1. The Airport Advisory Board meeting was called to order by Jack Ashmore, Chairman, at
5:30 p.m.
A. The following members were present:
Ray Ball
Jack Ashmore
Billy Copeland
Fred Williams
Jerry Coyle
Phillip Payne
B. The following members were absent:
Steve Gilbert
C. Also present was Shawn Napier, Airport Director; Jerry Richey, Airport Manager;
and Ashley Fendley, City Staff.
2. Approval of minutes from previous meetings. (December 20, 2012)
Motion was made by Billy Copeland, seconded by Fred Williams to approve the meeting
minutes for December 20, 2012. Motion carried 6 -0.
3. Discussion of lease agreements.
Jack Ashmore stated the lease agreement that was being presented was for privately -built
hangars only. Billy Copeland stated that private people would like to see longer lease
agreements, rather than 25- or 30- year terms. The Airport Advisory Board had concerns
about how to make the lease agreements longer or unlimited; or how to get the equity back
once the lease is over. Shawn Napier stated that someone has to have already resolved
these issues before in their lease agreement. Shawn Napier further stated that if the Airport
Advisory Board would get him a list of other cities that are growing, he would take a look
at their lease agreements. The Airport Advisory Board named Sulphur Springs, Addison,
Ingleside, McKinney, Mt. Pleasant, Gainesville, and Love Field. Shawn Napier stated he
would try to get lease agreements from these cities and bring them to the next meeting.
4. Discussion regarding advertisement and future hanger development at Cox Field.
Shawn Napier stated that he spoke to Matthew Felton and Sandra Brandon about how
every year there is non - entitlement money that we can try to get, which is about one
hundred and fifty thousand dollars. We can send TxDOT a letter of intent stating that we
want to use our non - entitlement money; we would have to bank that for four years which
would be six hundred thousand dollars. Shawn Napier further stated after the four years
we would have six hundred thousand dollars to build hangars with; this is our first plan to
move forward at Cox Field Airport. Jack Ashmore stated he has been talking with Mayor
Hashmi about how the city needs to build an EPA - approved paint facility to lease out; it
would be a big moneymaker. The Airport Advisory Board had some concerns about the
money issues and how the lease agreements need to move forward at Cox Field Airport.
The Airport Advisory Board further discussed the prices of building hangars for the
airport.
