MARCH 5, 2001
The Planning and Zoning Commission met Monday, March 5, 2001 at 5:30 at Paris Junior College,
Applied Technology Building, Rm. 1016, 2400 Clarksville Street, Paris, Texas with the following
members present:
1. Marshall Kent
2. Vincent Battles
3. Bill Coleman
4. Curtis Fendley
5. Bobby L. Myers
6. Eddie Vincent
Steve Methven, the building official was also present.
The meeting was called to order by Marshall Kent.
1. The minutes from the February 5, 2001, regular planning and zoning meeting were
approved with a motion by Curtis Fendley seconded by Bobby Myers. Motion carried by a
vote of 6 ayes and 0 nays.
2. Public Hearing to consider the petition of Max Killingsworth, Jr. for a change in zoning
from a One - Family Dwelling District No. 2 (SF -2), to a Multiple- Family Dwelling
District No. 2 (MF -2), Lot 4, City Block 257 -A, being number 2354 E. Cherry.
The public hearing was declared open.
Max Killingsworth, 2625 Spur 139, spoke in favor of the petition stating that there are 4 or
5 duplexes in the area and he would like to build 2 duplexes on this property. He, also, stated
that there would be plenty of parking for the structures.
Ms. Theda Moore, 2308 E. Cherry, did not oppose the petition but wanted to know what kind
of materials would be used in the construction and if the tax value of her home would
increase.
Mr. Killingsworth stated that the construction would be brick veneer and he does not know
if his project would increase her taxes.
There was no opposition, the public hearing was declared closed.
3. Consideration of and action on the petition of Max Killingsworth, Jr. for a change in
zoning from a One - Family Dwelling District No. 2 (SF -2), to a Multiple - Family
Dwelling District No. 2 (MF -2), Lot 4, City Block 257 -A, being number 2354 E.
Cherry.
Motion was made to approve by Curtis Fendley and seconded by Eddie Vincent. Motion
carried by a vote of 6 ayes and 0 nays.
4. Public Hearing to consider the petition of Eric Clifford for a change in zoning from an
Agricultural District (A) to a Commercial District (C), Lot 1, City Block 313, being the
4700 Block of Lamar.
The public hearing was declared open.
Eric Clifford, 2765 NE Loop 286, representing Mr. Richard Weems of Reno Paint and Body
Shop, spoke in favor of the petition. Mr. Weems has outgrown his Reno location and is
unable to expand his business. He would like to build a new shop in Paris that will
accommodate his needs.
There was no opposition, the public hearing was declared closed.
5. Consideration of and action on the petition of Eric Clifford for a change in zoning from
an Agricultural District (A) to a Commercial District (C), Lot 1, City Block 313, being
the 4700 Block of Lamar.
Motion was made to approve by Eddie Vincent and seconded by Bobby Myers. Motion
carried by a vote of 6 ayes and 0 nays.
6. Public Hearing to consider the petition of Tammie Green for a change in zoning from
a Tivo- Family Dwelling District (2F), to a One - Family Dwelling District No. 3 (SF -3)
With Specific Use Permit (39) Mobile Homes, Lot 10A, City Block 75, being number
408 E. Provine.
The public hearing was declared open.
Tammie Green, 300 NE Loop 286, agent for Ms. Wilma Crain, spoke in favor of the petition
stating that Ms. Crain would like to put in a manufactured home at 408 E. Provine. Ms.
Crain owns the property on E. Provine and lives a dilapidated structure that she would like
to have torn down and replaced by a manufactured home.
A letter from Mr. George Boone was received and read stating opposition to the petition for
a manufactured home on the property.
There was no further opposition, the public hearing was declared closed.
7. Consideration of and action on the petition of Tammie Green for a change in zoning
from a Two - Family Dwelling District (2F), to a One - Family Dwelling District No. 3 (SF-
3) With Specific Use Permit (39) Mobile Homes, Lot 10A, City Block 75, being number
408 E. Provine.
Motion was made to approve by Bobby Myers and seconded by Eddie Vincent. Motion
carried by a vote of 5 ayes and 1 nay.
8. Consideration of and action on the recommendation of the Amended Preliminary Plat,
Lot 18, City Block 501, Amherst Court.
Motion was made to approve by Curtis Fendley and seconded by Bill Coleman, subject to
the Interim City Engineer's Memo dated March 1, 2001. Motion carried by a vote of 6 ayes
and 0 nays.
Meeting adjourned at 6:00.

5, 2001. IT SHOULD BE DULY NOTED THAT I AM ADAMANTLY
OPPOSED TO ANY ZONE CHANGES THAT COULD SIGNIFICANTLY
REDUCE PROPERTY VALUES AND CURB APPEAL. THIS PROPERTY
IS IN CLOSE PROXIMITY TO.A NEARBY HISTORICAL LANDMARK
THE DOWNTOWN SHOPPING PLAZA AREA AND SHOULD BE OF SOME
CONCERN TO THE PRESERVATIONIST OR THE PARIS JAYCEES. IN-
ADDITION I SUBMIT THE.FOLLOWING OBJECTIONS:
A. INCONSISTENCY WITH ORIGINAL CITY PLANS
B. NEGATIVE CITY IMAGE (MOBILE HOMES)
C. SUBSTANTIAL_REDUCT.ION OF -MARKETABILITY AND VALUE
D. CLOSE PROXIMITY TO MUNICIPAL BUILDINGS
E. INCREASED CRIME'RATE POTENTUAL
UNFORTUNATELY, I AM CURRENTLY RESIDING IN LOS ANGELES
CALIFORNIA UNABLE TO ATTEND THE MEETING. HOWEVER, I AM
FULLY CONFIDENT THAT THE COMMUNITY LEADERS AND CITY OFF-
ICIALS WILL MAKE A PRUDENT DECISION CONCERNING THIS
MATTER AND INSURE THE LONG STANDING TRADITION OF QUALITY,
PRIDE; AND DIGNITY WITHIN THE CITY LIMITS. THANK YOU.
