1. Zac Saffle called the Building and Standards Commission Meeting to order at 3:03
P.M. Zac Saffle was nominated chair due to Don Wilson's absence at the start of the
meeting.
Roll was called.

2. Approval of minutes from previous meetings. (November 19, 2012)
Motion was made by Johnny Norris and seconded by Chris Brown to approve the
minutes for the November 19, 2012 meeting.
Motion carried unanimously. 5 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
Request was made by Robert Talley to move to item 3. O., 1605 Van Zandt, Harlan
Heights, Block 3, Lot 11 & 13

Mr. Talley stated that the property at 1605 Van Zandt has deterioration on the
roof line, daylight is showing through the holes in roof, windows and doors are
unsecure, and the underpinning is gone.
Mike Alexander asked the Building and Standard Commission for 90 days to fix
or demo the structure. He has talked to Sanitation Solutions about the demo of the
structure.
Robert Talley's recommendation: 90 days to repair or demolish if not the City has
the right to demolish and apply a $1000 per day civil penalty.
Motion was made by Vicky Ballard, seconded by Johnny Norris to allow Mr.
Alexander 90 days to have the property repaired or demolished, if not the
City has the right to demolish and apply a $1000 per day civil penalty to the
property. Motion carried unanimously. 5 -0

Robert Talley showed pictures of broken windows and open doors, unsecure
property, deterioration of wood, wood blocks twisting, missing underpinning,
hole's in roof, and water damage to inside ceiling.
Mr. Harris asked BSC to give him 45 days to sale the property. He doesn't have
the finances to fix the property.
Robert Talley's recommendation: 60 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Chris Brown to follow
Robert Talley's recommendation for the property owner to demolish the
property in 60 days, if not the City has the right to demolish and apply a

Owner: Mt. Zion United Methodist Church
Present: Linda Williams Board of Trustees
Robert Talley showed pictures of the structure leaning unsecure, damaged roof,
shingles rolling up, buckling, porch missing, and deterioration of wood.
Ms. Williams stated that the Mt Zion Board of Trustees met and have a contract to
have the structure tore down by February 25, 2013 if the weather is permitting.
She asked for 45 days to have the demolishion completed.
Robert Talley's recommendation: 30 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Wendell Moore for the
property owner to demolish the property in 60 days, if not the City has the
right to demolish and apply a $1000 per day civil penalty to the property.
Motion carried unanimously. 5 -0
A. 406 Pine Bluff, City of Paris, Block 37, Lot 4
Owner: Walter Killingsworth — certified mail came back that the property owner
is deceased.
Robert Talley showed pictures of the deterioration, holes in roof, foundation
damage, unsecure, broken windows, and the foundation is sinking into ground.
Robert Talley's recommendation: 30 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.
Motion was made by Vicky Ballard, seconded by Chris Brown to follow
Robert Talley's recommendation for the property owner to demolish the
property in 30 days, if not the City has the right to demolish and apply a
$1000 per day civil penalty to the property. Motion carried unanimously. 5 -0

B. 350 NW 4th, City of Paris, Block 55, Lot 7

Robert Talley stated that he has had no contact with the owners.
Robert Talley showed pictures of a tree that has fallen on the house, missing
wood, holes in roof, roof line crumbling, and where the porch was ripped off
when the tree fall on it.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley has had no contact with the owner.
Robert Talley stated that the property is unsecure, porch is collapsing, doors and
windows open, deterioration of wood, house is sinking, missing wood, buckling
outward, porch wood cracking, inside junk, litter, and removed doors.
Robert Talley's recommendation: 30 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.

Robert Talley has had no contact with the owner. There is a phone number on one
of the windows to call and Mr. Talley called it several times with no response.
Robert Talley showed pictures of the property where the property is unsecure,
deterioration of the roof, missing wood, doors open, windows open, and the inside
has water damage, mold, and holes in the ceiling.

Robert Talley stated that the property is unsecure, windows missing, wood
missing, deterioration of wood, roof dipping, doors open and a hole in the roof.

to demolish and apply a $1000 per day civil penalty.

Talley's recommendation for the property owner to demolish the property in

Robert Talley showed pictures of doors open, windows open, deteriorating of
wood, window seals deteriorating; inside full of junk and rubbish, deterioration
and missing wood on foundation, and the shed in the back is deteriorating too.
Robert Talley's recommendation: 30 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.

Robert Talley spoke Jimmy Robins and Mr. Robins agreed that the property needs
to be demo'ed. Mr. Robin stated that he cannot financially afford the demo and if
the City will demo the property he will make arrangements with the finance office
to make payments.
Robert Talley stated the property has broken windows, graffiti, large holes in
floor inside and water damage.
Robert Talley's recommendation: 60 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.

Robert Talley has had no contact with the owner.
Robert Talley stated that the structure is unsecure, roof is deteriorating, tree limbs
are on the roof, shingles have peeled, windows are open, inside wood missing,
water damage, sheet rock rotting, doors open, and the shed in the back is
deteriorating and unsecure also.
Robert Talley's recommendation: 30 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that the roof is collapsing, there are large holes in the roof,
has deteriorating shingles and wood, the foundation is sinking, and some of the
roof is gone.
Robert Talley's recommendation: 30 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that the structures roof is sagging, shingles are peeling, no
facial boards on one side, edge line of roof is pulling apart, missing and
deterioration of wood, and a hole in the roof.
Robert Talley's recommendation: 30 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.

Robert Talley stated the property has deteriorating wood, shingles have blown up,
gutters falling off, damage to rafters, and roof dipping.
Robert Talley's recommendation: 30 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.

Robert Talley's recommendation for the property owner to demolish the

M. 236 NE 6TH, City of Paris, Block 35, Lot 22
Owner: Jack T Tharp, 608 Pine Bluff Paris, TX 75460
Robert Talley talked to Mr. Tharp. Mr. Tharp is in his 80's and asked for 60 days
to demo the structure.
Robert stated that the roof is collapsing, deterioration of roofs, deterioration and
missing wood, foundation sinking and buckling.
Robert Talley's recommendation: 60 days to demolish if not the City has the right
to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Wendell Moore to follow
Robert Talley's recommendation for the property owner to demolish the
property in 60 days, if not the City has the right to demolish and apply a
$1000 per day civil penalty to the property. Motion carried unanimously. 6 -0
4. Discuss procedures concerning issuance of building permits on condemned
structures.
(1) Example: 47 NW 9th and 933 Connor. They had 30 days demo order put
on them. The owner came in and wanted permits to repair the structures and
Robert Talley let them pull the permits. After the permits were done the owner
didn't repair the properties correctly and we had to pull the permits and place a
stop work order on the properties. Do you want the structure to come back to BSC
or do you want Robert to handle the releasing and issuing permits? After much
discussion it was the majority that Robert Talley bring the properties back to BSC
and that this should be taken to the City Council for clear guidelines so the
Commission will have a consistent procedure.
(2) There always needs to be an updated Code Enforcement property list
attached to the BSC packets.
