Minutes of Meeting
June 29, 1986
7:30 P.M.
The meeting was called to order by Dr. Bob Schneider at 7 :40 P.M.
Those present included:

Item 1. This carryover discussion was for a review of E.M.S. time averages
spent on critical care and cardiac responses. I't was reported by
E.M.S. representatives that due to circumstances beyond our control
the information was not yet available. Regular calls for such
would continue to be sent for review and data compilation would
be soon forthcoming.
Item 2. Do Not Resusitate (DNR) orders for the terminal patient was
again discussed. At the May 16, 1936 meeting, each entitity
was to review the legalities with respective attorneys and
other staff. It was reported this meeting that there were no
objections to the plan as outlined.
Plans were made to formalize the program and continue the
activation process. It was approved that the plan would be
presented to each Hospitals physician staff and then to the
Lamar /Delta Medical Society for formal approval.
This was to be carried out as follows:
(1) A presentation committee consisting of Dr. Bob Schneider,
Gene Gandy, and Bill Woodruff would meet Thursday, July
31, 1986, 7:30 P.M. at Dr. Schneiders residence to
finalize a presentation package /program explaining D.N.R.
and mechanisms of use.
(_2) Dr. Burt Strom would present the plan to the L.P. McCuistion
staff August 12, 1986 at 6:00 P.M. their regular meeting.
(.3).Dr. Bill Woodruff would present the plan to St. Joseph staff
at their regular meeting August 19, 1986, 6:00 P.M.
(4) Steve Burgin E.M.S., will explain the plan to the County
Judge and Attorney and also keep the City Manager and
Attorney briefed.
(5) On September Z, 1986 the presentation committee will present
the plan to the Lamar /Delta Medical Society and ask for
adoption.
Item 3. Gene Gandy requested a discussion of out of jurisdiction E.M.S.
involvment, either on duty or in an off -duty mode, for the
next meeting.
Item 4. The next meeting date for this Advisory group was set for
September 25, 7:30 P.M., Chamber of Commerce.
Item 5. Meeting was adjourned 3:45 P.M.

MEMORANDUM
TO: Medical Review Board

SUBJECT: Cardiac Arrest Calls
The City of Paris EMS has responded to seventy eight full
arrest calls since April 1, 1985 until September 1, 1986.
Of these seventy eight patients thirteen made it to ICU,
four of these patients were released from hospital and
went home. .. -.
Eleven of the thirteen patients who went to ICJ had CPR in
progress when advanced life support ambulance arrived on
scene. ALS Ambulance arrived-on scene within four minutes
for other two patients. All patients that were transferred
to ICU had ALS unit on scene with —in nine minutes.
Average on scene time for all seventy eight calls was 22.3
minutes,longest time on scene was 43 minutes (this patient
went to ICU). Shortest time on scene was 8 minutes, also
went to ICU.
There will be a comparison study ready for your review at
the next meeting.

MINUTES:
EMERGENCY MEDICAL SERVICE
ADVISORY BOARD MEETING
July 30, 1987
This meeting convened at 7:00 P.M. with the following members present:
Dr. Bob Schneider Gene Gandy Steve Burgin
Dr. Burt Strom Dr. Bill Woodruff Anthony Daigle

Item I, critical care was opened for discussion by chairman Dr. Bob
Schneider. A short discussion on the appreatness of cases reviewed
was held. All physicians agreed that care levels were high, that times
on the scene were good and that they had no problems requiring
discussion. Mr. Daigle, administrator of L.P. McCuistion presented
two possible problems, stating one, that he had Emergency Room Staff
saying patient families were often heard complaining of poor response
arrival times. Also that he had heard of one case in particular, the
near drowning at Spencers, where it was allegedly ten minutes from
call to E.M.S. arrival.
To review such cases, it was agreed to specifically review tape
recordings of the Spencer incident and then random recordings of
other calls. A report would then be forwarded to the committee for
review.
Item 2, It was stated by Mr. Daigle that McCuistion staff wanted copies
of run sheets placed in the patient file. After discussion, it was agreed
to begin such practice again at both hospitals.
Item 3, Service complaints were discussed, which was again stated,
comming to Emergency Room Staff after E.M.S. left, etc. Burgin -
suggested that a form be provided, placed in both Emergency Rooms, and
given to persons wishing to make a report, and forward to E.M.S.. This
was accepted.

Item 4, The new protocol was issued to those attending, format explained,
and only small discussion was held.
Item 5, Gene Gandy opened discussion on trauma airway management,
explaining a need for clarification and unity on the use of endotracheal
intubation versus esophaegeal airway insertion. It was explained that
most areas are accepting use of the E.T. Tube as proper, that written
subject matter recommends such procedure and that it was felt to be
appropriate.
After agreement by E.M.S. Medical Advisors, Doctors Woodruff and Strom;
Dr. Bob Schneider stated that the technique would be documented and
presented to the medical society for total physician approval and then
entered into protocol. This was accepted.
There being no further business, the meeting adjourned.
