11 - TXCDBG APPLICATIONItem No. 13 memorandum TO: City Council John Godwin, City Manager FROM: Shawn Napier, P.E., Director of Engineering, Planning & Development SUBJECT: TXCDBG APPLICATION DATE: 2 -3 -2015 BACKGROUND: The Texas Department of Agriculture offers Community Development Block Grants (CDBG) every two years for the replacement of infrastructure. The City of Paris was not awarded a grant during the last grant cycle. The maximum amount that can be requested is $275,000 and requires a 20% cash match ($55,000). The announcement of the grant recipients will be August 2015. The grants are awarded in two cycles, the first is November 2015 and the second is November 2016. STATUS OF ISSUE: If awarded the grant, the City proposes to replace water and sewer lines in Dickson St. between NW 9th and 11th Streets and a small part of NW 11th St. Dickson Street pavement will be reworked and have an asphalt overlay. 1,740 -feet of a 21 -inch sewer line in Orange St. will also be replaced. BUDGET: If the City is awarded the grant the $55,000 match will be budgeted in the 2015 -2016 budget or following year depending on the grant cycle. RECOMMENDATION: Approve the submission of an application to the Texas Community Development Block Grant for infrastructure replacement. Draft RESOLUTION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF AGRICULTURE; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris desires to develop a viable urban community, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low income; and, WHEREAS, certain water and sewer lines located in the city are old and in poor condition and represent a threat to the public health and safety; and, WHEREAS, a public hearing was held before the City Council on February 9, 2015, to allow interested persons to provide input about the City's application to the Texas Department of Agriculture for a Texas Community Development Block Grant; and, WHEREAS, it is necessary and in the best interests of the City of Paris to apply for funding under the Texas Community Development Block Grant Program to repair or replace these water and sewer lines. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: SECTION 1. That a Texas Community Development Block Grant Program application for the Community Development Fund is hereby authorized to be filed on behalf of the City with the Texas Department of Agriculture. SECTION 2. That the City's application be placed in competition for funding under the Community Development Fund. SECTION 3. That the application be for $275,000.00 of grant funds to provide water, sewer and street improvements. SECTION 4. That the City of Paris will commit $55,000.00 in cash contribution and /or in kind /force account services, representing a 20% match toward the construction of new water and sewer lines. SECTION 5. That the City Council directs and designates the City Manager as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the Texas Community Development Block Grant Program.
