1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:07 P.M.
Roll was called.

2. Approval of minutes from previous meetings. (January 20, 2015)
Motion was made by Ben Vaughan and seconded by Sally McEwin to approve the
minutes for January 20, 2015 meeting.
Motion carried unanimously. 4 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":

Robert Talley stated the structure has roof damage, limbs on top of the house,
hole in the roof, damage to eaves, there's junk, rubbish, brush and limbs on the
entire property, the under pinning is separating, there's foundation damage,
broken windows and the shed in the back is dilapidated also. No one is living in
the house. Robert talked to the daughter who lives next door and she verified that
no one is living in the house and that water from rain is leaking into the house.
Pamlea Babbitt asked to fix the property so her son could live in it. She stated
that the property has been vacant for about one year. Johnny Norris asked her
what time frame she could get the property up to code and she stated 60 -90 days.
She stated that she was going to focus on the underpinning and roof. Ben
Vaughan explained to Mrs. Babbitt that she should get contractor estimates. Mrs.
Babbitt explained that her and her husband both worked in construction and she
has a friend to help with the roof. Mr. Vaughan asked if the plumbing, heat and
electricity have any problems and Mrs. Babbitt said no. Robert Talley explained
that since the property has no utilities that the property will have to pass city
inspection before utilities can be restored. Sally McEwin asked if the Commission
gave Mrs. Babbitt 30 days to start on repairs if Robert could bring the property
back to Building and Standards Commission and Robert answered yes. Ben
Vaughan explained to Mrs. Babbitt that this structure needs extensive repairs and
he concern for Mrs. Babbitt is that she needs to get accurate bids because if she
spends money and doesn't bring the structure up to code that is money she will
lose. Johnny Norris stated the if given the 90 days to repair the commission needs
to see significant improvements.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Ben Vaughan, seconded by Sally McEwin to allow
Pamlea Babbitt 90 days to repair the property structure. Motion carried
unanimously. 4 -0
B. 845 Graham, City of Paris, Block 45, Lot 1

Robert Talley spoke to Kelly Stern and Mrs. Stern who is the daughter of Mrs.
Bolin. Mrs. Stern stated the will has not been probated and that they have no
intentions to get it probated.
Robert Talley stated that the structure has roof damage and deterioration,
electricity is pulled loose from the house, the roof around the chimney is
deteriorated, shingles are bowing, unsecure, doors open, the inside of the house
shows a hole through the ceiling to the second floor, missing windows, floor has
dropped and pulled away from the wall, and there is water damage.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
There was discussion on the Historic Preservation Commission's release of the
property, the daughter and son's responsibilities, and if the structure needs to be
secured.
Motion was made by Sally McEwin, seconded by Ben Vaughan to accept
Robert Talley's recommendation. Motion carried unanimously. 4 -0

Robert Talley showed the commission pictures of a shop which has sheet metal
on the ground, holes in the roof, metal in bad shape, wood deteriorating, and
building unsecure.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Discussion about notification of owners, what the building is used for, if there
was has been any history of this building, and the process of notification of
owners. If a person responds and asks for extension or to repair the property the
structure can always be brought back to the commission.

Robert Talley's recommendation. Motion carried unanimously. 4 -0

Robert Talley stated that the main structure on this property was tore down
several years ago. There are holes in the roof, deterioration of wood, sheet metal
missing, and junk and rubbish on property.

Robert Talley stated this property has been brought before the Building and
Standard Commission twice before and the property owner does just enough to
get off the list but never finishes the repairs. The property was bought in a
Sheriff's sale. The property has deterioration of the eaves and roof, it is boarded
up still, water damage, mold, elements are getting into the house, holes in the roof
on the shed, barn in the back is collapsing, the add on to the house has a tree that
has fallen on it, holes in the roof, unsecure and the City has had several
complaints on the property. The brother in law lives next door and Robert tried to
make contract but he went in the house and there were dogs on the property. If we
have the structure demolished the dogs will be removed for safety purposes and
then returned.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that the roof and foundation is deteriorating, broken boards,
rotting, rails bowing, unsecure, windows broke, foundation bowing, one portion
of house leaning outwards.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that he has talked to Janice Neal in the past and she asked for
an extension and never finished the work or called him. The structure has
damaged eaves, power line hanging, missing siding, foundation damage, limbs
have fallen on the roof, brush in the yard and deterioration of wood. Johnny
Norris asked how we found this structure and Robert Talley stated a neighbor
turned it in.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that the roof line and foundation have deterioration and
rotting, unsecure, missing windows, sinking into ground, inside the bricks are
separating, holes in the ceiling, hole in roof, shed deteriorating and rotting about
to fall over.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley spoke to Jordan and his father Stacy. They want 90 days to repair
the structure.
Robert Talley stated that there are holes in the roof, broken windows; porch is
missing flooring, roof covering peeling, and foundation damage. The property
wasn't turned in by neighbors but was a drive by. Discussion of minimum
standard required repairing and Robert Talley explained that it's case by case and
that each property has to pass inspection by the City to have utilities restored but
there is not written criteria.
Robert Talley's recommendation: 90 days to repair if not the property will
be brought back to the Building and Standard Commission.
Motion was made by Chad Lindsey, seconded by Ben Vaughan to allow
Jordan Cunningham 90 days to repair the property structure with 10 days to
secure the property. Motion carried unanimously. 4 -0

Robert Talley stated the underpinning is falling off, there's rotting and
deterioration of the eaves, the front portion of the roof is falling forward, sinking
into the ground, rotting and deterioration of the siding, holes in the eaves, junk
and rubbish, unsecure, and foundation damage.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated he talked to lawyer and he stated that the owner died and the
wife has fled the country due to tax evasion charges. The SCC is investigating.
Chad Lindsey asked for a little history on the structure and Robert Talley stated
that the property has had 3 -4 owners in the last 5 years. Three banks and at least
two LLC's have owned the property. The last owner had finished the first phase
of the project then the Federal Government shut it done for tax evasion. The
Building and Standard Commission's past orders on the property were to secure
the property. There is no structural damage at this time. The City will end up
securing the property. The Commission discussed the cost of demolition of the
property in the future.
Robert Talley's recommendation: 10 days to secure the property.
Motion was made by Ben Vaughan, seconded by Chad Lindsey to accept
Robert Talley recommendation. Motion carried unanimously. 4 -0
4. Code Enforcement Update
Six structures were demolished in January 2015.
Seven structures were condemned in January 2015.
The full report of Demolition is attached. The commission discussed priority of
properties.

6. Adjournment
Motion was made by Ben Vaughan, seconded by Chad Lindsey to adjourn
the meeting at 4:08pm. Motion carried unanimously. 4 -0
