SUBJECT: PRIVATE TAX RE -SALES
DATE: March 2, 2015
BACKGROUND: Through a previously unused provision of state law, The Pounders Law Firm
has arranged for the private sale of ten tax delinquent properties that failed to get bids during
previous public tax sales.
STATUS OF ISSUE: The ten trustee tax properties will be sold to three individuals. One tract
will go to Abner Glover for $225, three tracts to Keyon Mitchell for $675, and six tracts to James
Price for $1,800. This sale will move ten properties from the city's care to private maintenance,
and at the same time place them back on tax rolls.
BUDGET: The city will receive unbudgeted revenue of $2,700.
RECOMMENDATION: Approve the three attached resolutions authorizing the sales.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, APPROVING THE PRIVATE RE -SALE OF ONE TRACT OF
TRUSTEE TAX PROPERTY (EAST PARK ADDITION, BLOCK C, LOT
2) TO MR. ABNER GLOVER FOR $225.00, AUTHORIZING THE
MAYOR TO EXECUTE DEEDS; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, 65 tracts of real property (the "Trustee Properties ") were bid off to the City
of Paris as Trustee for itself, Lamar County, Paris ISD and Paris Junior College at a public tax
sale conducted on January 6, 2015; and
WHEREAS, Texas Property Tax Code Section 34.05(1) provides that the Trustee
Properties may be sold by private sale in lieu of a public sale under Texas Property Tax Code
Section 34.05(c) & (d) with the approval of all taxing units entitled to receive proceeds from the
sale, being the City of Paris, Lamar County, Paris ISD and Paris Junior College; and
WHEREAS, Private offers to purchase one of the Trustee Properties have been received
by the City of Paris (the "Private Sale ");
NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the City Council of
Paris, Texas, that:
Section 1. The offer of Mr. Abner Glover to purchase the following tract of real property
for $225.00 is accepted and the Private Sale is hereby approved:
• LCAD #11020: East Park Addition, Block C, Lot 2
Section 2. Subject to the Private Sale also being approved by Lamar County, Paris ISD
and Paris Junior College, the Mayor is hereby authorized to execute a tax deed conveying the
Re -Sale Properties to the Purchaser or designee.
Section 3. The proceeds of the Private Sale shall be distributed in accordance with the
Texas Property Tax Code and the orders of the District Courts of Lamar County, Texas.

$675.00, AND AUTHORIZING THE MAYOR TO EXECUTE DEEDS;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND DECLARING AN EFFECTIVE DATE.

Junior College, the Mayor is hereby authorized to execute a tax deed conveying the Re -Sale Properties to
the Purchaser or designee.
