Motion carried 4 -0. 6. Consideration of and action on the Final Plat of Lot 1, Block A, East Paris Baptist Church 259 Addition, being number 725 N. Collegiate Drive. Motion was made by Holland Harper, seconded by James Price to approve the final plat, subject to the City Engineer's recommendations. Motion carried 4 -0. 7.
