SIGNED MINUTES OF SPECIAL MEETING
OF THE PARIS -LAMAR COUNTY HEALTH DEPARTMENT
ON NOVEMBER 13th, 2012
The Paris -Lamar County Health Department held a special meeting at 6:00 p.m. on
Tuesday, November 13th, 2012 at the Paris -Lamar County Health Department.
Board members in attendance included Dr. Rick Erickson, Dr. Keith House, Ms. Kristi
Martin, Dr. William George, Dr. Mark Gibbons, and Mr. Bill Strathern. Dr. Lav Singh was
not in attendance. Mrs. Gina Prestridge, Paris -Lamar County Health Department Executive
Director, and Mr. Warren Spencer, Legal Counsel from Maris and Lanier, also attended the
board meeting.
Meeting was called to order at 6:10 p.m. by Dr. Erickson.
Dr. George made the motion and was seconded by Dr. Gibbons that the minutes of the
October 4th, 2012 meeting be approved and Dr. House made the motion and was seconded
by Dr. Gibbons thatthe minutes of the October 23rd, 2012 meeting be approved.
Mrs. Prestridge updated the board regarding the purchase of the building located at 400
West Sherman Street, Paris, Texas, and about the submittal of a proposal for the 1115
Waiver. Paris -Lamar County Health Department was notified they passed the 1115 Waiver
Level 1, so they may be eligible for up to $300,000.
The Paris -Lamar County Board of Health members convened into executive session at
6:18 p.m. to receive legal counsel about pending litigation on Cause # 81106, 62nd
District Count, Lamar County, Texas: Cecelia Kane vs. Paris -Lamar County Health
Department and Anthony Bethel.
Dr. Erickson made the motion and was seconded by Ms. Martin that they reconvene into
open session at 6:28 p.m.

Dr. Erickson made the motion and was seconded by Dr. Gibbons to accept settlement
agreement discussed in executive session and sign the legal agreement to release City of
Paris, Anthony Bethel, Paris -Lamar County Board of Health, and the Paris -Lamar County
Health Department from all issues associated with Cecelia Kane for $12,000. Texas
Municipal League will write a check payable to Cecelia Kane.
The next meeting will be scheduled for early next year after the holidays.
Dr. George made the motion and was seconded by Dr. House for this meeting to be
adjourned at 6:50 p.m.
