22 - TAP GRANTItem No. 22 memorandum TO: Mayor & City Council FROM: John Godwin, City Manager SUBJECT: TAP GRANT DATE: Februaryl6, 2015 BACKGROUND: TXDOT has announced a new Transportation Alternatives Program (TAP) Supplement grant. The program will emphasize bicycle and pedestrian facilities, and we think the Trail de Paris would be an ideal funding candidate. There is a 20% local match for construction; however, because Lamar County is considered a "disadvantaged" county, we would receive a 51 % discount off this match. STATUS OF ISSUE: Our specific proposal is to complete the Trail de Paris west to the city limit, including a connection to the West Paris Trail that should be under way next winter. Other options could include new connections from the existing trail into specific areas of the city, such as downtown. Earl Erickson and Mike Donnan will attend the council meeting Monday night to make a presentation. They are participating in TXDOT's regional workshops and will have more details to present. BUDGET: Actual project costs, if a grant is awarded, would need to be budgeted in future years. RECOMMENDATION: Provide direction to staff regarding a May grant application submittal. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING A REQUEST TO THE TEXAS DEPARTMENT OF TRANSPORTATION ( TXDOT) TRANSPORTATION ALTERNATIVES PROGRAM (TAP), FOR FUNDING TO COMPLETE THE TRAIL DE PARIS WEST TO THE CITY LIMIT, INCLUDING A CONNECTION TO THE WEST PARIS TRAIL; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Paris, Texas, hereinafter referred to as ( "CITY "), intends to make certain improvements to the Trail de Paris west to the city limit, including a connection to the West Paris Trail that should be under way next winter; and WHEREAS, on February 23, 2015, the City Council of the City of Paris, Texas approved submitting a project nomination form to Texas Department of Transportation for funding through the Transportation Alternatives Program (TAP) to complete the Trail de Paris; and WHEREAS, the program will emphasize bicycle and pedestrian facilities, and we think the Trail de Paris would be an ideal funding candidate. There is a 20% local match for construction; however, because Lamar County is considered a "disadvantaged "county, we would receive a 51% discount off this match. WHEREAS, other options could include new connections from the existing trail into specific areas of the city, such as downtown; and WHEREAS, The City of Paris supports funding this project as described in the TAP 2015 Nomination Form (including construction budget, the department's 15% administrative costs, and the required local match) and is willing to commit to the project's development, implementation, construction, maintenance, management, and financing. The City of Paris is willing and able to enter into an agreement with the department by resolution or ordinance should the project receive TAP funding. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That if TXDOT approves funding through the Transportation Alternatives Program (TAP) the City will provide at least 15% in administrative costs and 20% local match for construction. Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, all applications, contracts and agreements with the Texas Department of Transportation and such other parties as shall be necessary and appropriate for the implementation Transportation Alternatives Program to fund the completion of the Trail de Paris west to the city limit. Section 4. That the City Engineer, be, and he is hereby, appointed as Project Director and is hereby authorized and directed to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. Section S. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for the City of Paris continuing participation in the TXDOT TAP Funding Project. Section 6. That this resolution shall be effective from and after its date of passage. PASSED AND APPROVED this 23rd day of February, 2015.
