12/02/2014 MINUTESMinutes Traffic Commission City of Paris The Traffic Commission met on Tuesday December 02, 2014 at 5:15 P.M. in the Municipal Courtroom with the following members present: 1. David Ballard 2. Jimmy Hodges 3. Ken Kohls 4. Stephen Engelhardt 5. Bill Sanders 6. Susan Hamby 7. Barry Shiver The city staff was represented by Asst. Chief Randy Tuttle and City Engineer Shawn Napier. Mr. Shiver called the meeting to order at 5:17pm. A quorum was established with seven members present. Mr. Shiver then moved to item #2 regarding the approval of minutes from the October 07, 2014 meeting. A motion was made by Ms. Hamby and second by Mr. Ballard to approve minutes of the meeting. Motion carried 7 -0. Mr. Shiver moved to item #3 regarding the discussion and possible action concerning converting one way traffic to two way traffic on E. Houston from 3rd NE to 6th NE. Mr. Napier presented to members the city's request to convert E. Houston from 3rd NE to 6th NE from one way to two way traffic. Members engaged in discussion and requested the city to explore converting E. Houston from one way to two way traffic from N. Main to 6th NE. Mr. Napier is to explore this possibility and return to the Traffic Commission at a later date. No action was taken on this item Mr. Shiver moved to item #4 regarding discussion and possible action concerning request to convert E. Price from 3rd NE to 6th NE from one way traffic to two way traffic. Mr. Napier again expressed the city's request to convert this street to two way traffic. After discussion by members they again requested Mr. Napier to explore the possibility of converting E. Price to two way traffic from N. Main to 6tn NE. Mr. Napier is to explore this possibility also and return to Traffic Commission at a later date. No action was taken on this item. Mr. Shiver then moved to item #5 regarding discussion and possible action concerning request to convert 3rd SW from Bonham to Sherman from one way to two way traffic. Mr. Napier again informed members of the city's request to convert this street to two way traffic. After discussion Mr. Engelhardt made a motion to approve the request to change 3rd SW from one way to two way traffic from Bonham to Sherman Street. Ms. Hamby made a second to the motion and it carried 7 -0. Mr. Shiver then moved to item #6 regarding discussion and possible action concerning Lamar Avenue entrances /exits to Paris Towne Center. Mr. Sanders made the request to place this item on the agenda due to the safety concerns of motorists entering and exiting Paris Towne Center. Mr. Tuttle informed members that since 2009 there have been at least 37 accidents involving both entrances /exits to Paris Towne Center from Lamar Avenue. After discussion by members Ms. Hamby made a motion to request TXDOT do a traffic safety study at this location. A second to the motion was made by Mr. Sanders and the motion carried 7 -0. Mr. Shiver then moved to item #7 regarding any old business. Mr. Kohl's asked about the status of the crossover in 5000 block SE Loop 286. Mr. Tuttle informed him that this item had been referred to the City Council for a future agenda item. Mr. Tuttle also informed members that the issue of FM 1497 & Loop 286 was still a pending agenda item for City Council and would not be considered by council until further information from TXDOT is received. Mr. Shiver then moved to item #8 regarding any future agenda items. There were none. Mr. Shiver then moved to adjourn the meeting at 5:50pm. A motion was made by Ms. Hamby and second by Mr. Kohls with motion carrying 7 -0.
