Item No. 22 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: TAP GRANT <br />DATE: Februaryl6, 2015 <br />BACKGROUND: TXDOT has announced a new Transportation Alternatives Program (TAP) <br />Supplement grant. The program will emphasize bicycle and pedestrian facilities, and we think <br />the Trail de Paris would be an ideal funding candidate. There is a 20% local match for <br />construction; however, because Lamar County is considered a "disadvantaged" county, we <br />would receive a 51 % discount off this match. <br />STATUS OF ISSUE: Our specific proposal is to complete the Trail de Paris west to the city <br />limit, including a connection to the West Paris Trail that should be under way next winter. Other <br />options could include new connections from the existing trail into specific areas of the city, such <br />as downtown. Earl Erickson and Mike Donnan will attend the council meeting Monday night to <br />make a presentation. They are participating in TXDOT's regional workshops and will have <br />more details to present. <br />BUDGET: Actual project costs, if a grant is awarded, would need to be budgeted in future years. <br />RECOMMENDATION: Provide direction to staff regarding a May grant application submittal. <br />
