PLANNING AND ZONING COMMISSION

1. The meeting of the Planning and Zoning Commission on Monday, February 2, 2015, was
called to order at 5:3Op. m. by Holland Harper, Chairman.
A. The following members were present: Holland Harper, Jerry Akers, John Lee,
Barney Bray, James Price, Mike Folmar and Billy Trenado
B. Also present were Shawn Napier, Director of Engineering, Planning and
Development; Joey Sleeper, Building Official; Sue Lancaster, City Council; and
Ashley Fendley, Secretary for the Planning and Zoning Commission.
2. Approval of minutes from previous meetings. (January 5, 2015)
Motion was made by James Price, seconded by John Lee to approve minutes for the
January 5, 2015 meeting. Motion carried 7 -0.
Motion was made by John Lee, seconded by James Price to recuse Mike Folmar.
3. Public hearing and consideration of and action on the petition of Paris Church of Christ
for a change in zoning from a Planned Development District (PD -a) which is a retail
shopping center in the Planned Development Zoning District to General Retail District
(GR) on Lot 1, Block A, of the Paris Church of Christ Addition CB 296, being located at
3175 Lamar Avenue.
Public hearing was declared open.
A. One individual spoke in favor of the petition.
Harry Kelley, Pine Mill Road Paris, Texas, spoke in favor of the petition. Mr.
Kelley stated he was seeking approval on the zoning change to extend the building
to have more room.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Barney Bray, seconded by James Price to approve the petition.
Motion carried 6 -0.
Motion was made by James Price, seconded by Jerry Akers for Mike Folmar to return.
4. Public hearing and consideration of and action on the petition of Mike and Stephanie Hall
for a change in zoning from a One - Family Dwelling District No. 2 (SF -2) to One - Family
Dwelling District No. 3 (SF -3) with a Specific Use Permit (39- Mobile Home) on Lot 1,
Block A, of the Hall Addition CB 154, being located at 1190 SW 19th Street. (It was
announced to the commission 1190 SW 6th Street was a typo was made on the agenda)
The Planning and Zoning Commission discussed the issues regarding mobile homes in the
City of Paris. The Commission wants to move forward with putting a board together to
work on the mobile home section of the zoning ordinance.
Public hearing was declared open.
A. The following individuals spoke in favor of the petition.
Brandon Chaney, 722 S.E. 19th Street Paris, Texas, spoke in favor of the petition.
Mr. Chaney stated the Halls are seeking approval on the zoning change to place a
mobile home on their property to live in. Mr. Chaney further stated the location to
place the home will not be visible seen from the road.
Stephanie Hall, 3404 Bonham Street Paris, Texas, spoke in favor of the petition.
Mrs. Hall stated they have already purchased the mobile home and are hoping the
board would consider the circumstances.
Don Howell, 115 Airport Road Paris, Texas, spoke in favor of the petition. Mr.
Howell stated he believes that Mr. and Mrs. Hall shouldn't be punished because the
mobile home section of the zoning ordinance isn't where the commission would
like it to be.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Barney Bray, seconded by John Lee to approve the petition. Motion
carried 4 -3, with Billy Trenado, Mike Folmar and James Price in opposition.
5. Public hearing and consideration of and action on the petition of Paris Lakes Medical
Center, LLC for a change in zoning from Agricultural District (A) and a One - Family
Dwelling District No. 2 (SF -2) to a Planned Development District (PD -h) which is a
combination of any of the developments listed in a to g in the Planned Development Zoning
District on A524 JLeach Survey, Tract 19, being located at 2675 SE 41" Street.
Shawn Napier stated the petition has been withdrawn.
6 Consideration of and action on the Preliminary Plat of Lot 1, Block A, Winn Addition
222B, located at 130 N.E. 25th Street.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
Billy Trenado, seconded by Jerry Akers to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 7 -0.
7. Consideration of and action on the Final Plat of Lot 1, Block A, Winn Addition 222B,
located at 130 N.E. 25th Street.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Mike
Folmar, seconded by John Lee to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 7 -0.
8. Discussion regarding a draft ordinance prohibiting storage, mini storage, and /or
warehousing of products and /or material in any buildings not related to the function,
service, and /or use of any buildings in the Central Area Zoning District (CA).
Joey Sleeper, Building Official reviewed the ordinance prohibiting storage in the Central
Area Zoning District (CA) with the commissioners. The Planning and Zoning Commission
believes that the ordinance needs work and wants it placed back on the next regular
schedule meeting.
9. Meeting adjourned at 6:15 p.m.
