1999-2002Library Advisory Board January 16, 2002 MINUTES OF THE REGULAR MEETING OF THE LIBRARY ADVISORY BOARD January 16, 2002 The Paris Public Library Advisory Board met in regular session Wednesday, January 16, 2002, at 4:00 PM in the Library with Chairman Nancee Salzman presiding. The following members were present: Peggy Guthrie, Walter Williams, Anna Davis, Sarah Gambill, John Howison, Vicki Terlap, and Nancee Salzman. Also attending were Callie Thompson, Friends President and Betty Landon, Library Director. Not attending were Fran Neeley and Keith Williamson. The December 19, 2001 minutes were approved. The budget is in good shape. There is approximately $121,000 left in the book budget. Betty stated that they had purchased 10 new stepstools for the stacks, 6 for the fiction and 4 for the non - fiction. Also, some end panel shelving has been ordered for the audiocassette room. Circulation was up for December. Also, Reference and Electronic Reference were up. Reserves were up as well as library visits. The library has begun issuing cards with expiration dates, beginning in January. The cards will expire in 2 years. Hopefully, this will give the library a better idea of how many patrons they have. Children's Services presented 29 programs in December with 697 children attending. Some of these programs were held at the schools. Children's Outreach presented 14 programs to preschool age children with 204 children attending. The Adult Outreach presented 3 programs at nursing homes with a total of 43 people attending. Twenty -five memorials were given for a total of $465. Twenty -five interlibrary loan transactions were processed. Betty mentioned that the LearnATest database was up and running and a nice article had appeared in the Paris News concerning this. Library Advisory Board January 16, 2002 Page 2 Vicki Terlap showed samples of the Personal Picks cards to be displayed in the library. Vicki also stated that she had talked to Emily Kirkman about the kindergarten programs, and found that this had been tried previously and the attendance was poor, but she will research this more. Vicki hasn't been able to work on bringing an author to Paris. The Friends of the Library had no report. Betty Landon, Director, stated that she was working on a brochure for the Library in Spanish. Peggy Guthrie provided the translation. Betty plans to place these in various locations around the city. Betty attended a NETLS meeting in Van Alstyne and a marketing workshop in Greenville on PR for Libraries. They presented good ideas and she stated that the library might do a campaign entitled: Paris Public Library — What's in it for you? The library staff is in the process of moving the biographies and large print books. Also, they are moving the fiction and science fiction books. Weeding is taking place as these books are moved. She plans to make the shelves looser, by filling them only 3/4 full. She showed us one method of selecting books for the library, by using Advance Magazine. Anna Davis Date Approved Library Advisory Board February 20, 2002 MINUTES OF THE REGULAR MEETING OF THE LIBRARY ADVISORY BOARD February 20, 2002 The Paris Public Library Advisory Board met in regular session Wednesday, February 20, 2002, at 4:00 PM in the Library with Chairman Nancee Salzman presiding. The following members were present: Peggy Guthrie, Anna Davis, Sarah Gambill, Fran Neeley, Vicki Terlap, Keith Williamson, and Nancee Salzman. Also attending were Callie Thompson, Friends President and Betty Landon, Library Director. Not attending were Walter Williams and John Howison. The January 16, 2002 minutes were approved. The budget is in good shape. There is approximately $110,000 left in the book budget. There was a repair expense for the library van. Shelving for the books on CD is in and planning for next year's budget has begun. All areas of circulation have increased, as well as other areas of miscellaneous statistics. Thirty -two memorials were given in January for a total of $650. Children's Services presented 5 programs in January to 3, 4, and 5 year olds with a total of 98 children and 48 adults attending. A Valentine's Day program was heald. Two programs were presented at Kiddy Kollege. A program called, Games of Long Ago, was presented with 12 children and 3 adults attending. Preschool Outreach held 15 programs with 209 children and 51 adults attending. The Adult Outreach presented 4 programs at nursing homes with 71 people attending. New books have been added to the adult outreach program. 80 interlibrary loan transactions were processed. There was no new business. In unfinished business, Vicki Terlap reported that she is still working on the Kindergarten program. She suggested a flyer for the program and ideas were discussed. It was suggested that a kindergarten program be Library Advisory Board February 20, 2002 Page 2 held once a month. She is still working on bringing an author to Paris. Ideas for this were also discussed. Friends of the Library President, Callie Thompson, reported that the Friends would provide lunch for the Children's Librarians Resource Sharing Group meeting at the Paris Public Library on March 8. The Spring Luncheon will be held on May 6, 2002, at the Paris Golf and Country Club. It will feature Jimmie Kennedy, who will review the book, Jackie, Ethel, and Joan: Women of Camelot. Betty Landon, Director, stated that John Howison attended the NETLS quarterly system meeting in Mount Pleasant on February 5; the meeting honored lay people involved in libraries. Betty will file the annual report to the State Library online this year. In March, Betty and Priscilla will attend the Public Library Association Conference in Phoenix. An American Girl Party will be held at the Wise House on March 21 from 4:00 -5:30 pm. The Library will participate in the Kid Safe Saturday on March 23. The Library will be closed on Good Friday, March 29. The meeting adjourned at 4:45 p.m. The next meeting will be held on March 20th at 4:00 p.m. in the Gallery. Anna Davis Date Approved Library Advisory Board March 20, 2002 MINUTES OF THE REGULAR MEETING OF THE LIBRARY ADVISORY BOARD March 20, 2002 The Paris Public Library Advisory Board met in regular session Wednesday, March 20, 2002, at 4:00 PM in the Library with Chairman Nancee Salzman presiding. The following members were present: Peggy Guthrie, Anna Davis, Sarah Gambill, Fran Neeley, John Howison, Walter Williams and Nancee Salzman. Also attending were Callie Thompson, Friends President, Betty Landon, Library Director, Priscilla McAnally, Assistant Library Director and Dale Fleeger, NETLS Coordinator. Not attending were Keith Williamson and Vicki Terlap. The February 20, 2002 minutes were approved. Unemployment benefits and a furniture purchase caused a negative to show in the budget; however, the budget is in good shape. Books are still being ordered and Betty is getting some of the book orders set up on an automatic ordering system. Circulation increased in February as well as the issuance of library cards. Thirty -two memorials were given in February for a total of $535. Children's Services presented 13 programs in January with a total of 119 children and 68 adults attending. Preschool Outreach presented 15 programs with 274 children attending and 57 adults. Emily Kirkman attended a NETLS workshop in Maybank which showcased groups that present for libraries. The Adult Outreach presented programs at Heritage Care and Sterling House nursing homes. There were 72 interlibrary loan transactions and 30 volunteer hours. Betty Landon, Library Director, introduced Dale Fleeger, the NETLS Coordinator. He had spent the day evaluating facility needs in response to Betty's request for this service. He shared with the Library Board needs facing Paris Public Library concerning space issues. He stated that we had immediate, short -term and long -term needs and shared ideas on solving Library Advisory Board March 20, 2002 Page 2 these problems. He shared with us that immediate needs were rearranging furniture to create space, adding additional shelving, establishing a planning committee, and upgrading the automation system to a Windows version. Short -term needs would be to develop a master plan and possibly hire a consultant to help find funding sources for a new facility. The long- term need would be to create a new facility. He will provide the Board with a written report. In unfinished business, Betty Landon stated that she had found a website with a feature called Authors on the Highway which might help us find an author to bring to Paris. Friends of the Library President, Callie Thompson, reported that they are working on the May 6th luncheon at the Paris Golf and Country Club. Flyers will be sent out on April 12th and an article will appear in the Paris News concerning the luncheon. Betty Landon stated that we are going to place the library website address on library cards. Betty and Priscilla attended the Public Library Conference in Phoenix last week. They attended several meetings, met with vendors and came back with some great ideas. They also looked at new automation systems at the exhibits. Betty is beginning to work on next year's budget. She stated that she will ask for 2 additional phone lines. Betty also handed out a Paris Public Library brochure in Spanish. At the close of the meeting, Fran Neeley stated that she may be resigning from the Library Board because she is running for District 6 City Council seat. Anna Davis - / '% -02 Date Approved Library Advisory Board May 15, 2002 MINUTES OF THE REGULAR MEETING OF THE LIBRARY ADVISORY BOARD May 15, 2002 The Paris Public Library Advisory Board met in regular session Wednesday, May 15, 2002, at 4:00 PM in the Library with Chairman Nancee Salzman presiding. The following members were present: Anna Davis, Peggy Guthrie, Sarah Gambill, John Howison, Joyce Kennemer, Vicki Terlap and Nancee Salzman. Also attending were Callie Thompson, Friends President and Betty Landon, Library Director. Not attending were Keith Williamson and Walter Williams. The April 17, 2002 minutes were approved. The budget looks good. The credit on Laundry and Cleaning was received. There is approximately $98,000 left to spend on books. Circulation showed an increase of 14.6% for April. The Library was open 26 days in April. Library visits were up in April because of school visits. Memorials were down. Children's Services presented 19 programs in April with 516 children and 107 adults attending. CASA presented storytime during the week of April 22 -26 for the Week of the Young Child. Preschool Outreach presented 16 programs with 253 children and 56 adults attending. Adult Outreach Services had 43 interlibrary loans, 30 volunteer hours, and presented 3 programs with 62 people attending. Betty introduced Joyce Kennemer as a new board member. She is replacing Fran Neeley. Betty will hold a Library Board Orientation for new members at next month's meeting. Friends of the Library President, Callie Thompson, reported on the luncheon held on May 6th with 150 people attending. Jimmie Kennedy was the speaker and was well received. The fall luncheon will feature Dale Tanner. The Friends of the Library and Project Save will sponsor a storyteller for the Library sometime during June or July for the Summer Library Advisory Board May 15, 2002 Page 2 Reading Program. The Friends will also provide funds for personnel to do storytelling in the Summer Program on Thursdays. Betty will attend a NETLS System Meeting in Garland on June 5t''. She attended Character Training for the City. The inside doors were removed on Tuesday and the new doors will be installed within the next two weeks. A Volunteer Luncheon was held in April. Thursday, May 16, is Doris Phipps last day as a volunteer. She has volunteered for 10 years and is moving to Irving. A potluck luncheon is being held for her. On may 151'', John Hunt from Library Interiors discussed shelving needs with Betty. They will be able to provide the shelving and move all the existing shelves to meet ADA requirements. He will fax a price to Betty so that it can be included in the new budget. New Public Library Standards for Texas will arrive soon and Betty will be studying them. Summer Reading Program bookmarks are being handed out at area schools. The bookmarks have a schedule for the Summer Program on the back. The meeting adjourned at 4:40 pm. Anna Davis Date Approved Library Advisory Board April 17, 2002 MINUTES OF THE REGULAR MEETING OF THE LIBRARY ADVISORY BOARD April 17, 2002 The Paris Public Library Advisory Board met in regular session Wednesday, April 17, 2002, at 4:00 PM in the Library with Chairman Nancee Salzman presiding. The following members were present: Anna Davis, Sarah Gambill, Fran Neeley, John Howison, Walter Williams and Nancee Salzman. Also attending were Callie Thompson, Friends President and Betty Landon, Library Director. Not attending were Peggy Guthrie, Keith Williamson and Vicki Terlap. The March 20, 2002 minutes were approved. The budget looks good. A credit on Laundry and Cleaning will be given and it will no longer show a negative. Travel showed a negative. Spending is still taking place for books. The statistics report showed that the library checked out 28 less books than last March. Interlibrary loans were down slightly. Program attendance was up. The library received 38 memorials that amounted to $870.00. Books on CD have become very popular at the Library with very few staying on the shelf. Children's Services participated in the Kids Safe Saturday program with 1500 kids and 700 adults visiting the Library booth. An American Girl party was held at the Wise House with 29 girls attending and 21 adults. Eight other programs were presented with 154 children participating and 76 adults. Preschool Outreach presented 14 programs with 243 children and 50 adults attending. The Adult Outreach had 48 interlibrary loans. They presented 2 programs with 50 people attending. volunteer hours. At our March 20th meeting, Dale Fleeger, a consultant from NETLS suggested that we establish a planning committee. Nancee Salzman volunteered to serve on this committee. Keith Williamson and Vicki Terlap were also suggested. Fran Neeley is leaving the Library Board to Library Advisory Board April 17, 2002 Page 2 become a new member of the City Council. It was suggested that her replacement on the board be Joyce Kennemer. Betty told newer board members to go by the City Hall Annex and get sworn in by Mattie Cunningham. In unfinished business, Callie Thompson stated that April Inmon of PISD was interested in bringing an author to the Paris area and might be able to help with a portion of the finances. Friends of the Library President, Callie Thompson, reported that the luncheon is May 6 at the Paris Golf and Country Club. Jimmie Kennedy will be the speaker. Tote bags been ordered in four colors. Emily Kirkman, Children's librarian, is needing a stage for her marionette puppets and the Friends of the Library have found someone to build it. Betty Landon, Director, handed out a publication that she has subscribed to called, Book Page. It contains articles and reviews about books and other media. It is available for library patrons and has already become a popular item at the Library. Her budget for 2002/03 is due May 17th. She has added the following items: 2 additional phone lines, a wireless network for computers, 2 additional public computers, shelving, a new automation system, track lighting for the exhibit area and Mite Lite tables, which can be folded up and stored, for the Gallery area. She stated that a luncheon for Volunteers will be held on Wednesday, April 24th from 11:30 -1:30. In the near future, a list of memorials each month will be placed on the Library web page. Anna Davis Date Approved Library Advisory Board July 24, 2002 MINUTES OF THE REGULAR MEETING OF THE LIBRARY ADVISORY BOARD JULY 249 2002 The Paris Public Library Advisory Board met in regular session Wednesday, July 24, 2002, at 4:OOPM in the Library with Chairman Nancee Salzman presiding. The following members were present: Anna Davis, Sarah Gambill, Nancee Salzman, Joyce Kennemer, Peggie Guthrie, and John Howison. Also attending was Betty Landon, Library Director. Not attending were Vicki Terlap, Walter Williams, and Keith Williamson. The May 15, 2002 minutes were approved. There were no minutes for June. The budget looks good. A few negatives appeared, but Betty stated that at the end of the fiscal year everything will be in good shape. Circulation has increased. Library visits are up, and Library patrons have increased. The Library received 14 memorials in May amounting to $250.00. In June, 53 memorials were received amounting to $1,102.50. Preschool Outreach presented 41 programs in June with 899 children attending and 250 adults. In July, they presented 16 programs with 376 children attending and 82 adults. Children's Services presented 13 programs in June with 456 children attending and 106 adults. At the last program, they made banana splits. The theme for the summer programs was mysteries. Friends of the Library paid for a presenter to do the Preschool programs. Adult Outreach had 42 interlibrary loans and 30 volunteer hours. They presented 3 programs with 62 people attending. Betty Landon, Library Director, presented an orientation for Board members. She reviewed the By Laws and stated that we needed to elect new officers in July. She also explained NETLS. They provide money from the state to libraries. They also have jobbers that will give libraries a discount on books and processing of books. She stated that Board Library Advisory Board July 24, 2002 Page 2 members would begin receiving a newsletter for NETLS. She also stated that NETLS recommended that videos be cleaned after every 5th checkout. The Library is in the process of doing this. She also stated that videos needed to be replaced after being checked out 200 times. The library has 10,000 videos in the collection. Two NETLS workshops are being held in the Paris Library tomorrow. Betty will begin discussing Library policies at future meetings. Nancee Salzman, Board Chairman, called for election of new officers. Sarah Gambill recommended that the current officers serve another term of 1 year. Sarah Gambill made the motion and it was seconded by Joyce Kennemer. The board voted in favor of the motion. Anna Davis DatIVApproved Library Advisory Board December 18, 2002 MINUTES OF THE REGULAR MEETING OF THE LIBRARY ADVISORY BOARD December 18, 2002 The Paris Public Library Advisory Board met in regular session Wednesday, December 18, 2002, at 4:OOPM in the Library with Chairman Nancee Salzman presiding. The following members were present: Anna Davis, Sarah Gambill, Peggy Guthrie, John Howison, Joyce Kennemer, Nancee Salzman and Kevin Gray. Walter Williams and Vicki Terlap were not present. Also attending were Betty Landon, Library Director and Callie Thompson, Friends President. The minutes from November's meeting were approved. The budget is in fairly good shape; spending for materials is slightly under where it should be. The wireless network expenditures show up this month as we prepare to switch to the city's T -1 line for internet access. Circulation statistics are down some this month compared to last year, but library visits have increased. One hundred eighty new cards were issued. We had 31 memorials for $680. Eleven programs were held for children with 206 children and 91 adults attending. These included a Harry Potter program, a Read -a -thon and a Pinocchio program as well as visits from some day -cares and Clovis Graves housing. Children's Outreach held 17 programs with 357 participants. In Adult programming, there were 3 programs which reached 54 people. There were 30 interlibrary loans. Joyce Ellis, library employee, was introduced to the board. She described her various jobs, ordering office supplies, selecting and processing audiobooks, processing videos, cds and dvds. She also handles the income tax forms distributed at the library each year. In addition, she works at the circulation desk. Library Advisory Board December 18, 2002 Page 2 Callie Thompson, Friends President, reported that a "Save -a -date reminder" will be going out soon for the Spring Lunch: this year's will take place on Tuesday, May 6th. In the Director's Report, Betty discussed attending the System Meeting to Dec. 91h in Garland. No lay representative was able to attend this time. The Mity -lite tables are being ordered; they will cost $1567 and the Friends are paying for them. Betty attended a luncheon hosted by Head Start; attendees were the various agencies which are collaborators with Head Start. The Newcomers Club gave the library a donation of $500 for whatever we need. The library has a new "Green Thumb" worker, Ernestine Walston. Her primary job is to clean videos and do book and video repair. Loan Star Libraries, the direct aid program of the State Library, will give the library $5862 this year. The money will be used to upgrade and replace staff computer equipment, purchase dvds and pay for Priscilla McAnally's attendance at the Tall Texans Leadership Training Conference. This grant must be accepted by the City Council in January before we will receive a check. The following members were present: Anna Davis, Sarah Gambill, Peggy Guthrie, Vicki Terlap, John Howison, Joyce Kennemer, Nancee Salzman and Kevin Gray. Walter Williams was not present. Also attending was Betty Landon, Library Director and Callie Thompson, Friends President. The minutes from October's meeting were approved. Kevin Gray, our new board member, was introduced to the group. Mr. Gray is a former City Council Member. Welcome aboard, Kevin! Betty presented board members with a newly- formatted budget. She is proud to have already spent 1/12 of the materials budget ($14,000) this month. Circulation was up 1,000 in October. Anyone interested in seeing a copy of the year -end budget report should see Betty. Betty reported that $47,946 was left unspent from the library's budget. Total year -end circulation was 350,106, the highest ever. Betty attributed this in part to the fact that the library is now open on Mondays. Betty also noted that circulation among Paris patrons increased, while the circulation among patrons living outside of Paris decreased in the last year. October stats included a report of eleven memorials totaling $350. The Children's Department report included several successful programs in October. They presented 10 programs at Givens which reached 450 children and 200 adults. In addition, there were four lap sit programs, rive toddler programs and rive programs for 3,4, and 5- year -olds. The Children's Department sponsored a booth at the Pumpkin Festival which served 500 kids and 300 adults. Also included in October programming: a fire safety program attended by 12 kids and 8 adults and a teen car maintenance program which served 5 kids and 5 adults. Library Advisory Board November 20, 2002 Page 2 In Adult programming, there were 3 programs which reached 52 people. There were 60 interlibrary loans. Rebecca Taylor, library employee, was introduced to the board. Rebecca's background includes work at the Tyler Zoo as a teacher and as an aide in a nursing home. Rebecca's job at the library is two -fold: she does Adult Outreach, both to homebound folks and those in nursing homes and is also in charge of inter - library loans. Rebecca also presents programs to adult folks in nursing homes during which she picks a theme and then presents a short lesson and reading session. As an interesting aside, Rebecca also feeds the fish and cleans out the fish tank. Callie Thompson reported a big change for the Spring Lunch: this year's will take place on Tuesday, May 6th. She's hoping the day change will enable more young mothers to attend. The luncheon will begin at noon at the Country Club. Joy Davis will do a book review. The book will feature a love story with a mystery. Callie will be sending "Save This Date" cards out soon. In the Director's Report, Bettie discussed the upcoming System Meeting to take place Dec. 91h in Garland. Joyce Kennemer will take John Howison's place at the meeting. Betty also reported on a conference she attended in October. The library hosted a training session for the Tex Share Databases. Two staff members attended the training. The library has purchased Mitchell -on- Demand which will provide access to fix -it manuals for cars. Patrons can access these manuals on -line. The new shelving should be installed in January. The following members were present: Anna Davis, Sarah Gambill, Peggy Guthrie, Vicki Terlap, John Howison, Joyce Kennemer, Nancee Salzman and Walter Williams. Also attending was Betty Landon, Library Director and Callie Thompson, Friends President. The following changes were made to the September minutes: The presenter at the Friends' Luncheon is named Dave Tanner, not Dale Tanner. Also, the minutes stated there was no Friends report and there was. After the changes were noted, the minutes were approved. The approval of our new Board Member, Kevin Gray, was not put on the City Council agenda, so no introductions will be made until November's meeting. There was no budget report this month as it is the end of the fiscal year. Betty noted that we will be under budget, but she does not have the final figures yet. September stats showed 2,500 new cards have been issued this year. Josie, the stats keeper had an accident this month and was off for two weeks. As a result, she's a bit behind. On Saturday, October 12th, 692 people came to the library! In Children's Services, they are focusing on their upcoming Car Maintenance program which will include give -aways to participants like oil changes, etc. The department had 4 programs in September serving 32 children and 26 adults. They hosted one Bedtime Program which included 5 children and 3 adults. On September 19th, they held their Curious George 60th Birthday Party. Thirty -three children and 20 adults enjoyed banana splits and birthday cake. Finally, the department also held a Fire Prevention Week program which included tours of a rescue truck and use Library Advisory Board October 16, 2002 Page 2 of the department's new infrared cameras. There were 24 preschool outreach programs serving 354 kids and 69 adults. In Adult Outreach Services there were 55 people served at Nursing Homes and 230 items left at various sites. Callie Thompson reported that the Fall Luncheon was another success. Over 140 people attended and enjoyed the "Texas Attitudes" program given by Dave Tanner. She and her group are looking at the possibility of moving the day of the luncheon to a Tuesday or Thursday in the spring. They used some of the money raised from previous luncheons to purchase a marionette theater for the kids programs. She will talk to Emily about future needs. Betty mentioned that they are in need of 8 "Mite Lite" tables for the meeting room which run $1,900 and were cut from her budget request. In her Director's Remarks, Betty discussed the success of half -price Wednesdays for library fines. She also told us about the nine new highway signs which will be posted around town to direct people to the library. She also discussed a new program through Bibz.com which will make ordering new books easier and more effective. Betty stated that the library will receive $5,862 in aid from Loan Star which will go towards the purchase of replacement computers and printers for the staff. Finally, Betty informed us that 200 DVDs have arrived and will be put out as soon as the new shelving is installed. Joyce Kennemer asked about how to publicize memorials. Several ideas were tossed around including putting a notice on the outreach schedules at the nursing homes. The following members were present: Anna Davis, Sarah Gambill, Nancee Salzman, Peggy Guthrie, Vicki Terlap, and John Howison. Also attending was Betty Landon, Library Director and Callie Thompson, Friends President. Not attending were Joyce Kennemer, Walter Williams and Keith Williamson. The August 21, 2002 minutes were approved. The only areas of budget being spent are salary and books, since the budget ends on September 30, 2002. The new budget begins on October 1, 2002. The Library saw a slight drop in most areas of circulation for August. However, the figures show that they were higher overall than this time last year. August is usually a slow month for the library and there were no Children's programs for August. The Children's area will begin Tuesday night Bedtime Storytime Hour and they will hold a birthday party for Curious George on September 19, 2002 to celebrate his 60th birthday. Birthday cake and banana splits will be served. Adult Outreach presented 3 programs with 45 attending . Interlibrary Loans had 76 transactions. Twenty -eight memorials were given in August for a total of $675. Betty Landon, Director has attended budget hearing meetings all week with the City Council. Betty stated that she had cut $93,000 from the Library Advisory Board September 18, 2002 Page 2 budget which included the new circulation system. The Council wanted her to cut the money for new shelves in the library, but took $25,000 from the book budget, instead. Betty stated that a book signing will be held on Saturday, September 21 in the Library for the Fossil Collectors Guidebook to the North Sulphur River. A display will be set up next week for Talking Book Week from the State Library. This is to make people aware of services provided for visually impaired people. Keith Williamson is resigning from the Library Board due to health problems. Kevin Gray has been recommended to replace him. Anna Davis is resigning as Secretary of the Board, but will remain a member. Vicki Terlap will serve as Secretary. Betty invited board members to attend the final budget workshop on Thursday, September 19, 2002 at 5:30 in the Technical Center at PJC. Callie Thompson, Friends President, stated that the fall luncheon will be held on October 14, 2002, at the Paris Golf and Country Club. Dave Tanner will be the guest speaker; his program will be Texas Attitudes. The Friends group is also purchasing a marionette theater and some additional marionettes for the Children's section. Not attending were John Howison and Keith Williamson. The July 24, 2002 minutes were approved. The budget looks good. Spending on books is continuing. Circulation has increased 15 % since last year. Some of that increase is because the Library is now open on Monday. Library card holders are up 200 since this time last year. The number of videos is down because lost videos were withdrawn. increased. There were 29 memorials in July amounting to $540. Volunteer hours were down and the Library received fewer reference calls in July. The Library has a new online database, Novelist, that will help patrons find fiction. The Library participated in the 4th of July parade with 12 kids and 7 adults attending. The Summer Reading Club presented 4 programs in July with 63 kids and 25 adults attending. The Children's Reading Program presented 1 program with 7 kids and 7 adults attending. One program was presented at HMHP Lakes Regional with 6 kids attending and 5 adults. Library Advisory Board August 21, 2002 Page 2 Adult Outreach presented 2 programs with 28 attending at Sterling House and 26 attending at Paris Nursing Home. Interlibrary Loans had 28 transactions. Betty Landon, Director presented an in- service on privacy issues. She stated that what you read, see, and do in the Library is private. Librarians cannot disclose information about patrons. The library system doesn't keep records of transactions after the material is checked in. She also stated that the first shipment of DVD's has been ordered and does include children's DVD's. Betty was to attend a budget meeting at the City Council on August 21 to present her new budget for the year 2003. There was no unfinished business and no report from the Friends of the Library. Betty stated that she is going to try a Half Price Fine Day on Wednesdays starting in the month of October. The Library will receive 2 computers from a TIF grant and will be connected to the city's T -1 line from the grant. This T -1 line will speed up internet connections in the Library. Absent were Virginia Gibbs and Walter Williams. Library Director Beverly Lewis was also present. Friends President Jimmye Hancock was absent. The October 20, 1999, Minutes were approved as distributed. The Budget Report was distributed and it was noted that in October, one month into the new fiscal year, the department has expended 8.3% and both expenses and materials were on target. The Statistical Report showed that 26,710 items circulated in October which was a slight, increase (.3 %) over the same month last year. Reference assistance is down somewhat although electronic reference assistance, which is tracked separately, has increased. Ms. Lewis noted that other public libraries are experiencing the same trend. Children's services included 40 programs with an attendance of 534 kids and 271 adults. The six storytimes for babies were much appreciated by the parents and caregivers who attended with their babies. Senior outreach services included 14 groups and 8 homebound patrons and 1,050 books, 426 videos, 338 audio books and 25 magazines were circulated to those special patrons. This program continues to grow steadily and Ms. Lewis advised she would be seeking a volunteer to help with it. The security system has been completed successfully. It is armed each night in order to protect our very valuable collection. The following was brought up as new business. The Paris Junior College Parade was held November 13th and the Mobile Library was an entry. The Library will also enter the City Christmas Parade and the theme will be "When the weather outside is frightful, reading inside is so delightful ". The kids will wear red stocking caps. -MORE- PAGE 2 LIBRARY ADVISORY BOARD 11/17/99 MINUTES Also brought up as new business was the finishing and use of the basement that is below the new part of the building. The Library needs the space for the Technical Processing Department and the Children's Department needs more room also. The City Engineer estimated the cost at one million dollars, based on a $100 per square foot figure, and that included an elevator. This was presented to the City Council as the Library's capital "wish list" item. Ms. Lewis reminded the Board that Dave Tanner will present another musical program for the May 1St Friends benefit luncheon. Friends President Jimmye Hancock and Library Director Beverly Lewis were also present. Absent were Curtis Fendley, Virginia Gibbs, Nancee Salzman and Walter Williams. The September 22, 1999, Minutes were approved as distributed. The Statistical Report was distributed and it was noted that in September there was a .9% increase in circulation and 26,822 items were checked out. Also, in September, 794 items were added to the collection. During the past fiscal year (10/01/98 - 09/30/99), 315,745 items circulated which was a 6.8% increase over the past fiscal year which demonstrates the library is satisfying more patrons. The breakdown in residency circulation was 45.2% to patrons living within the City; 44.3% to those living outside the City limits: 2.9% to paid patrons who live outside Lamar County; and the remainder which circulated to staff, Board members and volunteers. The breakdown in format was 61.5% print items, 31.4% videos; and the remainder in audio books and music cassettes. It was noted there were fewer reference questions and fewer reference books had to be purchased because of electronic resources. Also, there were 1,100 electronic reference assists for the first partial year of tracking electronic reference assistance. The library added 2,500 new card holders to bring the total to 18,411. During the next year the data base will be weeded of card holders who have not used the library in three years. Children's services included 44 programs with an attendance of 1,055. A story time was held at Wal Mart and a Harry Potter Read Aloud series of afternoon programs is in progress. Senior outreach has increased to 14 locations with the addition of the Deport Nursing Home and 8 homebound patrons. Over 1,000 printed materials were circulated, over 300 videos, and over 300 audios . 31 paperbacks were picked up and taken to the jail. A NETLS report was given by John Howison. It was noted that the recent NETLS meeting was well attended. It is important for us all to communicate with our political leaders to help our libraries. Also, the issue of bilingual materials will be addressed more frequently because of our growing Mexican American population. PAGE 2 LIBRARY ADVISORY BOARD 10/20/99 MINUTES Next month, for Children's Book Week, it was advised there will be local celebrities reading stories in the lobby Thursday evening. With the installation of the new curbside materials return, it will be easier for patrons to return materials, especially in inclement weather. Ms. Lewis thanked the Friends of the Library again for the generous gift. Already, tracking of items returned in it has indicated it is appreciated. The new security system is in place. The system has 16 cameras, 3 mirrors, 3 motion detectors and a burglar alarm. The staff has received training and the monitor screen will be frequently observed while the videos will be available for later review if necessary. Jimmye Hancock gave the Friends of the Library report. The recent luncheon was attended by 203 persons. Evaluation surveys were distributed and so many raved over the program that Dave Tanner has been booked for another program in May. He performed Broadway songs and the stories behind them and next time he will do motion pictures and their stories. Janet Phillips selected the menu and it was raved about, too. The proceeds will be used to benefit the children's department. Ms. Lewis announced that a Historical Marker for John James Culbertson was recently installed on the north side of the Plaza. It was noted that Dr. Hayden and Skipper Steely were very helpful in getting the marker. Ms. Lewis suggested the ideas of having a reception at the Library after its dedication. The June 16, 1999, and July 21, 1999, Minutes were approved as distributed. The Budget Report was distributed and it was noted that for three weeks in May the Library was not able to order materials so the funds in that account would not likely be spent on materials. Ms. Lewis advised she had presented the Library's FY 1999 -2000 Budget Request and as of this date no funds had been cut from it. The Statistical Report was distributed and it was noted that in August there was an 8% increase in circulation and 27,154 items were checked out. In August, 392 items were added to the collection. Josie Carrington has taken over cataloging duties after the retirement of Valle Stankus. Other changes in staff include, Joyce Ellis, who has taken over the duties of purchasing and circulation desk. Tammy Strickland was hired for part-time shelving duties. In August there were no scheduled children's storytimes although three school groups visited and were provided with tours and programs with a total of 45 kids and 12 adults attending. Outreach services have increased with nine homebound patrons and thirteen groups being served in August. The Sheriff's Department has someone pick up paperbacks to take to the inmates at the Lamar County Jail. The county funding issue is at a stalemate with no word having been received from the Mayor in response to the Board's earlier letter. Library usage is still about evenly divided between patrons who reside within the City limits and those who reside outside the City limits. Jimmy Hancock gave the Friends of the Library report. The Friends have purchased a curbside materials return for the Library so that drivers can drop off materials without leaving their vehicles. A slab has been poured for the return and it should be delivered within two weeks. Also, the fall benefit luncheon which will be October 11 is nearly sold out. PAGE 2 LIBRARY ADVISORY BOARD 09 -22 -99 MINUTES The motion was made, seconded, and approved that Rogene Patterson be chairman of the Nominating Committee for new officers with Curtis Fendley and Sarah Gambil to also serve on the committee. The Board adjourned temporarily and then reassembled for the committee's report. The committee recommended the slate of officers would be as follows: Jackie Alsobrook, Chairman; John Howison, Vice Chairman; and Rogene Patterson, Secretary. These officers were unanimously elected to begin serving immediately. Ms. Lewis announced the Library will soon get a new security system to protect the Library's valuable collection. It will include mirrors, video cameras, and motion detectors. The newspaper ran a front page article about the new system. Ms. Lewis also announced the "Women's Words, Women's Issues" meetings will be held the first Wednesday of each month for six months. This partnership with McCuistion Women's Health Resource Center has been very popular. The first meeting will be October 6 and Anne Morrow Lindbergh's Gift From the Sea will be discussed. The Statistical Report was distributed and it was noted that in June there was a 10% increase over June of the previous year and 28,319 items circulated. The year -to -date increase is 9.1% and 233,961 items have circulated. In June, 771 new titles were added to the collection and the majority were books. Ms. Lewis advised the Library's cataloger, Valle Stankus, would retire at the end of July. She has been cataloging library materials for ten plus years and has done an exemplary job. The popular Summer Reading Club continues. In June, 414 readers attended the programs in the Gallery and 188 preschoolers enjoyed the storytimes in the Children's Room. The Mobile Library's summer reading programs were held at nine locations each week in June and 696 kids attended. The Senior Outreach service was provided to seniors in thirteen locations and to eight homebound patrons in June. More than 1,500 titles were circulated via this service. Chairman Alsobrook noted the Board has not received a response from the Mayor regarding the Board's letter to the Mayor and City Council about county funding. Ms. Lewis advised the Library participated in the Celebrate America parade July 3rd. 48 kids rode on the colorful float which they had decorated beforehand. After the parade, everyone returned to the Library for a reading program and pizza which was provided by Friends of the Library. Year to date circulation is up 10% and 205,642 items have been checked out during the first eight months of this fiscal year. 1,280 items were added to the collection in May and the majority were books. The Library participated in the Paris Art Fair last month at the Fairgrounds. Staff members gave away balloon animals and summer program schedules and held four well attended puppet shows. Outreach services to senior sites and homebound patrons continues to be well utilized. In May, 1,074 books; 301 videos; 289 audio books; and 106 magazines were circulated. The Summer Reading Club is in its third week and there has been good attendance so far. Also, there was a very informative article with two pictures in The Paris News recently about the SRC. The Mobile Library Summer Reading Service is in its second week and there was higher than usual attendance during the first week at all locations except at the Nicholson House. The Lamar County Department of Human Resources can not provide transportation this summer for the kids to that site, therefore, other resources are being investigated. Chairman Alsobrook announced City Council appointed the following new members to the Board on June 16: Nancee Salzman, Bill Strathern, and Walter Williams. Their terms begin in July. The Budget Report was not available from the City Finance Director. The Statistical Report was distributed and it was noted there was just an 8/10% increase in circulation in March over the previous year; however, there were two area spring breaks last month which undoubtedly accounted for that small increase. Year to date 152,990 items have circulated which is a 9% increase over last year at the same time. 961 items were added to the collection and the majority were adult titles. Many were non - fiction books which were purchased as a result of memorial and gift contributions to the Library. In March there were 20 programs for children including the first American Girl party which was very successful with 42 kids and 19 adults in attendance. Overall, 468 kids and 143 adults attended storytimes and children's programs. The outreach service delivered 1,653 items to 15 locations and 8 homebound patrons. Beginning in April, new titles designated for the outreach service will be identified in the public catalog as assigned to the outreach library. Upon motion by Beth Shelton, second by Virginia Gibbs, the Board unanimously approved the letter to Mayor Charles Neeley and the City Council about county funding. The Statistical Report showed a 7% increase in circulation over the same month last year and 25,839 items circulated in February. Year to date there is a 10.9% increase and 126,541 items have been circulated. Also, Mrs. Lewis advised more reserves were placed last month and there were more patrons using the library's resources. 809 new titles were added to the collection. In February, there were 15 children's programs and 190 kids and 104 adults attended. The storytime series for babies concluded in February with 11 young attendees. The toddler storytime also concluded and there were 19 attendees in that series. Library materials were delivered to 14 senior group locations and 8 homebound patrons in February. The outreach circulation included 825 books; 287 videos; 267 audio books; and 77 magazmes. Chairman Alsobrook noted the Board received a nice thank you note from Keitt Wood. Chairman Alsobrook advised she and Circulation Services Supervisor Judy Vickers attended the NETLS meeting February 17. The meeting focus was on planning for the future and most attendees indicated strong interest in staying current with technological changes and requested NETLS help libraries do so. Kids Safe Saturday will be April 10 at the Hunt Center and Ms. Lewis advised Billy Book will be one of the event's stars. The Library will also have a booth and distribute program information and a kids activity booklet titled "Reading Keeps Kids Safe." Catherine Browning reported the Friends spring benefit luncheon was sold out and that Gloria Hocking will present an excellent program about Marie Antoinette. Ellis Date Approved PARIS PUBLIC LIBRARY ADVISORY BOARD FEBRUARY 10, 1999 MIlNTUTES The Paris Public Library Advisory Board met in regular session Wednesday, February 10, 1999, at 4 PM in the Gallery with former Chairman Keitt Wood presiding and these members present: Curtis Fendley, Rogene Patterson, Beth Shelton, and Frances Ellis, Secretary. Absent were Jackie Alsobrook, John Howison and Ralph Rodgers. Friends President Catharine Browning and Library Director Beverly Lewis were also present. The January 20, 1999, Minutes were approved as distributed. The January Budget Report was not available from the City Finance Director. The Statistical Report was distributed and Ms. Lewis advised the January circulation was 2,336 items which was a 9% increase over the same month last year. The breakdown was almost equally divided between items circulated to patrons who reside inside the City of Paris and those who do not. The year -to -date circulation is 12% ahead of last year and 100,702 items have been checked out. It was noted that 620 items were added to the collection last month and the majority were books. Ms. Lewis said volunteers gave 103 hours of service to the Library in January and she advised henceforth this statistic will be included on the Report. The Children's Room was busy in January also and the eight preschool programs served 211 kids and 77 adults. Ms. Lewis advised the Babies and Books Program is much appreciated by parents and caregivers. Outreach Service expanded again by adding another location, the Ackley House. In January, 756 books, 246 videos, 255 audio books and 54 magazines were delivered to the senior residences and homebound patrons. The matter of county funding was discussed and the committee asked the Board to study the suggested proposal before the next meeting. Ms. Lewis noted that an interlocal agreement would probably need to be proposed also and the committee will report back about that subject at the March meeting. Beverly Lewis, Library Director was also present. Absent were Virginia Gibbs, Rogene Patterson, Ralph Rodgers; and Friends President, Catharine Browning. The December 16, 1998 Minutes were approved as distributed. The Budget Report for the first quarter of this fiscal year indicated expenditures were on target with 27.4% of the budget expended. The Statistical Report indicated that circulation was up 2,770 items, or 14 %, over December of the previous year with 22,363 items circulated. Year to date circulation is up 13.1 %. Ms. Lewis noted that December was a record month for acquisitions because a total of 1,237 new items were added to the collection, including 979 books, 125 audio books and 133 videos. In December there were eleven children's programs with a total attendance of 187 kids and 93 adults. Outreach services increased last month and a total of 1,420 items were circulated; 77 of those were to homebound patrons. Ms. Lewis said an informative new statistic would be provided each month and then noted volunteers gave 115.5 hours of service to the Library in December. Upon motion by Curtis Fendley, second by John Howison, the Board unanimously agreed to recommend Sarah Gambill to fill Keitt Wood's soon -to -be vacant position on the Board. This recommendation will be sent to the City Manager immediately. After discussion, it was decided to postpone recommending a second person to serve as NETLS Lay Representative because Jackie Alsobrook advised she would attend the final two system meetings this year. After discussion, Chairman Alsobrook appointed Curtis Fendley, Beth Shelton, and Library Director Beverly Lewis to serve on a committee with her to create a proposed recommendation about county funding for the Board to study. Ellis, Secretary Date Approved PARIS PUBLIC LIBRARY LIBRARY ADVISORY BOARD DECEMBER 15, 1999 MINUTES The Paris Public Library met on Wednesday, December 15, 1999, at 4:10 PM in Ruth Ann Alsobrook's home for our Christmas gathering and Board Meeting with Chairman Jackie Alsobrook presiding after refreshments and desserts were served. Present at the meeting were Sarah Gambill, John Howison, Rogene Patterson, Nancee Salzman and Bill Strathern. Absent were Virginia Gibbs, Curtis Fendley and Walter Williams. Library Director Beverly Lewis was also present. Friends President Jimmye Hancock was absent. The November 17, 1999 Minutes were approved as distributed. The Budget Report was not available from the City finance office. We are in the second month of the fiscal year and Ms. Lewis advised expenditures are in line with the budget. The Statistical Report showed that 689 fewer items were circulated last month than in the same month the previous year, making a 2.9% decrease in circulation with 22,370 items compared to 23,419. There was more reference assistance in the electronic reference area with 55 assists which means a patron was actually shown how to use a program or the computer. 866 items were placed on the shelves which was a 13% increase over the previous month. The majority were books and videos. Last month there was a 28% increase in new card holders with 173 new patrons entered and the total is 20,000 card holders. Last month volunteers gave 200 hours of service to the Library. The collection includes 90,135 books; 4,800 audio books; and 8,700 videos. Children's services showed an increase in library tours and attendance in weekly storytimes for preschoolers. There were programs about Arthur and the Harry Potter books. The National Library Weeks activities were very successful. Utilities Director, Herb Campbell, read to children and adults in the lobby Tuesday evening and kids took turns reading to themselves on Thursday evening. The Friday sleepover included stories, plays, a scavenger hunt, and puppet shows and was enjoyed by the 32 kids and three adults who spent the night in the Library. -MORE- PAGE 2 LIBRARY ADVISORY BOARD 12/15/99 MINUTES Ms. Lewis and children's outreach services librarian Linda Orr attended the first Texas Family Literacy Conference in Austin. The repeated message was that the most successful literacy efforts for children involve the entire family. Ms. Lewis advised plans are underway to seek funding for a year -round mobile family literacy program. The Library is completely Y2K ready and items have already been checked out for dates in January. Ms. Lewis advised the library telephone will be answered through the early hours of New Year's Eve in case people want to call for information. The meeting was adjourned at 5:15 PM.
