JOINT MEETING BETWEEN
AIRPORT ADVISORY BOARD & PARIS ECONOMIC
DEVELOPMENT CORPORATION
COX FIELD

1. The joint meeting between the Airport Advisory Board and Paris Economic Developmet
Corporation was called to order by Billy Copland, Chairman of the Airport Advisory
Board and Rebecca Clifford, Chairman of the Paris Economic Development Corporation,
at 3: 00 p. m.
A. The following members were present: The Airport Advisory Board included Billy
Copeland, Jack Ashmore, Ray Ball, Dennis Ashby, Chris Fitzgerald, William
Tolleson, and Phillip Payne. The Paris Economic Development Corporation
included Rebecca Clifford, Bruce Carr, Vicki Ballard, Stephen Grubbs, and David
Turner.
B. The following members were absent: None.
C. Also present was John Godwin, City Manager; Kent McIlyar, City Attorney; Sue
Lancaster, City Council; Shawn Napier, Airport Director; Jerry Richey, Airport
Manager; Ashley Fendley, City Staff; Steve Gilbert, Executive Director, PEDC;
Shannon Barrentine, Assistant Executive Director, PEDC; Charles Richards,
eParisTexas.com; Matt Boyd, KXII; Lauren Corbell, Paris News; and a unknown
citizen.
2. Discussion and possible direction to staff concerning future development at Cox Field.
The Airport Advisory Board and Paris Economic Development Corporation discussed
several topics which included the following:
• How do you go about attracting industry to the airport?
• Need infrastructure in place i.e., water, sewer, and road access.
• Land leases for incentives.
• Need an airport plan that merges the efforts of the City, Paris Economic
Development Corporation and Airport Advisory Board to formulate a marketing
plan.
• Need access to property other than taxi ways.
• Target aviation related companies i.e., paint shops, upholstery, engine repair, etc.
• Need a relationship with real estate agents that specialize in promoting airports.
• What are the advantages of the Paris Airport vs. other rural airports?
• Special zoning for airport development.
• Need for more hangars- waiting list.
• Consider spec building and /or build to suit with Agracel, Jack Schultz.
• Market to your industries whether through printed material or digital media.
• Prioritize list of needs for development.
• Who is the competition?
• What are the assets that set Paris apart from others?
• Establish an Airport Advisory Sub - Committee consisting of three members from
the Airport Advisory Board, two members from the Paris Economic Development
Corporation, one member from City Staff and City Council.
• Once all entities have appointed their respective members, the first meeting of the
Sub - Committee will be held on Thursday, February 6, 2014, 4:00 p.m. at Cox
Field.
3. Meeting adjourned at 4:19 p. m.
