00 - AGENDACITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, April 13, 2015. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. a. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. b. Proclamation declaring the month of April as "Operation Wildcat Pride" month. C. Proclamation declaring the month of April as "Project P.R.I.D.E." month. d. Proclamation recognizing Margie Bell for her outstanding achievements and contributions to the community. Proclamation recognizing Jackie Alsobrook for her outstanding achievements and contributions to the community. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting on March 23, 2015. 6. Receive reports and/or minutes from the following boards, commissions, and committees: a. Planning & Zoning Commission (1 -5 -2015 & 3 -2 -2015) b. Paris Public Library Advisory Board (2 -18 -2015) c. Paris Convention & Visitors Council (1 -29 -2015) d. Board of Adjustment (8 -4 -2014) e. Airport Advisory Board (11 -20 -2014 & 1 -15 -2015) 7. Approve a Resolution declaring the month of April as Fair Housing Month. Award a bid to the highest bidder for the sale of scrap meters, brass, copper and miscellaneous scrap metal. 9. Approve the Final Plat of Lot 1, Block A, Offutt Properties, LLC Addition No. 2 CB 94, located at 805 North Main Street. 10. Approve the Final Plat of Lot 1, Block A, Fuller Addition CB 232, located at 1360 West Campbell Street. 11. Approve the Final Plat of Lot 1, Block A, Cleta Hicks Addition CB 87, located at 817 West Campbell Street. 12. Approve the Final Plat of Lot 1, Block A, Moore Addition CB 175 -A, located at 1107 Grove Street. 13. Approve the Final Plat of Lot 1, Block A, Chapman Addition CB 227 -A, located at 1846 East Booth Street. 14. Approve the Final Plat of Lot 1, Block A, Kammer 197 Addition, located at 1728 Maple Avenue. 15. Approve an Ordinance Amending Section 19 -16 "Definitions" and 19 -20 "Notice," of Chapter 19, Article II, "Junked Vehicles," of the Code of Ordinances providing that the definition of a junked vehicle be changed pursuant to Section 683.071 and 683.0711 of the Transportation Code and provide for clarification that the notice provisions in Section 19 -20 apply only to abatement of junked vehicle nuisances. Regular Agenda 16. Conduct a public hearing, discuss and act on an Ordinance establishing, extending and re- designating a Reinvestment Zone encompassing approximately 237 acres identified as the Kimberly -Clark Plant property at Loop 286 and FM 137, City of Paris, Lamar County, Texas. 17. Discuss Trail de Paris reconstruction and provide direction to staff. 18. Convene into Executive Session pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and /or on matters in which the duty of an attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, clearly conflict with this chapter, as follows: • JS Baking, LLC (Skinner Bakery) Agreements; • Board of Adjustment, Appeal Process, Composition, Policies & Procedures; • Ben Glick, d /b /a Tri -State Iron & Metal's Appeal /claim 19. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 20. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004 -081. 21. Adjournment.
