SUBJECT: Paris EDC Board Adopted Plan of Work for FY 2014 -15

BACKGROUND: Annually, the Paris EDC Board approves a Plan of Work for the Fiscal Year,
see attached.
STATUS OF ISSUE: The Plan of Work for FY 2014 -15 was approved, by a majority vote of the
Paris EDC Board January 13, 2015.
BUDGET: The Plan of Work is supported by the Paris EDC FY 2014 -15 Amended Budget,
approved by the PEDC Board on January 15, 2015 and submitted for City Council approval, in
Item 19.
RECOMMENDATION: Approve the Plan of Work for FY 2014 -15.

Goals
For FY 2014 -15 the Paris Economic Development Corporation (Paris
EDC) will focus on four goals:

each goal.

Action Steps
1. Promote Paris as a great place to live, work and do business for the following industry targets.
a. Food and consumer goods manufacturing.
b. Water using industries.
c. Supply -chain related companies complimentary to existing local industry.
2. Market competitive advantages for Paris.
a. High quality, relevant website.
b. Documentation for "site- ready" sites and buildings.
c. Short-line rail service connected to 3 Class I Railroads.
d. Implementation of the Property Assessed Clean Energy (PACE) Program.
Action Steps
1. Support programs that increase workforce availability and quality.
2. Close the skills gap before it impacts the competitiveness of local industry and threatens the
local economy.
a. Continue to pursue Work Ready Community and Career Readiness Certification.
i. Align with employer needs and economic development priorities.
ii. Match individuals to jobs based on skill levels.
iii. Link workforce development, education and training to jobs.
iv. Cover assessment costs to have all high school juniors and seniors evaluated in Lamar
County.

Action Steps
1. Revise and approve abatement and incentives policies along with Standard Operating
Procedures (SOPs).
a. Revise available incentives summary and incorporate into future proposals.
b. When SOPs are complete and approved by PEDC Board, get City Council approval.
2. Complete and execute all pending incentive and abatement agreements.
a. T &K Machine — $45K
b. Potters Industries — $45K
3. identify and secure alternative sources of revenue.
a. Implement targeted grants and fundraising strategy (Attachment A).
b. Evaluate best practices and pursue funding streams in addition to public sales tax funding.
i. Best Practice: Tyler and Kilgore EDCs on compliance processes of incentive
agreements and tax abatements.
c. Meet with key State and Federal agencies and other officials to:
i. Advance relationships established during prior meetings and update key contacts.
ii. Inform and gain support for projects and other activities worthy of federal grants or
contracts.
iii. Participate and financially support the Lamar County Days in Austin 2015 event with
the Lamar County Chamber of Commerce and others

Goal 4: Marketing Airport as Industrial Site Ready.
Action Steps
1. Work with the Airport Advisory Board Sub - Committee to:
a. Continue to pursue the annual goals of the Cox Field Master Plan.
b. Work with Airport Advisory Board to get list of Cox Field assets that sets it apart from others
in the region.
c. Work on contacts and relationships with businesses that are aviation `friendly' i.e., paint
shops, machine shops, aviation mechanic shops, upholstery, etc.
d. Assist with creating, marketing and financial support deemed appropriate, by the PEDC
Board at the time, to help promote Cox Field.
e. Develop a list of publications, trade shows, etc. where Cox Field can be promoted.
f. Get industrial sites recognized through the State of Texas' STAR (Sites That Are Ready)
program..
g. Seek alternative sources to cover costs of additional hangar space.
