12/12/2012 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY, DECEMBER 12, 2012 12:00 O'CLOCK P.M. The Historic Preservation Commission meeting was called to order by Paul Denney, Chairman at 12:02 p.m. A. The following members were present: Paul Denney Douglas Cox Nancy Anderson Ben Vaughan David Stewart B. The following members were absent: Britin Bostick Lauri Redus C. Also present Jeanna Scott, Historic Preservation Officer; Robert Talley, Code Enforcement Supervisor and Cheri Bedford, Main Street Manager. ** A special note of recognition and thanks to Ms. Jeanna Scott for her outstanding work as the Historic Preservation Officer was made by Paul Denney. The Commission wished her well in her new endeavors. 2. Approval of minutes from previous meetings. (October 22, 2012; November 14, 2012) Motion was made by Ben Vaughan seconded by Douglas Cox to approve the meeting minutes for October 22, 2012; November 14, 2012. Motion carried 5 -0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 134 1 sr Street S. W. — Richard Hunt, contractor representing the property owner presented the petition. Mr. Hunt stated Cheri Bedford presented a Design Report from the Texas Main Street Project Design Assistants for the property. Mr. Hunt reported Mr. Truby had to prioritize and fix the roof, which took most of the funds for repairs, but prevented further damage. Mr. Hunt proposed at this time to mothball the Kaufrnan Street entrance by framing it with wood studs in the proposed design, and painting the exterior wood where the windows would be with glossy paint to give the impression of glass as a temporary solution until Mr. Truby can begin appropriate restoration. Mr. Hunt requested later using blanker panels at this time for transom windows was the best option and most important thing right now is to secure the building and preventing vandalism. Motion was made by Nancy Anderson, seconded by Ben Vaughn to approve mothballing techniques for 1 year. Motion carried 5 -0 - -- CONSENT AGENDA-- [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 4. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. A. 406 Pine Bluff Code Enforcement recommendation to demolish structure. B. 350 4th Street N.W. Code Enforcement recommendation to demolish structure. C. 7255 th Street N.W. Code Enforcement recommendation to demolish structure. D. 7155 1h Street N.W. Code Enforcement recommendation to demolish structure. E. 160 West Center Street Code Enforcement recommendation to demolish structure. Motion was made by Ben Vaughan, seconded by Douglas Cox to send all structures to the Building and Standards Commission, since they cannot be rehabilitated nor do they have significant historical value. Motion carried 5 -0. 5. Report from Robert Talley, Code Enforcement Supervisor status of Historic district properties. Robert Talley stated the status on 24 and 26 Clarksville Street waiting for the City Attorney to get more information on the process of receiverships. The Commission members discussed their concerns about the length of the process, and the deterioration of the properties in the meantime. Mr. Talley stated he has contacted several cities about receiverships, and it is the general consensus that most cities do not get involved with receiverships. Mr. Talley further stated Kenny Kammer owner of the Belford Apartments, 260 S. Main Street, exercised his right to appeal the Building and Standards Commission decision for demolition to district court within the required 30 days. Mr. Talley will let HPC know when the court date is set. 6. Future agenda items. Paul Denney made recommendations for the following agenda items for discussion: 1. Amendment of the HPC Design Guidelines to allow 5 %" nominal width V- Groove vertical painted wood siding blanker panels on side or rear portions of Downtown Historic District buildings. Amendment of the HPC Design Guidelines to allow painted black or dark gray plywood blanker "pane- panels" to be used in lieu of glass panes in existing above - canopy transom windows and /or multi -pane sidelights in the Downtown Historic District. 3. Amendment of the HPC Design Guidelines to allow heavy -duty black or white fencing vertical pipe or steel tubing fences and /or gates at the entrances to existing alleys in the Downtown Historic District. 7.
