JANUARY 24, 1996
MINUTES
The Paris Public Library Advisory Board met in regular session Wednesday, January 24,
1996, in the Library Gallery with Chairman Beth Shelton presiding and these members
present: Tini Donnan, Virginia Gibbs, Jean Gibson, Rogene Patterson, Joe Rex and Keitt
Wood. Kathie Gibbs, Friends President, and Beverly Lewis, Library Director attended.
Absent were Jackie Alsobrook and Frances Ellis.
The December 20, 1995, Minutes were approved as distributed.
Ms. Lewis gave the Budget Report and advised that expenditures were in line for the first
three months of the fiscal year.
She also gave the Statistical Report and noted that again the Library had an increase in
circulation. In December, 1995, there were 117,412 items checked out which was a 23%
increase over December, 1994. The increases were greatest in juvenile titles and audio
books.
There were 659 titles added to the collection and 263 new library cards were issued.
Ms. Lewis advised the physical inventory of the collection has been completed. Now a
clerk is matching the items checked on the shelf list against those listed in circulation at the
time of the inventory. Then a list will be compiled of missing items and it will be reviewed
to determine what to reorder. A "Wish List" of out -of -print titles will also be prepared and
distributed. The project should be completed by April 1.
Preschool storytimes resumed last week and attendance was good at all sessions.
A generous $5,000 bequest was received from Margaret Lively. Upon motion by Keitt
Wood and Toni Donnan, it was recommended to advise the City Finance Director to place
the money in a six - months CD and the Board would later advise what to do with it. Motion
passed unanimously.
Ms. Lewis advised Don McCaskill installed Corian counter tops at the circulation desk
recently and they look very nice and provide a better working surface. Upon motion by
Keitt Wood and Joe Rex, the Board unanimously voted to send a letter of appreciation to
Mr. McCaskill for his generous gift.

Kathie Gibbs reported the Friends luncheon will be Monday, March 4 at the Paris Golf and
Country Club and the speaker will be syndicated columnist Reavis Wortham. Reservations
should be called in to Roslyn Sample as soon as possible. Ms. Lewis will send publicity
information to the newspaper.
Ms. Lewis discussed the outreach services vehicle which the Library has budgeted to
purchase this fiscal year. She said any input from Board members about large vans would
be much appreciated. She also noted that limited circulation will be done from the vehicle;
mainly children's materials.

FEBRUARY 21, 1996
MINUTES
The Paris Public Library Advisory Board met in regular session Wednesday, February 21,
1996, in the Library Gallery with Chairman Beth Shelton presiding and these members
present: Jackie Alsobrook, Virginia Gibbs, Rogene Patterson, Joe Rex, Keitt Wood, and
Secretary Frances Ellis. Friends President Kathie Gibbs and Library Director Beverly Lewis
attended. Toni Donnan and Jean Gibson were absent.
The January 24, 1996, Minutes were approved as distributed.
Ms. Lewis gave the Budget Report and noted the Library was in good financial shape
having expended 27.62% of the allocation in this fiscal year to date.
Ms. Lewis presented the Statistical Report and advised that again the Library's circulation
had increased for the previous month. The January 1996 total was 19,701 items checked
out which was 2,400 more than last year - a 12.2% increase. There was another increase in
new library cards issued: 384 in February compared to 263 in January.
The additions to the collection totaled 1,218 in February and included children's books and
videos and adult materials in every format.
The Board expressed sincere gratitude to Frances Ellis on behalf of the Library, its staff,
Board, and patrons for her many years of outstanding support and service to the Paris
Public Library and gave her a handsome recognition plaque.
Ms. Lewis advised the inventory cross check continues as scheduled.
Carson and Barnes Circus gave the Library 50 free circus tickets to give to children who
participate in the Circus Reading Challenge. A child can read a book, tell a librarian about
it and put his /her name in the clown's treasure chest. Each Saturday before the March 16
circus performances, a special children's program with stories, crafts, and puppet shows will
be held and names drawn afterwards for those tickets.
Tax assistance is again being provided on Wednesday afternoons in the Gallery from noon
until 4 PM by qualified representatives of the AARP Tax Assistance Program.

Ms. Lewis said the City of Paris Fleet Manager is preparing the official specifications for the
Outreach Services Vehicle and it will be advertised for bid submittal by mid- March.
Kathie Gibbs said the March 4 luncheon is nearly a sell out and that students from a North
Lamar English class will also attend to hear the speaker Reavis Wortham.
Ms. Lewis advised the Library has a partnership with the Women's Health Resource Center
of McCuistion Regional Medical Center and will present a series of four programs on
Wednesdays in March and April about "Women's Words - Women's Issues ". Each will
include a book review and the presenters are Jualann Boatner, Rose Wehrman, Sandy Keith
and Beverly Lewis.

MARCH 20, 1996
MINUTES
The Paris Public Library Advisory Board met Wednesday, March 20, 1996, at 4 PM in the
Library Gallery with Chairman Beth Shelton presiding and these members present: Jackie
Alsobrook, Jean Gibson, Rogene Patterson, Joe Rex, Keitt Wood and Frances Ellis,
Secretary. Friends President, Kathie Gibbs, and Library Director Beverly Lewis, also
attended. Absent were Toni Donnan and Virginia Gibbs.
The February 21, 1996, Minutes were unanimously approved as distributed.
Ms. Lewis presented the Budget Report and advised the Department was in good financial
shape for this time of the fiscal year. She noted the Finance Department had made an error
in posting an invoice that belonged to another Department to the Library's Account-,
however, it will be changed by next month's fiscal report.
The statistics for last month are excellent because the Library had a February increase of
28% above that month last year. In February, 21,305 items checked out. And the
circulation fiscal year to date has increased by 23.9% over last year with 99, 735 items
circulated. The breakdowns indicated the greatest increases occurred in juvenile fiction,
videos, and audio books.
Ms. Lewis said bids were let for the Outreach Services Vehicle and will be opened March
26. The recommended bidder will be presented to City Council April 8.
Sketches for Billy the Book were received and colors were selected for his eyes, face, and
clothes. Ms. Lewis requested the Finance Director to send $2,500 per the agreement to pay
for half Billy's cost now; the remainder upon delivery. It is still anticipated Billy will be
here in time for Celebrate America.
The Carson and Barnes circus reading promotion was very popular and fifty children
received free circus tickets because they read a book and told a librarian about it. Also, the
three circus programs were well attended by more than one - hundred children who enjoyed
the stories, songs, games, and puppet shows.

Ms. Lewis advised the collaboration between the Library and McCuistion Women's Health
Resource Center for the series of lectures "Women's Words - Women's Issues" has already
been successful with the first one today sold out and nearly all the reservations for next
week's program received. She said she will give the last lecture with a review and
discussion of Gail Sheehy's book, New Passages.
The Celebrate America committee requested the Friends of the Library to staff the two
drink concession stands during the three -day celebration, in return for 25% of the profit.
The Friends agreed to staff them on Saturday, July 6 and will ask for volunteers to help.
Kathie Gibbs reported the spring luncheon featuring columnist Reavis Worthan was a
success and that the students from the North Lamar creative wiring class especially enjoyed
the event.
The Board voted unanimously, upon motion by Jackie Alsobrook, second by Keitt Wood,
to amend the Gallery Policy by adding this sentence to the end of the first paragraph:
"Gallery use is limited to the hours of Library operations, except for an official Library
function."

MINUTES
The Paris Public Library Advisory Board met in regular session Wednesday, April 17,
1996, in the Texas History Room at 4 PM with Vice President Joe Rex and President Beth
Shelton presiding and these members present: Toni Donnan, Jean Gibson, Virginia Gibbs,
Rogene Patterso, Keitt Wood and Frances Ellis, Secretary. Beverly Lewis, Library
Director was present. Absent were Jackie Alsobrook and Kathie Gibbs, Friends President.
The March 20, 1996 Minutes were approved as distributed.
The Budget Report was distributed and Ms. Lewis advised that for the first six months of
this fiscal year, spending was on target.
The Statistical Report indicated that the circulation in March this year was fifty percent
higher than the same month last year. Ms. Lewis noted that last year the Library was closed
several days for automation installation and training. However, she said the overall year to
date circulation is 28% higher than last year with 122,223 items checked out.
Ms. Lewis advised 1,060 items were added to the collection in March and a total of 5,836
have been added in the first six months of this fiscal year.
The bid for the Outreach Services Vehicle was withdrawn by the dealer who decided it
could not be provided on time. Therefore, the bids will be let again, to be opened May 7
and to be brought to City Council May 13.
No recent word about Billy the Book except that the first payment was made and work
continues on the design phase. It is still expected Billy will be delivered before the July 6
Celebrate American parade.
The "Women's Words - Women's Issues" series of luncheon lectures were very successful
with 150 plus attendees. Requests for a fall series have already been received.
Ms. Lewis advised that in collaboration with Even Start, the Lamar County Coalition of
Education, Business and Industry, and the county school districts, the Library is planning a
project about summertime family literacy outreach services. To begin in June, 1997, it
would involve storytimes, circulating books and, hopefully, the use of the Accelerated
Reader Program.

Ms. Lewis said she and Children's Librarian Emily Kirkman attended the Public Library
Association Annual Conference recently. They felt the workshops were very helpful and
brought back many ideas about programming, outreach service, and automation. They also
purchased several discounted books and collected many free posters.

The Paris Public Library Advisory Board met in regular
session Wednesday, May 15, 1996, in the Gallery at 4 PM with
Chairman Beth Shelton presiding and these members present:
Toni Donnan, Rogene Patterson, and Keitt Wood. Beverly
Lewis, Library Director was present; and Kathie Gibbs,
Friends President was present. Absent were Jackie Alsobrook,
Frances Ellis, Jean Gibson, Virginia Gibbs, and Joe Rex.
The April 17, 1996 Minutes were approved as distributed.
The Budget Report was distributed and Ms. Lewis advised that
seven months through this fiscal year, spending was on target
with 54.15% expended.
The Statistical Report indicated that the circulation in
April this year was 35% higher than the same month last year
with 21,202 items circulated. She said the overall year to
date circulation is 29% higher than last year with 143,425
items checked out.
Ms. Lewis advised 1,111 items were added to the collection in
April and included a large group (451) of much needed large
print titles.
The bid for the Outreach Services Vehicle was approved by
City Council in the amount of $25,696.18 to Kennedy Ford,
Paris, TX. Upon delivery, an alarm system, wheelchair ramp,
and the City of Paris and Library signs will be added. The
vehicle will also be designated as a "Think Child Safety"
Mobile Safety Vehicle, will be equipped with a mobile phone,
and the drivers will have first aid training.
No recent word about Billy the Book. It is still expected
Billy will be delivered before the July 6 Celebrate American
parade.
Ms. Lewis advised that in cooperation with Chisum Elementary,
the Library will provide a summertime Accelerated Reader
Program to Chisum students. The ARP computer from Chisum
will be housed in the Library and students will be able to
take the tests during Library open hours. This innovative
project should prove beneficial to students who will be able
to continue their ARP progress in June and July; to parents
who will be able to bring their children to the Library at
more convenient times; and to Chisum ISD taxpayers because
the school library will not have to be open during those two
months.

Chairman Shelton advised that she and Frances Ellis had
agreed to serve another term on the Advisory Board. Jean
Gibson declined to serve again. A letter will be sent to the
City Manager advising the Board's recommendation for a
citizen to fill the vacant seat.
Children's Librarian Emily Kirkman gave a report about the
upcoming Summer Reading Club. It will have an Olympics
theme, the slogan is "Read a Winner, Be a Winner" and plans
include daily literature based activities.
Friends President Kathie Gibbs advised the search is underway
for an entertaining speaker for the fall luncheon.

MINUTES
The Paris Public Library Advisory Board met in regular
session Wednesday, June 19, 1996, in the Gallery at 4 PM
with Chairman Beth Shelton presiding and these members
present: Jackie Alsobrook, Toni Donnan, Virginia Gibbs,
Rogene Patterson, Joe Rex, and Keitt Wood; and Frances Ellis,
Secretary. Beverly Lewis, Library Director was present; and
Kathie Gibbs, Friends President was present. Absent was Jean
Gibson.
The May 15, 1996 Minutes were approved as distributed.
The Budget Report was not available from the City Finance
Department.
The Statistical Report indicated that the May circulation
this year was 12 higher than the same month last year with
21,361 items circulated. She said the overall year to date
circulation is 26% higher than last year because 164,786
items have been checked out.
Ms. Lewis advised 977 items were added to the collection in
May and that number included 310 new juvenile titles to meet
summer vacation reading requests.
The Outreach Services Vehicle was delivered last week;
however, the roof liner was not installed so the van was
returned for that to be done. Upon redelivery, the Library
signs and City vehicle numbers will be affixed.
Ms. Lewis inquired about the delivery date for "Billy the
Book" and expects to be advised of that date soon.
Children's Librarian Emily Kirkman's report noted 792 have
attended the daily Summer Reading Club activities since June
1. The opening Olympic Games program included 77 kids and 42
adults and was a great success even though it had to be held
inside because of wet ground.
Ms. Lewis advised that the Chisum Elementary School computer
was installed and to date thirteen students have taken the
Accelerated Reader Program tests. The Paris News ran a
favorable article about this new partnership service.
Friends President Kathie Gibbs advised the Friends will staff
two drink booths at the Celebrate America Celebration
Saturday, July 6, and she is recruiting volunteers. She also
advised Rosemary Rumbly will be the entertaining speaker for
the October 7 luncheon.

The following members were selected as the slate of officers
for the next year: Beth Shelton, Chairman; Joe Rex, Vice
Chairman; and Frances Ellis, Secretary. The election will be
held at the July meeting.
Ms. Lewis advised there are three Job Training Partnership
Act students working at the Library this summer. Two are in
tenth grade; one is a senior. The Library also has one
summertime clerk sponsored by the Alabama Coushatta JTPA
Agency.
Ms. Lewis said the Lura Cawthon Preschool Association again
gave a generous contribution to the Children's Department.

The Paris Public Library Advisory Board met in regular
session Wednesday, July 17, 1996, in the Gallery at 4:10 PM
with Chairman Beth Shelton presiding and these members
present: Toni Donnan, Virginia Gibbs, Ralph Rodgers, Joe
Rex, Keitt Wood; and Frances Ellis, Secretary. Beverly
Lewis, Library Director was present; and Kathie Gibbs,
Friends President was present. Absent were Jackie Alsobrook
and Rogene Patterson.
The June 19, 1996 Minutes were approved as distributed.
The Budget Reports were distributed and Ms. Lewis noted
expenditures were in line for this time of the fiscal year.
The Statistical Report indicated the June circulation this
year was 11.6% higher than the same month last year with
25,187 items circulated. She said the overall year to date
circulation is 24% higher than last year because 189,973
items have been checked out.
Ms. Lewis advised 476 new patrons cards were issued; many of
them to children who participated in the Summer Reading Club.
Upon motion by Keitt Wood, second by Toni Donnan, the Board
voted and unanimously elected the following officers: Beth
Shelton, Chair; Joe Rex, Vice Chair; and Frances Ellis,
Secretary.
It was also unanimously decided, upon motion by Toni Donnan,
second by Ralph Rodgers, the NETLS Lay Representative would
be Keitt Wood and Jackie Alsobrook would be the alternate.
Ms. Lewis said the Outreach Services Vehicle is here and
looks very impressive. It will have the Library and City
logos put on soon.
Reporting for Children's Librarian, Emily Kirkman, Ms. Lewis
said the Summer Reading Club activities were very popular and
to date in July 350 children had attended. In addition, 94
adults had participated with their children.
Ms. Lewis advised there had been some delays in painting
"Billy the Book" but that it would be here when the company
was satisfied with it.

Friends President Kathie Gibbs advised the Friends staffed
the two drink booths at the Celebrate America Celebration
Saturday, July 6, and they were sporadically busy. She also
advised that Rose Mary Rumbley's October 7 program will be
about libraries.
Ms. Lewis advised the Library won the prestigious First
Lady's Family Literacy Initiative for Texas grant in the
amount of $14,000. She accepted the award and money in
Austin at a luncheon where Laura Bush and Governor Bush were
hosts. The project will take place next summer and more
information will be forthcoming.

MINUTES
The Paris Public Library Advisory Board met in regular session
Wednesday, August 21, 1996, in the Gallery at 4:00 PM with
Chairman Beth Shelton presiding and these members present:
Jackie Alsobrook, Virginia Gibbs, Rogene Patterson, Joe Rex,
Keitt Wood; and Frances Ellis, Secretary. Beverly Lewis, Library
Director was present; and Kathie Gibbs, Friends President was
present. Absent were Toni Donnan and Ralph Rodgers.
The July 17, 1996 Minutes were approved as distributed.
The Budget Report was distributed and Ms. Lewis noted
expenditures were in line for this time of the fiscal year. She
also advised that the 1996 -1997 Budget Request had been discussed
with the City Manager. No new personnel requests were left in
the Budget and there might have to be more cuts made. $5,000 was
cut from the Budget which had been allocated to purchase a video
diagnostics machine. After discussion, Ms. Lewis agreed to bring
a report on the Money Market Account to the Board so a decision
could be made about purchasing this needed item.
The Statistical Report indicated the July circulation this year
was 21.8% higher than the same month last year with 26,107 items
circulated. She said the overall year to date circulation is
24.1% higher than last year because 1216,080 items have been
checked out.
Ms. Lewis advised 829 items have been added to the collection:
641 books, 89 audio books, and 99 videos.
Reporting for Children's Librarian, Emily Kirkman, Ms. Lewis said
the 1996 Summer Reading Club was more successful than in several
years with 1,748 total attendance. The number of kids who read,
told about the book, and won an instant prize increased
significantly: 380 this year compared to 280 last summer.
The Board reviewed the proposed By -Laws and made several minor
changes. The revised copy will be distributed with the August
Minutes and discussion about the By -Laws will take place at the
September meeting.

Ms. Lewis announced the Library would partner with the Women's
Health Resource Center of McCuistion Regional Medical Center for
a fall lecture series "Women's Words - Women's Issues ". Probable
topics are friendships, aging and alternative medicine.
Ms. Lewis distributed the Circulation Statistics Report which
provides a patron code breakdown of items circulated this fiscal
year through July 31. The city percentage is 53% and the county
is 470. Upon motion by Jackie Alsobrook, second by Keitt Wood,
the Board voted unanimously to send a statement of purpose with
the statistics to the City Manager with the wording: Since the
Paris Public Library receives no county funds, we recommend this
information be given careful consideration; and request
city /county cooperation in determining a fair share for the
county to contribute to the Library."
Kathie Gibbs announced the new Friends Vice - President is Kathryn
Browning.
Ms. Lewis advised she and Assistant Director, Priscilla McAnally,
will attend continuing education workshops about the Internet.

The Paris Public Library Advisory Board met in regular session
Wednesday, September 18, 1996, in the Texas History room at
4:00 PM with Chairman Beth Shelton presiding and these members
present: Jackie Alsobrook,Toni Donnan, Virginia Gibbs, Rogene
Patterson,Ralph Rodgers, Keitt Wood; and Frances Ellis,
Secretary. Beverly Lewis, Library Director was present. Absent
were Kathie Gibbs, Friends President and Joe Rex.
The August 21,1996 Minutes were approved as distributed.
Ms. Lewis distributed the Budget Report and she said expenditures
were in line for the fiscal year to date. She also advised that
the 1996 -1997 Budget Request was approved by the City Council.
The department total is $588,999 with $126,000 for materials.
The Statistical Report was distributed and discussed. The August
circulation this year was 4.9% higher than the same month last
year with 22,543 items circulated. Ms. Lewis noted the overall
year to date circulation is 22% higher than last year because
238,623 items have been checked out.
Ms. Lewis advised 799 items were added to the collection in
August. Reserve requests were up with 390 patrons using that
service. There were no children's programs in August because the
staff uses that time to prepare for the fall and winter programs.
In August the Library received 65 memorials and gifts and
registered 293 new patrons.
The Board discussed the proposed By -Laws and upon motion by
Jackie Alsobrook, second by Toni Donnan, they were amended as
distributed by a unanimous hand vote.
Ms. Lewis showed a picture of Billy the Book which she had
received from Robotronics, the company that is making the robot.
All agreed Billy should be an exciting addition to the Library.
Billy is scheduled to be shipped soon.

September 18, 1996
Ms. Lewis made the sad announcement that long time library
activist and friend of the Paris Public Library, Elizabeth Crabb,
had been killed in an automobile accident recently. She had
helped this Library many times during her tenure as Northeast
Texas Library System Coordinator and will be greatly missed.
Upon motion by Jackie Alsobrook, second by Keitt Wood, the Board
unanimously voted to send a Resolution of Sympathy to the family.
In addition, upon motion by Jackie Alsobrook, second by Keitt
Wood, the Board unanimously decided to send $200 to the Elizabeth
Crabb Memorial Fund at the Texas Library Association.
Ms. Lewis advised she and Keitt Wood will attend the quarterly
NETLS System meeting September 25 in Garland.
For Kathie Gibbs, Ms. Lewis reminded everyone about the upcoming
Friends of the Library luncheon to be held October 7. Talented
Rose -Mary Rumbley will entertain with a humorous program about
libraries.
Ms. Lewis advised she attended the Gaylord Brothers 100th
Anniversary Celebration in Syracuse, NY, and the automation
workshops were very worthwhile. She also received training on
the Acquisitions Module so as to utilize it more efficiently.

MINUTES
The Paris Public Library Advisory Board met in regular session Wednesday, October 16,
1996, in the Texas History Room at 4 PM with Chairman Beth Shelton presiding and these
members present: Vice Chair Joe Rex, Toni Donnan, Virginia Gibbs, Rogene Patterson,
and Keitt Wood. Absent were Jackie Alsobrook, Frances Ellis and Ralph Rodgers. Library
Director, Beverly Lewis, and Friends of the Library President, Kathie Gibbs, were present.
The September 18, 1996, Minutes were corrected to note adjournment was at 4:45 PM and
then the Minutes were approved.
The FY 1995 -1996 Budget Report was distributed and it showed the Library finished the
fiscal year under budget overall. Ms. Lewis noted that again it was possible to come close
to expending all of the materials funds in a timely manner and she was pleased with staff
efforts to do that.
The Statistical Report was distributed and indicated the September 96 circulation had
increased over the previous September by 10.7 %. The FY 95 -96 report indicated a total
circulation of 260,083 items which was a 21% increase over the previous year. Ms. Lewis
advised the increases were seen in every subject and format area of the collection and she
was again pleased by this indication of increased library use.
Ms. Lewis invited the Board to come and look at Billy the Book after the meeting. She said
staff training in how to operate the robot will take place soon. A grand introduction for
Billy will be held in conjunction with a special children's program later.
Information about the video diagnostics machine was presented and upon motion by Keitt
Wood, second by Rogene Patterson, the Board voted unanimously to purchase it.
The Resolution of Sympathy to be sent to Elizabeth Crabb's family and NETLS was
distributed and upon motion by Toni Donnan, second by Joe Rex, it was approved.
Children's Book Week will be celebrated November 19 - 23. First time activities will
include a "Sleepover" in the Library for which kids in grades 1 - 6 must be pre registered.
This even will begin at 7 PM Friday and conclude at 8 AM Saturday Adult chaperones will
be present during the event and the Friends of the Library will provide the refreshments.
Also new will be a "Readathon" where kids will read favorite books in the lobby. Kids must
pre register and they will read in half hour segments.

The Paris Public Library Advisory Board met in regular session Wednesday, November 20,
1996, in the Texas History Room at 4 PM with Chairman Beth Shelton presiding and these

The October 16, 1996, Minutes were approved as distributed.
The Budget Report was distributed and the following items were noted. In October
expenditures were in line for the first month of the new fiscal year. Ms. Lewis advised that
the line item for building and grounds maintenance could exceed the budgeted amount
because it was necessary to pave the front entrance this fall. The previously tiled sidewalk
was not safe because it became dangerously slick when wet so concrete was put down
instead.
The Statistical Report was distributed and indicated the October `96 circulation had
increased over the previous October by 13% with an additional 2,830 items being checked
out. The year to date circulation is 24,543. Ms. Lewis also noted that 775 items were
added to the collection in October.
This is Children's Book Week and programs so far have been well attended. There will be
the maximum 27 kids attending the "Sleepover" in the Library and nearly all the slots have
been filled for the "Readathon ", too. Ms. Lewis thanked the Friends of the Library for
sponsoring CBW activities.
Ms. Lewis advised the video diagnostics machine was ordered and the delivery time will be
approximately six weeks.
Ms. Lewis advised the "Women's Words - Women's Issues" Partnership with McCuistion
Women's Health Resource Center will be repeated in the spring of '97. The return to the
Library from the Spring and Fall '96 programs was $132.

The November 20, 1996, Minutes were approved as distributed.
The Budget Report was distributed and Ms. Lewis noted expenditures were in line for the
first two months of the fiscal year.
The Statistical Report was also distributed and Ms. Lewis noted the November `96
circulation had increased over the previous November by 19% with an additional 3,709
items being checked out. The year to date circulation is 47,856 which is a YTD increase of
16 %. Ms. Lewis also noted that 845 items were added to the collection in November.
Children's Book Week was a success with 116 kids and 77 adults participating in the six
reading related events.
Ms. Lewis advised when the overdue notices are generated the Library will hold an amnesty
period to enable patrons to bring in overdue books and videos fine free. She noted that
when the period is over, the list of non returned items will be reviewed for possible
replacement orders.
Ms. Lewis noted that effective January 2, 1997, patrons who print information from the CD
ROM reference computer resources will pay 15 cents per page. That is the same amount
charged per page for a copy made by using the Library's copy machine.
Beginning in January, patrons will be able to check out seven videos on each card. This will
enable more videos to be in circulation and allow for better display room on the video
shelves.

Ms. Lewis advised expenditures listed in the Budget Report were on target for the first three
months of the fiscal year.
Circulation to date is 12% ahead of last year with 65,860 items checked out in the first three
months of this fiscal year. December 1996 was also ahead of last year and 18,004 items circulated
which was a 3.5 % increase.
680 new books, videos, and audio books were added to the collection in December and the
collection total is about 75,215 titles. There are 11,418 registered patrons.
Ms. Lewis noted the Amnesty Period would begin February 14 and during the three week period
any overdue item could be returned free of any overdue charge.
The video diagnostics machine arrived and payment could be made. One staff person and one
volunteer will be trained to use it.
The "Whatever" promotion will be held in late spring with the slogan "Whatever Your Question
Is, Your Library Has The Answer." In- library displays and signs will feature the reference and
non - fiction collections in particular.
The Board expressed sincere sympathy to Beth Shelton on the death of her Father, Edward Bell.
Upon motion by Keitt Wood, second by Frances Ellis, it was unanimously decided to place a
book in the Library's collection in his memory.
The Board also expressed appreciation to Beth Shelton for hosting the December meeting in her
home.

The Budget Report was not available from the City Finance Office.
Circulation to date is 15.9% ahead of last year and 115,570 items have been checked out in the first five
months of this fiscal year. February was also ahead of last year because 24,494 items circulated, which
was a 15% increase.
1,379 new books, videos, and audio books were added to the collection in February.
Training continues with Billy the Book.
Ms. Lewis advised the Library will participate in many activities during National Library Week and Week
of the Young Child April 14 - 18. She distributed a flyer which noted daily storytimes at the Library and in
area stores, read aloud events at senior citizen centers, and the luncheon Monday, April 14 featuring The
First Lady of Texas, Laura Bush, as keynote speaker.
Ms. Lewis advised the Library will participate for the first time in Kids Safe Saturday, March 22 at the
Hunt Center on the PJC campus. The outreach services van will be on display and there will be a booth
inside, too, where staff will distribute "Reading Keeps Kids Safe" activity books.
A special event during National Library Week will be the Storytime Celebration Monday, April 14 at 1:30
PM at the Library. First Lady Mrs. Bush will read to children who have earned the privilege of attending
by being the top accelerated readers in their grades. The program will also include a puppet show, poetry,
and stories by the library staff.
Friends President Kathie Gibbs said 176 persons have paid to attend the spring benefit luncheon March 24
when Dallas entertainer Jane Willingham will present a musical book review about Cole Porter.

Ms. Lewis advised expenditures listed in the Budget Report were on target for the first four
months of FY 96 -97.
Circulation to date is 16.1% ahead of last year and 91,076 items have been checked out in the first
four months of this fiscal year. January was also ahead of last year because 25, 216 items
circulated which was a 28 % increase.
1,120 new books, videos, and audio books were added to the collection in January and more than
half of those titles were juvenile items.
Ms. Lewis noted the Amnesty Period is progress and to date there have been some returns but not
an overwhelming number.
Billy the Book has a new handler, RSVP volunteer Carroll Tiller
Keitt Wood reported the recent Northeast Texas Library System meeting was very informative.
She attended with Kathie Gibbs and Judy Vickers. She said the publicity tips distributed should
be helpful and it was mentioned the Texas Center for the Humanities was a good source for
speakers and displays.
Ms .Lewis reported Lamar County Days in Austin was very productive. About 55 attended and
met with area legislators and agency representatives. She said she carried her Paris Public Library
tote bag everywhere.
Ms. Lewis advised the Children's Department will again participate in the Art Fair which will be
Saturday, May 17, on the downtown plaza. We will have a booth in the Children's Corner and
give puppet shows and balloon animals. In addition, the Friends of the Library will sponsor the
"Books Come Alive" contest where children can dress up as their favorite book characters.

Ms. Lewis noted the celebration for National Library Week will be combined with the Lamar
County Reading Council celebration for Week of the Young Child. A Monday, April 14 luncheon

events are in the planning stages.

The March 19, 1997, Minutes were approved as distributed.
Ms. Lewis reported that expenditures for the first five months of the fiscal year were on target.
She advised that for the first half of the fiscal year the report distributed showed expenditures of
50.031 % which were also on target.
The statistical report was distributed and indicated the March 1997 increase over the same month
last year was 17 %. It also indicated the circulation for the first half of the year had increased
16% over the same period last year and 141,99980 items had checked out.
There was also an increase in reference assistance, reserve requests filled, memorials and gifts
received, and attendance at children's programs.
993 new books, videos, audio books and music cassettes were added to the collection in March.
Ms. Lewis advised the book robot is named "Billy Book ", instead of "Billy the Book ". He made
an impressive debut April 14 at the "Storytime Celebration" when he greeted the First Lady of
Texas Laura Bush and twenty -nine 1st, 2" and 3rd grade students from Lamar County who are the
top Accelerated Readers. Mrs. Bush read an award winning story and the program also included
a puppet show, poem, and classic story.
Ms. Lewis described the National Library Week activities noted on the flyer she distributed and
said to date all have been very successful. Over one - hundred participated in the Literacy Parade
Saturday, April 12 and nearly that many attended the special presentation by celebrated
children's author Bill Martin in the Library that afternoon. More than 500 guests attended the
luncheon Monday when Mrs. Bush gave a talk about family literacy. Lamar County schools are
scheduled to visit the Library every week through the end of the semester because the goal of the
Library and the Lamar County Reading Council is that every elementary school student in the
county will have a library card before summer vacation.

The third "Women's Words - Women's Issues" series was a success and attendees asked for
another one next year. At three of the programs; $97 was collected to purchase books relevant to
the topics presented.
The Library participated in Kids Safe Saturday last month at the Hunt Center. Ms. Lewis and
Children's Librarian Linda Orr staffed the booth and distributed more than 500 of the special
activity books which were designed by the staff and titled "Reading Keeps Kids Safe ".
Plans have been made for the Library to participate in the annual Paris Art Fair which will be
held Saturday, May 17 on the downtown square. Billy Book will make his first group public
appearance then.
Ms. Lewis introduced the new President of the Friends of the Library, Catharine Browning.
Upon motion by Virginia Gibbs, second by Jackie Alsobrook, the Board voted unanimously to
send a letter of appreciation to Kathie Gibbs for her outstanding service as Friends of the Library
President the past three years.
The Texas Library Association's annual Conference was held in Ft. Worth last week and was
attended by Ms. Lewis, Children's Librarian, Emily Kirkman, and Assistant Director, Priscilla
McAnnally. The two main themes were Children's services and the Internet and Mrs. Lewis
advised the programs were very informative.
Chairman Shelton advised the terms of Virginia Gibbs, Joe Rex, and Keitt Wood would conclude
in June and she will discuss the matter with each of them soon.

Ms. Lewis reported expenditures were on target for the first seven months of the fiscal year, as
noted in the Budget Report that was distributed.
She discussed the Statistical Report which was distributed and indicated 168,792 items have
been circulated which is a 17.6% increase year to date over the same period last year. April,
1997, was also busier by 26% than the same month last year and 25,367 items circulated.
There were 1,327 new books, videos, and audio books added to the collection in April. The
Library also received 38 memorials and honorariums. The collection includes 71,515 books;
2,878 audio books; and 5,641 videos.
The Library's unique book robot, Billy Book, made his public debut during National Library
Week when he greeted Library visitors each day. Children and adults were captivated by his
ability to talk, walk, play music, and wink his eyes; and he promoted reading and the library in an
exciting manner. The Paris News published a long article with a color photograph of Billy, too.
During NLW, and the remainder of April, more than 950 used children's books were donated to
the Library for the summer family literacy outreach project. More than 900 elementary school
kids visited the Library for programs and tours; and more than 350 new library cards were issued
during that same period.
The Library's participation during the Paris Art Fair was considered a great success. Billy Book
talked with people at the Library's booth and promoted reading and the Library. There were
four puppet shows that were attended by nearly 100 children; and the librarians gave out
hundreds of balloon animals.

The 1997 -1998 Budget Request is being prepared and Ms. Lewis advised the same personnel
changes as last year would be requested again.
Ms. Lewis distributed the 1997 Summer Reading Club flyer and advised the "Reading Raffle"
for food coupons would be just for readers this year. The preschoolers would be given
attendance prizes instead.
She also distributed the Family Literacy Outreach Services Project (FLOSP) handout which lists
the seven locations where the Mobile Library will present the family literacy programs during
June and July.
Catharine Browning reported the "Books Come Alive" contest at the Art Fair was a big success
and twelve kids in book character costumes participated. The prizes were books and every
participant received a puzzle donated by RSVP.
Chairman Beth Shelton sadly advised that Joe Rex has declined to serve another term on the
Board. Upon motion by Frances Ellis, second by Rogene Patterson, the Board unanimously
approved the following to be recommended to the City Council for appointment to the Board
beginning in July: Virginia Gibbs, Keitt Wood, and John Howison.
Ms. Lewis advised Chisum Elementary School would again have the Accelerated Reader
Program computer in the Library this summer so Chisum students could take the AR tests here.
This was a very popular service last year.

Keitt Wood advised the 06/16/97 NETLS meeting that she and Judy Vickers attended was very

Ms. Lewis reported expenditures were right in line with budget projections for the first nine
months of the fiscal year, as noted in the Budget Report that was distributed.
The Statistical Report was distributed and Ms. Lewis noted 221,035 items have been circulated
which is a 16.3% increase year to date over the same period last year. Also, June, 1997, was
busier by 5.8% than the same month last year and 26,666 items circulated.
There were 774 new books, videos, and audio books added to the collection in June. The
collection includes 72,613 books; 3,000 audio books; and 5,835 videos.
It was noted there are 13,886 registered library card holders.
Chairman Beth Shelton appointed Toni Donnan, Virginia Gibbs and Rogene Patterson to serve
on the nominating committee.
Ms. Lewis advised the Library won `Best Marching Entry" in the Celebrate America Parade. 55
kids participated and many walked ahead of our entry carrying the library banners, followed by
the Mobile Library which towed a colorfully decorated float on which rode Billy Book, kids, and
adults. Afterwards, everyone enjoyed pizza in the library.
The Summer Reading Club is in progress and there has been excellent attendance at the
activities offered each Tuesday, Wednesday, Thursday and Friday. In June, 770 kids and adults
participated. This summer, two JTPA students and three junior volunteers are helping with the

Ms. Lewis advised the Family Literacy Outreach Services Project (FLOSP) has been very

As of this date, 478 kids and 158 adults have attended and 80% of the kidis have completed

Catharine Browning reported the fall benefit luncheon would be Monday, October 13 at the Paris
Golf and Country Club and would feature Gloria Hocking's presentation of "The Dysfunctional
Wives of Henry VIII ". The spring program will be April 27, 1998, and Jane Elwood will present
"The Belle of Amhurst ".
Ms. Lewis advised the big screen TV, which was purchased by the Board and is frequently used

The Paris Public Library Advisory Board met in regular session Wednesday, August 20, 1997, at
4 PM in the Gallery with Beth Shelton, Chairman, presiding, and these members present: Jackie
Alsobrook, Toni Donnan, Virginia Gibbs, John Howison, Keitt Wood, and Secretary, Frances
Ellis. Catharine Browning, Friends President, and Beverly Lewis, Library Director, were

The July 16, 1997, Minutes were approved as distributed.
Ms. Lewis distributed the Budget Report and advised expenditures were on target to date. She
noted she had not yet had a discussion with the City Manager about the "97 -'98 Budget Request.
The Statistical Report was distributed. Ms. Lewis pointed out that July was busier by 5.6% that
last year and 27,563 items circulated. The year to date increase is 15% and 248,598 items have
been checked out.
In July, 711 items were added to the collection, including 86 new audio books.
Upon motion by Virginia Gibbs, second by Toni Donnan, the following new officers were
unanimously elected; Chairman, Keitt Wood; Vice Chairman, John Howison; and Secretary,
Frances Ellis.
Ms. Lewis reported the Summer Reading Club was very successful again. 903 kids in grades K
through 6 attended the programs in the Gallery and 212 adults accompanied them. There were
296 preschoolers who attended the storytime programs in the Children's Room and 164 adults
participated with them. 237 kids received raffle prizes as part of the "Read, Spin and Tell"
program.
The Family Literacy Outreach Services Project concluded August 1 and Ms. Lewis reported 800
kids and 260 adults participated and they represented approximately 61 families. 66% of the kids
participating completed their personal Reading Logs and Ms. Lewis advised this was a
benchmark of success for the entire project.
Children's programs will begin again the first week in September and will include storyimes on
Thursday and Friday mornings for 3, 4, and 5 year olds; and a book related program for kids in
grades K -6 on Thursday afternoons. In mid October, storytimes for babies and toddlers will
begin and pre- registration is required for those six -week programs.

Upon motion by Toni Donnan, second by Frances Ellis, the Board unanimously moved to
recommend Keitt Wood as the regular Lay Representative and Jackie Alsobrook as the Alternate
Representative to the Northeast Texas Library System for the term to end August 31, 1999. This
recommendation will be forwarded to the City Manager for action by the City Council at the
September meeting.
Catharine Browning reported the Friends membership mail out was in progress and all
arrangements have been finalized for the October 13 benefit luncheon. She advised the Friends
would be selling the Library canvas tote bags again and this time the design was in blue.
Ms. Lewis showed Board members Emily Culbertson's Bible which was the first item in the
Library's collection. She advised placing this historical book in the public area in a special
archival display case. After discussion, all agreed this should be done and Ms. Lewis will
research the matter and bring a recommendation to the Board next month.

The August 20, 1997, Minutes were approved as distributed.
Ms. Lewis distributed the Budget Report and advised expenditures were on target for the
eleven months of this fiscal year. She noted she had a positive discussion with the City
Manager, Michael Malone, about the `97 -'98 Budget Request and it would be presented to
City Council at an upcoming meeting.
The Statistical Report was distributed. Ms. Lewis pointed out that August was busier by
6.5% than last year and 24,014 items circulated. The year to date increase is 14.3% and
272,612 items have been checked out.
In August, 662 items were added to the collection, including 110 audio books and 234
adult non - fiction titles.
Children's programs resumed the first week in September and include storyimes on
Thursday and Friday mornings for 3, 4, and 5 year olds; and a book related program for
kids in grades K -6 on Thursday afternoons. To date, attendance has been high.
The Emily Culbertson Bible was discussed and Ms. Lewis reported that until it can be
placed in a permanent location, it resides in a fireproof chest. Apparently the Paris High
Shop class could build the pedestal as a class project and a local firm could supply the
"cube" in which the Bible would be placed. Ms. Lewis noted this project is "in progress."
Ms. Lewis advised there would be a partnership with St. Joseph's "Prime Time" Program
to sponsor a four -part series for senior citizens this fall at the Library titled "Memories ". It
would be facilitated by Virginia Jesse and include reading and writing exercises.
Ms. Lewis also explained a new partnership with Even Start. She will conduct weekly
literacy classes at the Library for the adult Even Start clients beginning later this fall. The
six -week program will include but not be limited to these subjects, history of public
libraries, history of the Paris Public Library, library resources, children's services, and
family literacy activities.

The Budget Reports for September, 1997, and for Fiscal Year 1996 -1997 were not yet available
from the City Finance Office.
The Statistical Report was distributed and it was noted there was an 11 % increase in circulation
for the month of September over the same month last year.
During the fiscal year just ended, there was a 14% increase in circulation over the last fiscal year
and 296,468 items were checked out. Ms. Lewis advised that it was the fourth consecutive year
there has been an increase in circulation. Also, during the last ten years, there has been an
increase every year but one and in six of those years the increase was over ten percent.
Last month, 256 new card holders were issued and 700 new titles were added to the collection.
The collection now includes 74,345 books; 3,224 audio books; and 5,960 videos.
122,940 persons used the library last year and 7,551 attended library programs.
Ms. Lewis advised the fall children's storytimes were under way and well attended to date,
including ten babies who are registered for that special program.
Plans are underway to build the platform for the display unit to hold the Culbertson Bible.
The Prime Time "Memories" Partnership included fourteen aspiring writers at the first of the
scheduled four sessions.
The Even Start literacy classes are underway with an average attendance of fifteen enthusiastic
students each week.
The Poetry for Children programs will be November 8 and 15 at 2 PM in the Gallery and feature
Paris Area Arts Alliance resident poet Charles Behlen. He will encourage the attendees to enjoy
reading and writing poetry.

Chairman Wood reported she attended the fall Northeast Texas Library System Meeting and it
was very informative as usual.
Ms. Lewis advised the Library will be closed to the public October 28 through November 1 so
inside wall and ceiling repairs can be made in the front of the building. During that week, the
staff will weed in the non - fiction and children's collections. She also advised that Kellog's
Chem -Dry Carpet Service has offered to clean the carpet once the repairs are completed.
The Friends of the Library report was given by Ms. Lewis who noted the fall benefit luncheon
was a great success with 212 attendees.
Ms. Lewis announced that next week Senior Outreach Coordinator, Cynthia Annis, will begin
taking collections of specifically selected books and audio books to six area nursing homes and
retirement centers on a three -week rotating basis. Four of those locations are new recipients of
this special service.
Ms. Lewis reported that Toni Donnan called to advise she will no longer be able to serve on the
Library Advisory Board due to additional career commitments. Chairman Wood asked each
Board member to consider the situation and, if possible, to bring a suggestion for a new Board
member to the November meeting.

Minutes
The Paris Public Library Advisory Board met in regular session at 4 PM in the Texas History
Room with chairman Keitt Wood presiding and these members present: Jackie Alsobrook,

Patterson and Beth Shelton.
The October 22, 1997, Minutes were approved as distributed.
The 1996 -1997 Fiscal Year Budget Report was distributed and Ms. Lewis advised the Library
ended the year in good shape and spent just slightly less than allocated. The October, 1997,
Report was not available from the City Finance Office.
The Statistical Report was distributed and Ms. Lewis mentioned the Library was closed five days
for interior repairs and therefore the circulation was 9% less in October this year. 22,332 items
circulated last month and 405 new titles were added to the collection.
Ms. Lewis gave a report about the following partnership activities. The Prime Time "Memories"
four -part series concluded and the average attendance was ten. The Even Start Family Literacy
classes finished and the average attendance at each of the six sessions was 14. The two -part
children's poetry series which was held in cooperation with the Paris Area Arts Alliance had an
average attendance of eleven.
The repairs are completed and the inside walls in the front of the building have been completely
repainted and replacement ceiling tiles are on order. The staff completed weeding in the genre
collections and also weeded in the non - fiction area.
The members discussed the Board vacancy which occurred because Toni Donnan recently
resigned. The Chairman and Jackie Alsobrook will review the Board's suggestions and canvas
the entire Board by phone so that a recommendation can be made to the City Manager in time to
be presented at the City Council's December meeting.
Children's Book Week is in progress and the Tuesday "Readathon" was a great success. The
puppet show this afternoon had a large audience and all reservations have been accepted for the
Friday "Sleepover ". Ms. Lewis advised that The Paris News did not publish the article about the
week -long activities.
The Christmas Parade will be December 6 and the Library will have the Mobile Library in it.
There will be a new holiday banner, too, which says "Deck the Halls with Books and Holly ".

Catharine Browning advised the FOL spring benefit luncheon April 27 will feature Jane Lister in
a program titled "The Belle of Amhurst ". The Friends received a sub -grant from the Paris Area
Arts Alliance to bring in this talented performer and area students will be invited to attend.
Ms. Lewis advised that the Senior Outreach Service Program serves seven nursing homes and
retirement centers with depository collections on a three -week rotating schedule. She proposed
creating a mini library at each site by using book trucks that would be allocated to the site as long
as library materials are being provided there. Upon motion by Jackie Alsobrook, second by John
Howison, it was unanimously approved to purchase seven book trucks at a total cost of
$1,011.21, which included free shipping, and the money to be taken from the Board's Money
Market Account.
Ms. Lewis presented information about the need for the in -house repair of books to avoid
replacing titles which just need spine reinforcements. After discussion about the merits of the
Gaylord Binding System, upon motion by Keitt Wood, second by Frances Ellis, it was
unanimously approved to purchase the System for $695 plus shipping and the money to be taken
from the Board's Money Market Account.
Chairman Wood invited the Board to her home for the Christmas meeting on Wednesday,
December 17. Members will meet at the Library at 3:30 PM and ride together in the Mobile
Library.

The Paris Public Library Advisory Board met Wednesday, December 17, 1997, at 4:15 PM in the

Beverly Lewis. Absent were A. W. Clem, Virginia Gibbs, Ralph Rodgers, Rogene Patterson;
and Friends President, Catharine Browning.
The November 19, 1997, Minutes were corrected to indicate the Friends were "looking into a
sub -grant from the Paris Area Arts Alliance "; and to add John Howison to the list of those who
served on the committee to find a replacement member for the Board.
Ms. Lewis advised the Budget Reports for October, 1997, and November, 1997, indicated
Library expenditures were on target.
The Statistical Report indicated a decrease in circulation of 5% in November from the same
month one year ago; although 22,094 items circulated. It was noted the Library was open one
day less this past year which accounted for part of the first monthly circulation decrease the
Library has experienced in nearly three years.
Ms. Lewis noted 520 items were added to the collection last month; and most were adult fiction
and non - fiction titles.
Board members welcomed A. W. Clem as a new member and indicated they are looking forward
to working with him in the future.
Ms. Lewis advised Children's Book Week activities were very successful and it was encouraging
to learn more kids were interested in the evening Read -a- Thons.
The Library participated in the City Christmas Parade with the Mobile Library and nine kids and
four staff members carrying banners. The colorful new holiday banner states "Deck the Halls
with Books and Holly" and it was hung in the lobby later.
Chairman Wood reported she and Assistant Library Director, Priscilla McAnally, attended the
recent NETLS meeting in Garland and that it was very informative. She noted there will be a
workshop about making presentations to funding agencies soon.
Ms. Lewis advised Kellogg Chem -Dry recently cleaned the all the carpet in the Library free of
charge and it looks great. The Board expressed thanks for the generous gift.

The Paris Public Library Advisory Board met in regular session Wednesday, January 21, 1998, in

Frances Ellis, Secretary. Beverly Lewis, Library Director, was also present. Absent was

The December 17, 1997, Minutes were approved as distributed.
The January Budget Report was unavailable from the City Finance Director.
The Statistical Report was distributed. There was an increase of 8.8% in circulation in December
over the same month last year and 19,593 books, videos, audio books and music cassettes were
checked out. In addition, reserve requests and interlibrary loan transactions increased last month.
789 new titles were added to the collection and the majority were children's books.
In December there were seven children's holiday program and 101 kids and 47 adults attended.
The Senior Outreach Service Coordinator made visits to three retirement homes and four nursing
homes in December and delivered 198 titles. Book carts were left at each of the locations to hold
the library materials.
The four Wednesday "Women's Words - Women's Issues" luncheons will begin February 4 and
there have already been reservations made for this Paris Public Library/McCuistion Women's
Health Resource Center partnership series.
Kids Safe Saturday will be March 21 and the Library will have a booth inside the Hunt Center
and the Mobile Library parked outside. The theme will again be "Reading Keeps Kids Safe" and
the Library will have a large banner with that slogan on it behind the booth. In addition, Library
staff will distribute bookmarks and activity booklets.
The February Board meeting was changed to the 25th because of the NETLS meeting on the 18th.
The Library will host a NETLS workshop about "Supervision" on February 3rd. The Board
agreed to provide refreshments and Keitt Wood, Jackie Alsobrook, Ralph Rodgers, Frances Ellis
and John Howison volunteered to help.

Catharine Browning had advised the Library Director that plans were well underway for the April
27 benefit luncheon.
Ms. Lewis recommended Board members look at the John Biggers painting which was recently
returned to the Library after having been on loan for two years to the Houston Museum of Fine
Arts. It will be hung in the video area again soon.

The Paris Public Library Advisory Board met in regular session Wednesday, February 25, 1998,
at 4 PM in the Gallery with Chairman Keitt Wood presiding and these members present: Virginia
Gibbs, John Howison, Rogene Patterson, Beth Shelton, and Frances Ellis, Secretary. Library
Director Beverly Lewis and Friends President Catharine Browning were present. Absent were
Jackie Alsobrook, A. W. Clem, and Ralph Rodgers.
The January 21, 1998 Minutes were corrected to note Beth Shelton's attendance at the meeting.
The City of Paris Finance Director W. E. Anderson presented the Board with information about
the Library's trust funds. The Memorial /Gift Account includes money received as memorial
contributions, honorariums, and gifts; and funds are authorized by the Library Director to
purchase library materials.
The J. A. Love Trust Account principal remains invested and only the interest can be spent as
recommended by the Board. This account has "liquid money" and has been used by the Finance
Director to pay invoices which had previously been paid from a Money Market account. At the
end of January, 1998, the balance was approximately $23,900 in a checking account and
approximately $19,400 in an investment account. The Board directed the Finance Director to
place the original principal amount in an investment fund and add to it so the total would be
$30,000. He said he would take care of that matter.
The J. P. Poteet Trust Account had an approximate balance of $22,500 at the end of January,
1998, and that money is expendable and may be used as the Board recommends. The
Wilbur/DeShong Trust Account is also expendable but may not be used for salaries or operating
expenses. At the end of January, 1998, this account balance was $48,000.
The Margaret Lively Account is part of the City's General Fund Account but separated for the
sole use of the Library and it was bequeathed primarily to purchase collection materials. At the
end of January, 1998, this account balance was approximately $5,500. The $5,000 Janice
Hooker Bequest was given to the "Library Building Fund" and thus the money was added to the
City's Bond Issue Library Building Fund. At the end of December, 1997, this account had a
balance of $17,900 which included the Hooker money and the Bond Issue money.
The Budget Report indicated the department was on target for the first quarter of FY `97 -'98.
The Statistical Report noted an increase in circulation of 2.9% in January this year over the same
month last year. In January, 1998, the were 25,950 items checked out. The year -to -date
circulation still lags behind last year by 1.2% because of the days closed in October.

The Children's Services Report indicated 290 kids and 81 adults attended the 14 programs in
January. The Senior Outreach Report showed 214 books, 28 videos, 36 audio books, and 24
periodicals were delivered to 8 locations last month.
Ms. Lewis advised the four "Women's Words - Women's Issues" luncheons were very
successful and participants indicated they would like the series to continue next fall.
Chairman Wood thanked Jackie Alsobrook, Frances Ellis, John Howison, and Ralph Rodgers for
being hosts at the recent NETLS workshop held in the Library Gallery. She also thanked
Catharine Browning and John Howison for attending the recent NETLS System Meeting in
Mineola. She reported on the meeting advising Board members how important it is to be
informed about public library issues. Upon motion by Frances Ellis, second by Beth Shelton,
the Board voted unanimously to pay for individual annual memberships in the Texas Library
Association for each Board member. The cost is $15 per membership.
Ms. Lewis advised plans have been made for a week -long celebration of National Library Week
and Week of the Young Child beginning either Friday, April 17 with a literacy luncheon or
Saturday, April 18 with a parade. There will be daily activities at all schools and at the Library to
focus on the importance of reading. Collection barrels for used children's books will again be
placed throughout the community.
Ms. Lewis discussed the Federal Education Rate Application the Library submitted to obtain
funds for discounted Internet installation and service. The Library's discount should be 70%
based on county demographics. Federal funds would pay for seventy percent of the project and
Library funds would be required to equal the total (100 %) amount of money needed. 'As part of
the Application, the Library implemented a Technology Plan which detailed present and future
technology applications and the Internet project information. A copy was distributed to Board
members. After discussion about the need for the Board to provide matching funds, upon motion
by John Howison, second by Rogene Paterson, it was unanimously approved by the Board to
contribute approximately $6,920 for this Internet technology project with the understanding that
the figure was an as- close -as- possible estimate at this date.
Catharine Browning said letters about the Friends spring benefit luncheon would be mailed soon.
Ms. Lewis advised there had been more response to the overdue "biller type" notices than the
previous overdue letters. She also advised Billy Book was en route via truck to Robotronics, Inc.
to be redesigned so as to fit through doorways more easily. She expressed appreciation to Don
Wilson and a Rogers Wade crew for crating the robot.

The Paris Public Library Advisory Board met in regular session Wednesday, March 18, 1998, at
4:05 PM in the Texas History Room with Chairman Keitt Wood presiding. The following
members were present: John Howison, Rogene Patterson, and Beth Shelton. Absent were Jackie
Alsobrook, Frances Ellis, Virginia Gibbs and Ralph Rodgers. Friends President Catharine
Browning and Library Director Beverly Lewis were present.
The February 25, 1998 Minutes were approved as distributed.
Ms. Lewis distributed the Budget Report and advised the Library was on target with expenditures
for the first five months of this fiscal year.
The Statistical Report was distributed and Ms. Lewis noted that there was a slight decrease of
344 items in circulation in February this year over the same month last year and 24, 150 items
were checked out. The year to date circulation is 114,119 which reflects a minus 1.25% in
circulation over the same period last year. The decreases were mainly in adult books and
juvenile videos and amounted to 18 items per open day.
1,057 new items were added to the collection in February and nearly half of them were juvenile
titles. The Library collection now includes 77,6012 books; 3,424 audio books; and 6,466 videos.
203 patrons received new library cards in February and there are 15,647 registered borrowers.
In February there were 22 children's programs which 266 kids and 128 adults attended. The
Senior Outreach program served 8 senior centers, 1 museum and 1 homebound patron and total
circulation was 459 items.
National Library Week will be celebrated simultaneously with Week of the Young Child this
year beginning with a Parade Saturday, March 18. Afterwards, participants will come to the
Library for refreshments sponsored by Friends of the Library and a storytime which will include
two puppet shows. Throughout the following week, there will be daily book related themes and
several classes from three elementary schools will visit the Library for special programs. The
Library will be festively decorated and there will be exhibits and carts of new materials
throughout.
Ms. Lewis advised the Library is applying for the Federally sponsored telecommunications
discount, referred to as the "B- Rate ", which could mean savings as high as 70% for Internet
connections and service. This application is in progress and will take several months to
complete.

Chairman Wood regretfully advised that A. W. Clem III recently submitted his letter of
resignation from the Board. (Copy attached.) The Board discussed possible recommendations
for someone to fill this vacancy and Chairman Wood noted all Board members would be
canvassed by telephone for their suggestions and then for their approval of a person to
recommend to the City Council.
Catharine Browning advised the Friends April 27 benefit luncheon was nearly sold out. She also
noted there would be a special sale of the library tote bags that day for $10 each which would be
a $5 savings per bag.
Ms. Lewis reported she and Children's Librarian Emily Kirkman attended the Public Library
Association Conference recently and were very impressed by the variety of informative
programs. They brought back many ideas for future programs and services; plus lots of colorful
posters for the Children's Room.
Ms. Lewis said the City Finance Director advised Board members were covered by the same

The Paris Public Library Advisory Board met in regular session Wednesday, April 22, 1998, in
the Gallery at 4 PM with Chairman Keitt Wood presiding. Members present were Jackie
Alsobrook, Virginia Gibbs, John Howison, Rogene Patterson, Ralph Rodgers, Beth Shelton, and
Frances Ellis, Secretary. Absent were Curtis Fendley and Friends President Catharine Browning.
Library Director Beverly Lewis was present.
New Board member Curtis Fendley was welcomed although he was unable to attend this
meeting.
The March 18, 1998, Minutes were corrected to note National Library Week would begin April
18 and then approved as distributed.
The Budget Report was distributed and Ms. Lewis reported that for the first half of the Fiscal
Year, the Library's expenditures were in line with projections.
The Statistical Report was distributed and it was noted there was a 6/10% decrease in circulation
in March '98 from March '97 although 26,246 items circulated. Circulation for the first six
months is a decrease of 1.1% from last year at the same time although 140,365 items have been
checked out to date.
The Board discussed inviting City Council members to the Library for a tour and luncheon.
Chairman Wood, Rogene Patterson and Jackie Alsobrook will serve on the arrangements
committee.
The Children's Department held 15 programs last month that were attended by 175 kids and 99
adults. 60 kids told about a book they had read and received free Circus tickets. Beverly Lewis
and Linda Orr attended Kids Safe Saturday and distributed 550 activity booklets which featured
the theme "Reading Keeps Kids Safe ".
Materials were delivered to 9 senior locations and 1 homebound patron last month for a total of
293 books, 42 videos, 76 audio books and 46 periodicals. Beginning next week, the senior
locations will keep the videos for three weeks.

Ms. Lewis advised Board members to look at the large, colorful banner outside which states
"Celebrate National Library Week ". The Library is decorated inside and trucks of new materials
are placed throughout the building. The Library was featured in the special section of The Paris
News and both Ms. Lewis' regular column about the Library and a special editorial about early
childhood literacy were included.
Ms. Lewis noted the application for the discounted telecommunications rate (E -Rate) is still in
progress and bids have been accepted to complete the work before July 1.
Ms. Lewis provided information about the Internet which should be available to the public
sometime later this summer. She noted most libraries provide the Internet without filters and
also provide patrons with information about recommended homework and reference sites.
John Howison announced that on August 8 there will be a Funeral Parade to honor Sam Bell
Maxey and he will provide details later.
The Friends April 27 benefit luncheon was reported sold out and there is a waiting list.
Ms. Lewis advised the Family Literacy Outreach Summer Project will continue this summer.
The Mobile Library will go to Aaron Parker Elementary School in Powderly instead of to the
Chicota Community Center and the Deport Elementary School has been added. Other sites
include Brookston Baptist Church, Roxton Elementary School and the Blossom Museum. The
programs for Even Start will be held at the Library this year. The Project begins Monday, June 8
and concludes Friday, July 31.

The Paris Public Library Advisory Board met in regular session Wednesday, May 20, 1998,
at 4 PM in the Gallery with Chairman Keitt Wood presiding and these members present: Jackie
Alsobrook, Curtis Fendley, John Howison, Rogene Patterson, Beth Shelton, and Frances Ellis,
Secretary. Absent were Virginia Gibbs and Ralph Rodgers. Catharine Browning, Friends
President, and Beverly Lewis, Library Director, were present.
The April 22, 1998, Minutes were approved as distributed.
The Budget Report was distributed and reviewed and it was noted expenditures were in line for
this time of the fiscal year.
The Statistical Report was distributed and it was noted the April circulation of 23,721 items was
a 11.5% decrease over the same month of last year; however, the Library was open more days
last year that month and the increase in '97 was greatly ahead of the previous years. Year to date,
164,086 items have circulated.
The Children's Services Report indicated the librarians had staffed a booth for the Lamar County
Head Start Celebration and handed out over 1,000 stickers and Summer Reading Club flyers. In
April, there were 28 programs and tours which 831 kids and 187 adults attended.
The Senior Outreach Service delivered materials to 9 senior group locations and three
homebound patrons. 347 books, 54 videos, 112 audio books, and 40 magazines circulated via
this special Service. Pshigoda Senior Center and Cherry Street Annex have been added to the
Library's delivery circuit, and upon motion by Jackie Alsobrook, second by Beth Shelton, it was
unanimously decided to purchase two book trucks for the Library's collections at these two sites.
The 1998 Art Fair was an overall success for the Library as far as the children were concerned
and hundreds of flyers about the summer reading programs were distributed. In addition,
children and adults enjoyed the puppet shows held on the Library's front steps. However, many
Library patrons were unable to get to the parking lot because Main Street was blocked off. The
Library Director requested the YWCA Director to be involved in the planning of the 1999 event
should the location again be Bywaters Park.

Ms. Lewis reported the application for the telecommunications discount (E -Rate) is still in
progress. The NETLS Automation Consultant advised many other libraries are also
experiencing long delays in response from the SLC (the agency established to facilitate the
application process). Ms. Lewis requested the Board to assume payment for the work done by
the local contractor, as detailed in the Technology Plan, should that work be completed and the
Application still incomplete. The Board voted in the majority, with two abstentions, upon
motion by Chairman Wood, second by John Howison, to pay Professional Business Systems in a
timely manner.
The Board discussed the June 18 luncheon to honor City Council members. It will be catered by
Texas Belle and the time will be 11:30 AM to 1 PM. A brief program and Library tour will
follow the meal.
Ms. Lewis distributed the Internet Guidelines and the accompanying Internet Access Agreement
and Internet Access Agreement for Child. These were discussed in depth and upon motion by
Jackie Alsobrook, second by John Howison, were unanimously approved.
The Summer Reading Club programs will begin June 2 and the theme will be a "Reading Safari
to Africa and India" with hour -long activities each Tuesday, Wednesday, Thursday, and Friday
afternoon in June and July. Readers will meet in the Gallery and preschoolers will meet in the
Story Corner.
The Mobile Library Summer Reading Service will begin June 8 and the Mobile Library will
present reading programs to kids of all ages at seven locations: Brookston, Roxton, Powderly,
Blossom, Deport, Even Start, and Nicholson House. The theme is "Reading is FUNdamental ".
Catharine Browning reported the Friends spring benefit luncheon was a big success and cleared
approximately $1,600 for the Children's Room.

4 PM in the Texas History Room with Chairman Keitt Wood presiding and these members

Frances Ellis, Secretary. Absent were John Howison, Ralph Rodgers, and Friends President
Catharine Browning.
The May 20, 1998 Minutes were approved after clarifying the sentence about the Library
Director's request for participation in 1999 Art Fair planning.
The May, 1998 Budget Report was presented and Ms. Lewis noted expenditures were in line for
this month of the fiscal year.
Ms. Lewis presented the Statistical Report which indicated year -to -date circulation is 186,863
and the 3.9% decrease from the previous year was in every category except audio books. She
advised the increased circulation over the past five years may have peaked.
The Summer Reading Club has enjoyed excellent attendance to date. Last week, NLISD drama
teacher Dean Earls was here on a work/study assignment and assisted with the programs and
puppet shows.
The Senior Outreach program served ten sites in May and circulated 386 books, 66 videos, 90
audio books, and 65 magazines. Service to Lamar County Jail will begin later this month.
The Mobile Library visits seven locations and provides reading programs for kids of all ages.
The first week's attendance was excellent and it is hoped that trend will continue through the rest
of June and July.
To date there has been no response to the application for the Telecommunications Discount and
information received from the Northeast Texas Library System indicated the Federal program
may not be adequately funded after all.
Discussion about the upcoming luncheon to honor City Council members indicated all would
attend but John Howison who would be out of town. Jackie Alsobrook will give opening
remarks, Keitt Wood will talk about recent Library progress, and Beverly Lewis will take guests
on a Library tour.

Ms. Lewis advised there had been a technical difficulty with the network Internet connection but
it was resolved and the computers are ready for set up. She reported that at the June 15 City
Council meeting she responded to questions about the Internet from Mayor Pro Tem Jerry
Thomas and Alan Boyd.
Chairman Wood advised the NETLS quarterly meeting would be held June 22 in Dallas and
encouraged all Board members to attend.
Ms. Lewis reported for Catharine Browning the Friends fall benefit luncheon was tentatively
scheduled for October 12.

The Paris Public Library Advisory Board met in regular session Wednesday, July 15, 1998 at
4 PM in the Texas History Room with Chairman Keitt Wood presiding and these members

Browning, Friends President, and Beverly Lewis, Library Director. Absent were Frances Ellis,
Curtis Fendley, Ralph Rodgers and Beth Shelton.
The June 17, 1998, Minutes were approved as distributed.
Ms. Lewis distributed the Financial Report and noted Library expenditures were in line for this
time of the fiscal year.
The Statistical Report was distributed and Ms. Lewis noted an overall decrease of 3.9% in
circulation from last year at the same time. She advised it may be difficult to top last year's
circulation record because it was such a large increase over previous years. She also noted there
has been an definite increased use of electronic resources which could account for a slight
decrease in the circulation of adult non - fiction books.
The Summer Reading Club programs based on African and Indian literature are very informative
as well as entertaining and the kids participating are enjoying themselves. Many are reading
books and telling about the stories so as to win food coupons from Club sponsors. There were 16
programs for readers and 16 programs for preschoolers in June and 667 kids attended. There are
two JTPA paid assistants this year and six junior volunteers. Ruby Summers manages the
preschool programs and she is paid by the Friends of the Library.
The Senior Outreach Service will be called Outreach Service from now on because it provides
materials to a variety of locations not just senior centers. In June, twelve locations and three
homebound patrons received 561 books, 82 videos, 67 audio books and 55 magazines.
The Mobile Library Summer Reading Service provided 21 programs last month at seven
locations and 647 kids and 244 adults attended.
Ms. Lewis advised Congress is still holding up the E -Rate procedure and all applications for
funding are in limbo.
After discussion, upon motion by Jackie Alsobrook, second by Virginia Gibbs, the Board voted
unanimously to amend the Internet Guidelines and the corresponding "Internet Access
Agreement" to state that children "under eighteen years of age" must have permission from a
parent or legal guardian to access the Internet.

Ms. Lewis reported the Library won "Best of Parade" in the July 4tn Celebrate America parade
and said forty kids and fifteen adults either rode on the float and/or helped with pre and post
parade activities. She thanked the Friends of the Library for sponsoring the post parade pizza
parry which the kids really enjoyed.
Chairman Wood advised the luncheon honoring City Council members was a great success and
thanked all the Board members who participated. The Mayor, City Manager, and four council
persons attended and took a tour of the Library afterwards.
Library Director Beverly Lewis was honored with the Library Director of the Year Award at the
recent Northeast Texas Library System meeting. Chairman Wood, Director Lewis, and Catharine
Browning attended the meeting in Dallas.
The fall Friends of the Library benefit luncheon will be Monday, October 12. Catharine
Browning announced the program "High Tea and Old Lace" would be presented by Marcia
Thomas of the Living Room Theater in Jefferson, TX.
After discussion, it was agreed Board members would attend the regular meetings of the Paris
City Council on a volunteer, rotating basis.

The Paris Public Library Advisory Board met in regular session Wednesday, August 19, 1998, at

Secretary. Absent were Virginia Gibbs and Ralph Rodgers. Beverly Lewis, Library Director,

The July 15, 1998, Minutes were corrected to note Beth Shelton attended the June NETLS
meeting and also that the Library Director Award received by Ms. Lewis included a one year
audio book subscription for the Library valued at $2,400.
Ms. Lewis distributed the Budget Report and advised expenditures were on target for the first ten
months of the fiscal year.
The Statistical Report was distributed and Ms. Lewis noted the circulation in July increased 8.7%
with 29,971 items checked out. The year -to -date circulation is still behind that of last year by
2.4% with 242,655 items checked out. 753 new items were added to the collection in July. The
collection now includes 80,678 books; 3,848 audio books; and 7,233 videos.
The Summer Reading Club was a success last month with 15 programs held in the Gallery for
188 readers and 15 programs held in the Children's Room for 187 preschoolers. In addition, 198
kids received food coupons for telling about books they had read.
The Mobile Library Summer Reading Program staff held 31 programs at seven sites in July with
an attendance of 663 kids and 258 adults. Ms. Lewis noted this second year of the Family
Literacy Grant project was an overwhelming success. In 1997 there were 55 programs with 800
kids attending. In 1998 there were also 55 programs and 1,320 kids attended which is a 65%
increase.
The Outreach Services Report was presented and Ms. Lewis noted staff delivered materials to
twelve locations and several homebound patrons. In July, 521 books; 69 audio books; 88 videos;
and 75 magazines were circulated via this service. She said outreach library services should
expand in order to meet the changing demographics and needs of area citizens.
Ms. Lewis advised the E -Rate application process is stalled and funding uncertain because of
complications in Congress regarding this legislation. She thanked the Board for its commitment
to electronic reference by paying for the Internet connections.

The Internet computers are ready for patrons to use and Ms. Lewis gave several Board members
a tour of the electronic reference area after the meeting.
After discussion, the Board decided to research the issue of the age when parental permission for
a library card is not required. Jackie Alsobrook and Rogene Patterson agreed to serve on a
committee with Ms. Lewis to look into the matter.
The Board discussed the matter of terms and the By -Laws and Chairman Wood asked Beth
Shelton and John Howison to serve on a committee to research the matter.
Upon motion by Curtis Fendley and second by Beth Shelton, the Board voted unanimously for
the following Board officers to serve for the next year: Chairman, Keitt Wood; Vice Chairman,
John Howison; and Secretary, Frances Ellis.
Ms. Lewis reported on the plans for the August 26 celebration of the Library's 72nd Birthday.
There would be a day long open house and Billy Book would be on hand to visit with guests.
Refreshments would also be available. A birthday banner will be hung outside over the main
sign and there will be special historical displays through the building.
Chairman Wood advised the Board that the Library Director's l Oth Anniversary would be
November Viand members agreed to host an anniversary celebration in her honor.
Catharine Browning reported the Friends had paid for painting the bulletin board borders, small
table and chairs in the Children's Room. The bright, primary colors are especially attractive in
that room. She also announced that Jimmye Hancock is the new Friends Vice - President.
The Board reaffirmed the $25 price of the Library commemorative plate. However, it was
decided to offer the plates for $20 each at the Friends October 12 benefit luncheon.
Ms. Lewis advised the Lamar County historical hiles have been moved to a file cabinet beside
the Adult Reference desk to facilitate their use and to maintain better control of the somewhat
fragile papers.

The August 19, 1998, Minutes were approved with the addition of the following sentence to the
Friends report: Marcia Thomas will present the program "High Tea and Old Lace" at the
October 12 Friends benefit luncheon.
Ms. Lewis reported that for the eleven months of this fiscal year, library expenditures were on
target with the Budget. She advised a public hearing would be held this date at 6 PM in City
Council chambers and encouraged all Board members to attend in support of the FY 98 -99
Library Budget Request.
There were no children's programs in August. Instead, the staff planned and prepared for fall
programs which will begin the first week in September.
Outreach services are provided all year long and in August materials were delivered to twelve
locations and several home bound patrons. 849 books, 178 audio books, 172 videos and 50
magazines circulated via this service.
Committee members Keitt Wood, Beth Shelton and John Howison met to discuss the issue of
terms for Board members and a proposed amendment to the By -Laws. A copy of the proposed
change was distributed and the recommendation was to include the following additional sentence
in Paragraph 1: "no member shall serve more than two consecutive full terms ". The Board
agreed to consider this matter and the proposal will be voted on at the next meeting.
Ms. Lewis advised she had been notified by the Texas State Library that Paris Public Library has
been re- certified as a member of the Northeast Texas Library System. She added our Library has
qualified as a NETLS member every year since 1976.
Catharine Browning reported the October 12 Friends benefit luncheon was sold out and a waiting
list had been started.
Chairman Wood advised there would be a 10th Anniversary reception in the Library for Director
Lewis on Thursday, November 12 from 10 AM until 6 PM. The Friends of the Library will
sponsor the event.

The September 16, 1998, Minutes were approved as distributed.
Ms. Lewis advised the FY 97 -98 Budget Report was not yet available from the City Finance
Department. She also noted the Library Budget Request for FY 98 -99 had been approved by City
Council. She thanked those Board members who attended the Council meeting to support the
Request.
The FY 97 -98 Circulation Report was distributed and Ms. Lewis noted that the 7/10% decrease
was due to the fact the Library was open four fewer days than the previous year because of the
inside repairs that had been done late last fall. Nevertheless, the annual circulation was 294,379
items which was again an excellent record. Reference assistance provided, patrons in the
building, reserves delivered, and gifts received all increased last year.
The Children's Services Report was given by Ms. Lewis who advised 24 programs were held in
September with 409 kids and 152 adults attending. The Library has planned the first Halloween
Party and Costume Contest for kids which will be held Saturday, October 24. Every kid in
attendance will receive a prize. The Party will include a puppet show, stories and songs. In
addition, there will be a surprise appearance by Bashful the Certified Therapy Dog handled by
Jane Dixon. Bashful will do tricks and demonstrate correct dog behavior and Dixon will discuss
proper dog care.
The Outreach Services Program had a busy September with deliveries to thirteen locations and a
circulation of 816 books; 194 videos; 213 audio books; and 55 magazines. After one year of
service, the success of the outreach program is very evident. Beginning with two locations and
increasing to thirteen, the annual circulation was 4,173 books; 742 videos; 869 audio books; and
547 magazines. Many recipients of the library materials have mentioned their appreciation of
this special service.
After discussion about the Board terms, upon motion by Curtis Fendley, second by Beth Shelton,
the change in the Board By -Laws was approved by two - thirds of the Board members present.
The change is to add the following sentence to Paragraph (l.) concerning Officers and Members:
"No member shall serve more than two consecutive full terms."

The Board discussed county funding and decided the Director would prepare a proposed request
to the City Manager and Mayor about the issue which would be finalized at the November
meeting.
Upon motion by Frances Ellis, second by Curtis Fendley, it was unanimously approved to place a
book in the Children's Room in memory of Reagan Bradshaw, brother of Children's Librarian
Emily Kirkman.
Chairman Wood advised Catharine Browning would provide the Friends report next month.
Ms. Lewis advised she gave a program for Our Lady of Victory Women's Guild about the
Library and mysteries set in religious locations.
Chairman Wood reminded everyone about the Tenth Anniversary Reception for Ms. Lewis
which will be held November 12 in the Library.

(Advisory Board Established September, 1977)

A regular meeting of the Library Advisory Board shall be held once each month.
2. The annual meeting of the Library Advisory Board shall be held in July.
3. Special meetings may be called by the chairman, or upon request of at least
one -half of the Board members, for the transaction of business stated in the call for
said meeting. At least 24 hours notice shall be given all members before any
special meeting may be called.
4. Notice of the monthly meeting will be posted at City Hall.
OFFICERS AND MEMBERS
1. The Advisory Board shall have nine members, serving three -year terms. Three
members shall complete their full terms of office each year. No member shall serve
more than two consecutive full terms. Should a vacancy occur, the person
appointed shall serve out the incomplete term. The Advisory Board shall make
recommendations to the Paris City Council for the appointment and reappointment
of members to the Advisory Board, and for Lay Representatives to the Northeast
Texas Library System.
2. Ex- officio members shall be the Library Director, NETLS Lay Representatives and
Friends of the Library President.
3. The officers of the Board shall be chosen at the Annual Meeting of the Board and
shall be as follows: Chairman, Vice - Chairman, and Secretary.
4. The Chairman shall preside at all meetings, appoint special committees as needed,
and authorize calls for special meetings.
5. The Vice - Chairman assumes the duties of the Chairman in the absence of the
Chairman.
6. The Secretary shall keep an account of all Board meeting proceedings. The official,
approved Minutes of the Board shall be kept with the City Clerk with a duplicate
copy kept in the Library. Copies of the monthly minutes shall be provided to the
City Manager and Advisory Board members.
QUORUM AND PROCEDURES
1. A quorum for the transaction of business shall consist of a simple majority of the
members of the Board.
2. The Board will conduct its meetings according to Robert's Rules of Order Revised.
BOARD DUTIES
Make recommendations concerning library services.
2. Cooperate fully with all public and private groups in advancing the best interests of
the Library.
3. Manage the memorial and gift fund(s) as specified in legal documents pertaining
to same. The City of Paris Finance Director shall invest the fund(s), maintain
records, and report same to the Advisory Board quarterly.
Library Director
The Library Director informs the Library Advisory Board about library services and
reports to the City Manager.
Amendments
These By -Laws may be amended at any regular meeting of the Board after at least a 30 -day
waiting period from the time of the amendment change proposal. Two - thirds of the Board
members present must vote affirmatively for the amendment change.

Virginia Gibbs, John Howison, Rogene Patterson, and Frances Ellis, Secretary. Curtis Fendley,
Ralph Rodgers, and Beth Shelton were absent. Also present were Catharine Browning, Friends
President, and Beverly Lewis, Library Director.
The October 21, 1998 Minutes were approved as distributed.
Ms. Lewis noted that the Budget Report indicated expenditures were in line for the first month of
the new fiscal year.
The Statistical Report was distributed and it was noted 26,634 items were checked out in October
which was a 19% increase in circulation over the same month last year. Reference transactions
and reserve requests also increased. There were 761 new titles added to the collection last month
and 263 new library cards issued. At the end of October, the collection included 82,385 books;
3,948 audio books; and 7,624 videos.
Last month there were sixteen kids programs, including preschool storytimes, and school tours.
The overall attendance was 1,107 kids and 247 adults. 80 kids dressed as favorite book
characters attended the Library's first Halloween Party which was judged a huge success by
everyone involved. The kids received book mark prizes with appropriate descriptions, i.e. "Best
Princess ".
The Outreach Service Report indicated thirteen locations were served last month and 785 books,
196 audio books, 198 videos, and 68 periodicals were delivered.
Ms. Lewis thanked the Board and the Friends of the Library for the lovely 10th Anniversary
Reception given her on the 12th. She said 556 people signed the guest book that day. She also
advised she certainly loves the beautiful initial pin with the inscription "in appreciation" on the
back given to her by the Friends and the lovely pewter cross presented by the Board.
After discussion about the issue of county funding for the Library, upon motion by Jackie
Alsobrook, second by John Howison, it was unanimously approved to send a memorandum to
Mayor Charles Neeley requesting "a committee be formed to review the issue before the next
fiscal year's budget preparation begins."

Catharine Browning reported the October luncheon was a great success with twenty -one tables
set up and the approximate proceeds would be $2,600 including receipts from dues.
Individual memberships in the Texas Library Association was discussed and the consensus was it
wouldn't be necessary to renew them.
Virginia Gibbs offered to host the December 16 meeting.

The Paris Public Library Advisory Board met Wednesday, December 16, 1998, at the home of Virginia
Gibbs with Chairman Keitt Wood presiding and these members present, Jackie Alsobrook, Virginia
Gibbs, John Howison, Rogene Patterson, Beth Shelton, and Frances Ellis, Secretary. Beverly Lewis,
Library Director, and Catharine Browning, Friends President, attended. Absent were Curtis Fendley and
Ralph Rodgers.
The November 18, 1998, Minutes were approved as distributed.
Ms. Lewis distributed the Statistical Report and noted November circulation had increased 6% over the
previous year with 23,419 titles checked out. She advised 764 new items were placed in the collection
and 233 of them were juvenile titles. The November Budget Report was not available from the city
finance office.
Ms. Lewis noted there were sixteen programs for children held in November and 267 kids and 128 adults
attended. She advised 19 kids and 8 adults enjoyed the Library's first Thanksgiving Storytime
Celebration.
Outreach services to seniors and homebound patrons were provided at twelve locations and the circulation
of materials again increased with 861 books, 205 audio books, 217 videos and 115 magazines being
checked out to those patrons.
Ms. Lewis said the NETLS Coordinator advised most other libraries in the system use the same age, under
18, for permission to obtain a library card and for permission to use the Internet.
Chairman Wood advised she had received a letter 12/07/98 from Mayor Charles Neeley in response to the
Board's 11/18/98 memorandum regarding county funding. On 12/1/98 the Mayor, City Manager, and
Library Director met and discussed the issue. Ms. Lewis advised the Mayor asked the Board to develop a
proposal and present it to the City Council next year.
Chairman Wood advised she will be moving next spring and the February meeting would probably be the
last meeting she could attend. Upon motion by Beth Shelton, second by John Howison, it was
unanimously decided Jackie Alsobrook would serve as Chairman through June, 1999.
Catharine Browning advised the Friends funded the Library Sleepover and refreshments for the Christmas
Parade participants.
Ms. Lewis reported that she and Chairman Wood attended the recent NETLS meeting where there were
several informative presentations about technology in the library.
