Main Street Advisory Board
A meeting of the Paris Main Street Advisory Board, held on January 5, 2000, at 3:00 p.m. at the
Moore Law Firm.

The meeting was called to order by Terry Townsend.
Terry Townsend made an update concerning the grant funding received from the Texas Department of
Transportation and the Downtown Improvement Project. The project has a total value of $1,007,400.00;
federal funds are $805,920.00 and the local match funded by the City of Paris is $201,480.00. The
official announcement for this project will come from TXDot on January 27, 2000.
Larry Schenk, City Attorney stated the board should create goals and objectives for adopting Historical
ordinances. Establish reasons for needing these ordinances. Put yourself in the shoes of the council and
residents. How will this effect the larger majority? Has the board established a list of properties and
property owners? Larry stated in his opinion, once this list is established the board should pursue public
forums; and that the Main Street Advisory Board should have authority to call those forums when they
believe its necessary.
Mike Malone points out that the Main Street Program is centered around an educational process,
providing low interest loan programs and creating a community effort to improve the district. Staff may
organize meetings. But board members should come forward with comments about construction
downtown. Each one of our building have been modified; some have used complementary material and
some have not. We should educate them on what they should be doing.
Larry Schenk, suggested that the public forums begin with one big meeting and then several smaller ones
to follow which included the entire district.
Scott McDowell, disagreed with Larry, saying we should concentrate on the immediate downtown area
first with public forums and then move to the outlying areas. Pointing out that any more may be to much
to handle in the beginning.
Dr. Hayden made a formal motion that we pursue public forums in the downtown first, Dwight Chaney
seconded the motion. The board unanimously approved this motion.

A regular monthly meeting of the Paris Main Street Project Advisory Board was held on
Wednesday, March 1, 2000, at 3 p.m., in Heritage Hall, with Terry Townsend, Main Street
Project Manager, presiding.

Terry Townsend opened the meeting at 3:10 p.m. with a discussion of our low interest loan pool.
Terry asked that board members be available to meet with the local bankers to renegotiate a loan
pool as time has run out on the one we originally held. Ann Wyche will call Phillip Cecil and
see if he will poll the banks of their rates thereby foregoing a formal meeting.
Dr. William Hayden reported of progress with the Plaza Theater restoration. He and Richard
Hunt visited with Jean Campbell and surveyed the building. The bid to restore the building to its
1931 grandeur was $22,000 (the Theater has $7,000 in the bank). A low interest loan has been
attained with the assistance of Dr. Hayden.
The Texas Historical Commission advised Harrison Walker & Harper regarding the roof &
awning repairs in downtown following the snow and ice storm. A hot roof is back on Bill
Bone's End Result building in place of the retrofit roof which caved in during the storm.
Discussion regarding the vacancies on the board was then discussed. Pat Taylor's resignation is
needed before we are able to replace her. Terry Townsend will follow up with Pat in acquiring
this.
The board was invited to attend a historical marker dedication on March 16`x' honoring John
James Culbertson. The dedication will be held on the fountain plaza.
Scott McDowell presented a list of downtown building owners suggesting that a forum for
ordinance development be held after April 15 in the Plaza Theater.

A regular monthly meeting of the Paris Main Street Advisory Board was held on Wednesday, April 5,
2000, at 3 p.m., in Heritage Hall, with Terry Townsend, Paris Main Street Manager, presiding.

Terry Townsend called the meeting to order at 3:10 p.m. with a welcome to newest board member
Barbara Wilson.
Anne Wyche reported that her visit with Philip Cecil regarding the renewal of the Paris Main Street low
interest loan pool resulted in a pool of $300,000 at 6 percent.
Terry Townsend presented two applications for the Paris Main Street Loan pool. Paris Community
Theater's application was approved outside of the board and needed no formal board approval. On a
motion by Suzy Harper, seconded by Bill Payne, the Paris Main Street Advisory Board unanimously
voted to approve the Pets Unlimited application.
Planning resumed for the public hearing to be held the first week of June. Terry Townsend will confirm a
date with the Paris Community Theater. The Paris Main Street Board will further discuss ordinances at
the next month's meeting.
The Lamar County Courthouse was discussed with regard to its grant application for renovation being
rejected by the Texas Historical Commission. Judge Chuck Superville asked for a group to lead a letter
writing campaign and the Paris Main Street Board suggested Bruce Cooper's Spanish Club.
Bill Payne suggested that the law office handle the function of helping individuals with inquiries about
renovation and rehabilitation. It is therefore no longer required that the Paris Main Street office be
manned by board volunteers.
The next meeting of the Paris Main Street Advisory Board will be held on Wednesday, May 3, at 3 p.m.,
in Heritage Hall (adjacent to the Bonham Street Depot).

The entire meeting was a discussion regarding a Main Street Public Hearing at the Plaza Theater.
On a motion by Dr. William Hayden, seconded by Ann Wyche, the Board unanimously voted to establish
a downtown historic commercial district. This district will be the first to be affected by any proposed
ordinances, if adopted by the City of Paris.
The next meeting of the Paris Main Street Advisory Board will be held on Wednesday, May 17, at 3 p.m.,
in Heritage Hall (adjacent to the Bonham Street Depot) for the purpose of finalizing the ordinances.

Terry Townsend called the meeting to order at 3:05 p.m. There were no minutes of the meeting
held on May 17.
Bill Payne presented drafts of Historic Preservation Ordinances and a description of the
Downtown Historical District. On a motion by Dr. William Hayden, seconded by Linda Suarez,
the Board unanimously voted to review these documents at home and return next week with
changes or corrections completing this aspect of the public forum preparations. The Board
complimented Bill Payne on his work in this area.
The Board then discussed when the public forum will be held and outlining support for these
ordinances.
Karen Wilkerson will prepare a letter to be mailed to all potential Mains Street Supporters asking
for them to purchase a sticker for their front doors.

Terry Townsend called the meeting to order at 3:10 p.m.
The resignation of Dr. William Hayden from the Board was accepted. Replacements were then
discussed: Linda Suarez nominated Terry Davis for her obvious association with the Gibraltar
Hotel rehabilitation project; Barbara Wilson agreed and suggested Lisa Thomas in the event
Terry was unavailable; and Karen Wilkerson, highlighting a theory that downtown business
owners may posses a higher commitment level than non - business owners, nominated Linda
Ryan. Terry Townsend reminded the Board that the ultimate decision rested with the City
Council for appointment and that he would submit our recommendations to the Mayor.
The Board planned a calendar for the activities leading up to the public meeting. The dates are
as follows:
August 16 — divide downtown building/business owners for personal contact
September 5 — personal contact with those in favor of the ordinances
September 18 — invitations to the public meeting mailed and personal follow up with contacts
October 3 — Public Meeting, Plaza Theater, 7 p.m. Bill Payne, facilitator
Other assignments made include Barbara Wilson and Anne Wyche as the new Design
Committee Chairmen. They will have a new color palette to present to the Board by the
September 16 meeting.
Linda Suarez and Suzy Harper are to have good examples of signage, lighting examples and
banners put on foam board with cost estimates by the August 30 meeting.
