04/15/2014 MINUTES(Paris —Lamar County Yfealth District 400 West Sherman Street Paris, Texas 75460 CE Voice: 903 - 785 -4561 T www.parislamarhealth.com Minutes of Regular Meeting Paris - Lamar County Board of Health The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m. on Tuesday, April 15, 2014. In attendance were Dr. Rick Erickson, Dr. Keith House, Mrs. Kristi Head, Dr. William George, and Mr. William Collins. Not in attendance was Dr. Mark Gibbons. Dr. Singh has resigned as a board member. Others in attendance were Mrs. Gina Prestridge, Ms. Cheryl Johnson, Mrs. Carla Rhodes, and Mr. Gene Anderson. Dr. Erickson called the meeting to order in open session at 5:35 p.m. Mrs. Head made the motion and was seconded by Dr. George that minutes from the March 18th' 2014 meeting be approved. All approved. Mrs. Prestridge advised the board members that Anthony Bethel and Kathie Meyer, both retirees from the Health Department, had been receiving up to $425.00 monthly from the City of Paris to pay for health insurance since they both retired and had met the rule of 80 guidelines and this could continue until they each reach the age of 65. The Health Department had never budgeted for this expense, so Gene Anderson advised that John Godwin approved for the City of Paris to pay the Paris -Lamar County Health District $5,100.00 ($425. X 6 mos. X 2 employees) to pay for Meyer and Bethel's retiree insurance amounts until the end of this budget year, then the board can decide to continue this benefit and the amount. The current policies and procedures manual does state there is an option to cost share if you retire and meet the rule of 80 then the cost share could continue until age 65, but there is not an amount listed. Gene Anderson advised that the Health Department and WIC employees were never City employees even if they completed City of Paris applications and received paychecks from the City of Paris. Mr. Collins stated that both of these employees have plaques for a certain number of service years from the City of Paris. Gene Anderson advised that his benefit is on a year -to -year budget matter and the City of Paris is phasing this benefit out and has been for a number of years. Anyone hired after October 1, 2004, is ineligible to ever receive this benefit and the employees hired before October 1, 2004, must retirement meeting the rule of 80 before they could be eligible. The City Council votes each year to continue this benefit, if budget permits, and on the monthly rate to pay retirees. The retiree must provide insurance and payment proof and the City will only pay the retiree up to the actual cost or the City approved monthly rate, whichever is less. Mr. Collins proposed that we do not offer this benefit for any future retirees. Mrs. Head proposed the same. Mrs. Prestridge advised that this benefit is in our policy (Section 14.15 — Retiree Health Insurance) but does not state a certain amount. Section 14.15 currently reads SECTION 14.1S — Retiree Health Insurance Health insurance is available to all retirees; however current employees who retire on or after October 1, 2004 will have to meet a Rule of 80 in order for the PLCHD to share in any of the cost of health insurance. This means that the number of cumulative years of service with the PLCHD plus the employee's age must equal 80 before the PLCHD will share in the cost of the retiree's insurance premium. Health insurance coverage ends when the retiree becomes age 65 or in certain circumstances, when the retiree becomes eligible for Medicare /Medicaid. Employees who are hired on or after October 1, 2004 will have access to the PLCHD Group Health Insurance Plan upon retirement; however, the employee will be responsible for the full cost of their health insurance premium. Health insurance coverage ends when the retiree becomes age 65 or in certain circumstances, when the retiree becomes eligible for Medicare /Medicaid. Mrs. Prestridge advised that she would change the wording to include "if any" to the policy and the board can vote at next meeting. Mrs. Head made the motion to change the wording and Mr. Collins second the motion to define to be reviewed annually and change "may" to "if any" and vote at next regular meeting. All in favor and approved. Board of Health minutes 2014 -01 -21 Special Meeting (needing approval) Mrs. Prestridge reminded the board members that we have three board vacancies expiring June 30, 2014 for the full -terms and one board vacancy to fulfill Dr. Singh's remaining term that will expire June 30, 2015. We will start advertising in May. The applications will be available in Mrs. Prestridge's office and also at www.parisfamarhealth.com website. Final audit report showing 3 findings in 2012 where some payments bleed over into the next year and these have been corrected. Next DSRIP payment for approximately $337,000 due around April 30th and we should get our payment in July and Mrs. Prestridge would like to pay off the lease note. This money must go towards the project and the construction note has already been paid off. Since payroll has been brought in- house, the reports are being sent to State faster and getting reimbursed sooner. The City of Paris Mayor presented the Paris -Lamar County Health District with a proclamation recognizing everything that Andy Fasken, the RAM Foundation, and the Paris -Lamar County Health District staff has done. Gene Anderson advised that it was the City of Paris anticipation that the retiree insurance benefits would probably continue at the Health Department just like they were at the City and it would be rolled into the budget with cost sharing between the City of Paris and Lamar County. The next meeting will be on the 20th May, 2014 at 5:30 p.m. at the Paris - Lamar County Health Department.
