Minutes of REGULAR Meeting
Paris - Lamar County Board of Health
Cheryl Johnson, Notary, for the Paris -Lamar County Health District administered the Oath of Office to
newly appointed board members, Mrs. Kristi Graham, Dr. Brian Lance Wyche, and also to returning
members, Dr. William George, and Dr. Rick Erickson.
The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m. on Tuesday, July 15, 2014.
In attendance were Dr. Mark Gibbons, Dr. Keith House, Dr. Rick Erickson, Mrs. Kristi Graham, Dr. William
George, Dr. Lance Wyche and Mr. William Collins. Others in attendance were Mrs. Gina Prestridge, Ms.
Cheryl Johnson, Dr. Amanda Green, Mrs. Elda Francis, and Mrs. Nita Johnson.
Dr. House called the meeting to order in open session at 5:39 p.m.
Dr. Erickson made the motion and was seconded by Dr. George to approve the minutes from the June
03, 2014 meeting. All approved.
Mrs. Gina Prestridge presented each member with the Board By -Laws and advised the new members
that they are required to complete the Open Meetings Act and Public Information Act Training videos
before October 1, 2014. Mrs. Prestridge that she mailed a letter to Kathie Meyer and Anthony Bethel via
certified mail that the Paris -Lamar County Health District was taking responsibility of this payment until
the end of this fiscal year and then the board would have to see if there were funds available and the
board decide if they would continue this benefits for FY15. Mrs. Prestridge has received the certified mail
slips back with Kathie and Anthony signatures, so they did receive notification on official letterhead;
however, then yesterday Mrs. Prestridge received correspondence from David Hamilton, Attorney -at-
Law, (addressed only to the Paris -Lamar County Health District) stating that there has been no written
documentation citing payment of these retirement benefits from the City of Paris to the Paris -Lamar
County Health District nor has the Paris -Lamar County Health District indicated an assumed of obligation.
Kathie is cashing her checks, so this is basically coming from Anthony Bethel. Mr. Bethel did not cash his
check and he returned it with a letter stating that he was returning the check per his attorney's
instructions. I am rejecting this payment until I receive written approval from the Paris -Lamar County
Health District that they will assume the retirement obligation until I reach Medicare eligibility. Mrs.
Prestridge will contact TML and will update the board at the next meeting. Mrs. Prestridge advised that
we are spraying for mosquitoes and we did not get any funding for spraying this next budget year. Mrs.
Prestridge advised that since the Paris -Lamar County Health District only sprays within the city limits, she
called John Godwin with the City of Paris, and explained that the Paris -Lamar County Health District had
sprayed for years and since Anthony Bethel was a registered sanitarian that he could hire workers at a
cheaper rate to spray the chemicals under his license, however since his retirement the Paris -Lamar
County Health District has to hire someone and get them a vector control license and it is expensive.
Mrs. Prestridge contacted John Godwin to see if he would be willing to take on this expense for the next
fiscal year. The City of Paris has workers that are already certified to spray the chemicals at no extra
expense for the City of Paris; however the Paris -Lamar County Health District will have to pay to train
every new employee. Mr. Godwin has not replied with an answer. Mrs. Prestridge presented the FY15
budget including a 3% cost of living stipend and with a shortfall of approximately $74,000.00 for both the
City and County. The City and the County each should give the Paris -Lamar County Health District
$75,000.00 upfront by the middle of October and then for the following two years. Mr. Collins made the
motion and was seconded by Dr. Erickson to approve the budget including the cost of living stipend. All
approved.
Mrs. Prestridge presented the June monthly report that WIC served 1583 client inside the building and
90 at the drive -thru. The Paris -Lamar County Health District served 384 clinical clients, 42 restaurant
inspections, 11 septic systems installed, 2 septic complaints in the county, and 2 cases of possible rabies.
Dr. House made the motion to nominate Dr. Gibbons as Chairman and Mr. Collins seconded the motion.
All approved. Dr. George nominated Mr. Collins as Vice - Chairman and Dr. Gibbons seconded the motion.
All approved. Dr. Gibbons nominated Dr. Wyche as Secretary and Mr. Collins seconded the motion. All
approved.
The next meeting will be on the 191h of August, 2014 at 5:30 p.m. at the Paris - Lamar County Health
District.
Dr. Gibbons made the motion and was seconded by Dr. House for the meeting to be adjourned at 6:27
p.m.
