06 - RECEIVE REPORTS/MINUTES FROM VARIOUS BOARDS, COMMISSIONS, AND COMMITTEESItem No. 6 Minutes Traffic Commission City of Paris The Traffic Commission met on Tuesday March 03, 2015 at 5:15 P.M. in the Municipal Courtroom with the following members present: 1. Susan Hamby 2, Barry Shiver 3. Ken Kohis 4. Bill Sanders The city staff was represented by Asst. Chief Randy Tuttle. Chairman Barry Shiver called the meeting to order at 5:16pm. A quorum was established with four members present. Mr. Shiver then moved to item #2 regarding the approval of minutes from the February 03, 2015 meeting. A motion was made by Ms. Hamby and second by Mr. Kohls to approve minutes of the meeting. Motion carried 4 -0. Mr. Shiver moved to item #3 regarding the discussion and possible action concerning removal of no parking zone in 300 block Clarksville and adding parallel parking. Mr. Tuttle informed members that City Engineer requested the no parking zone be removed and parallel parking added to the north side of 300 Clarksville from intersection of 3rd SE approximately 360' east to the drive of First Methodist Church. A map was shown to members showing the proposed change. After discussion Ms. Hamby made a motion to remove no parking zone and add parallel parking on north side of 300 Clarksville as proposed. Mr. Kohls second the motion and it passed 3 -1 with Mr. Sanders voting no. Mr. Shiver moved to item #4 regarding the discussion and possible action concerning construction of sidewalk on N. Main St. from Catfish King to Johnson - Burks Supply. Mr. Tuttle informed members that the city has received citizen complaint from individuals using mobility devices. Mr. Tuttle stated the ground in this area was soft causing the mobility devices to get stuck in the dirt. Mr. Tuttle requested members approve a request to send a letter to TXDOT requesting them to build a sidewalk from Catfish King approximately 150' south to the Johnson -Burks Supply. After discussion Ms. Hamby made a motion to send a letter to TXDOT requesting they build a sidewalk in the area mentioned. No other members second the motion and it failed. Mr. Shiver then moved to item #5 regarding discussion and possible action concerning placing four way stop signs at 31 St SE & Clark Lane. Mr. Tuttle informed members that the City Manager had received a citizen request to place a four way stop sign at 31St SE & Clark Lane. Mr. Tuttle informed members that there had been no accidents at this intersection since 2011. Mr. Kohls stated he had visited residents in the area and none had any complaints. After discussion Mr. Shiver asked for a motion and none was made. Issue failed for lack of motion. Mr. Shiver then moved to item #6 regarding old business. Mr. Tuttle informed members that he had received a letter from TXDOT in response to the request for a traffic study at Paris Towne Center made at the December 02, 2014 meeting. Mr. Tuttle read the letter which informed members TXDOT recommended restricting left turn access into and out of Paris Towne Center at the main entrance /exit on Lamar which would be done in conjunction with the removal of crossover in 5000 block SE Loop 286 as requested by City Council in resolution 2014 -037. There was no other old business. Mr. Shiver then moved to item #7 regarding future agenda items. There were none Mr. Shiver then moved to adjourn the meeting at 5:39pm. A motion was made by Ms. Hamby and second by Mr. Kohls with motion carrying 4 -0. Chairpersor Dater c4 lee r - Paris Public Library Advisory Board Meeting Minutes March 25, 2015 Opening: The regular meeting of the Paris Public Library Advisory Board was called to order at 4:10 p.m. Present: Board members present were Fran Neeley, Connie Dodd, Mike Pendleton, Rebecca Umphrey, Ann Norment, director Priscilla McAnally, and council liaison A. J. Hashmi. Absent were Denise Kornegay and Carol James. Approval of Minutes The minutes of the previous meeting were unanimously approved as presented. I. New Business: A. Circulation Policy Revisions: The minimum patron age for a library card will be five years old starting March 26, 2015. Prior to this there had not been an age limit on patron cards. B. Membership in the Texas Library Association for the library advisory board has been tabled until it can be determined exactly what the benefits would for the board to join. II. Old Business: III. Presentations: A. No unusual expenditures for February. B. Statistical Report. Both circulation and visits were higher than last year. Circulation increased 1.63 %, and visits increased by 7.65 %. IV. Friends of the Library: V. Director's Remarks: Shifting of the non - fiction collection to make room for the biographies has been completed, and the biographies moved. This has opened up shelf space for the large print books to be moved around creating room and easier access to the books. Some weeding in the juvenile fiction has been completed, and weeding in the mystery section has been started. Johnny Norris called the Building and Standards Commission Meeting to order at 3:03 P.M. Roll was called. A. The following members were present: Johnny Norris Chad Lindsey Wendell Moore Ben Vaughan B. Staff present: Robert Talley Audra Lane Dale Maberry Stephanie Harris C. Others present: David Ball — property owner Donna McCaig — property owner 2. Approval of minutes from previous meetings. (February 16, 2015) Motion was made by Wendell Moore and seconded by Chad Lindsey to approve the minutes for February 16, 2015 meeting. Motion carried unanimously. 4 -0 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and /or lien holder(s) of the below properties who have been given notice of a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ": Request made by Robert Talley to skip to 3. D. — 2142 Bonham 3. D. 2142 Bonham, City of Paris, Block 201, Lot 7 Owner: David Ball 1416 W Kaufman Paris, TX 75460 Back Taxes Owed: $21,278.75 David Ball and his sister Donna McCaig were present. Robert Talley stated that the structure was turned into him by the Police Department for criminal activity. The structure was unsecure. The roof above the laundry room is rotted out, there were people staying in the house, holes in the sheet rock and foundation damage. The front door had been kicked in. Mr. Talley stated that he drove by the structure and it has been cleaned up on the outside, there is a brush pile by the curb and the structure has been secured. There is also a large pile of junk and rubbish from the inside of the house stacked at the curb for pick up. Robert Talley's recommendation: 30 days to demolish if not the City has the right to demolish and apply a $1000 per day civil penalty. Donna McCaig, sister of the property owner spoke in regards to their plan to remodel the house and bring it up to code. She passed out a list of what they expected to get accomplished. She stated that the house had new locks on the doors and the junk from the inside had been removed. They plan on putting in new windows and cleaning up the debris from the 2013 ice storm. She asked for 30 -60 days to get 50% of the house complete. She understands the need to get the house completed as it is on a main road coming into town. Mr. Talley stated that he has driven by there and they have accomplished a lot. Ms. McCaig stated that they ripped up all of the old carpet to inspect the flooring and everything looks good except in a few places and the seal at the front door has to be replaced. Johnny Norris asked about the condition of the roof and Mr. Talley said other than over the laundry room the roof looked good. David Ball stated that the roof over the laundry room was a separate roof than the roof of the house and that there was a small leak that would be fixed. Mr. Norris informed Mr. Ball and Ms. McCaig that the commission could only give them 90 days and if they didn't show major improvements it would come back before BSC. Mr. Ball stated that he has tried to get a permit to do more than clean out all the junk and rubbish but was told he needed to wait until after the BSC's order on the house. Wendell Moore asked how long they expected it to take to be 100% complete and Mr. Ball and Ms. McCaig stated 6 months. They plan on completing the house and giving it to a family in need. Motion was made by Chad Lindsey, seconded by Wendell Moore to allow David Ball and Donna McCaig 60 days to repair the property structure to 50% completion. Motion carried unanimously. 4 -0 A. 816 NE 10th, Tudor Addition, Block 2, Lot 6B & 7N -10'8 Owner: Darrell Johnson 1440 6th SE Paris, TX 75460 Back Taxes Owed: $4057.19 No contact with owner Robert Talley stated that this structure was brought to his attention by the east side Code Enforcement Officer. It has broken windows, the front door has been kicked off and it is unsecure. The roof has about 6 different leaks with one funneling straight into the house. There is mold on the walls and holes in the floor. Robert Talley's recommendation: 30 days to demolish if not the City has the right to demolish and apply a $1000 per day civil penalty. Motion was made by Wendell Moore, seconded by Chad Lindsey to accept Robert Talley's recommendation. Motion carried unanimously. 4 -0 B. 1167 Grove St, City of Paris, Block 175 -A, Lot 7 Owner: John Robert & Clarice Holt 3150 Dogwood Ln Paris, TX 75460 -6437 Back Taxes Owed: $11,144.88 No contact with owner Robert Talley stated that the structure is boarded up but there is foundation damage and the roof at the rear of the house is slopped and collapsing. The siding is buckling and the underpinning is snapping off. The structure is sinking into the ground. Mr. Talley stated that he has brought other structures that the Holt's have owned before BSC and they have never completed any work. Robert Talley's recommendation: 30 days to demolish if not the City has the right to demolish and apply a $1000 per day civil penalty. Mr. Lindsey asked if there had been any contact with the owner and Mr. Talley stated that he has had no contact. Mr. Norris asked if the other structures have back taxes as well and Mr. Talley stated every one of them has back taxes. Motion was made by Chad Lindsey, seconded by Ben Vaughan to accept Robert Talley's recommendation. Motion carried unanimously. 4 -0 C. 1201 E Grove, City of Paris, Block 175 -A, Lot 3 Owner: John G Josepho Trustee of John Josepho Living Trust 300 Carlsbad Village Dr Suite 108A -389 Carlsbad, CA 92008 Back Taxes Owed: $466.15 No Contact with owner Robert Talley stated that he has spoken to the owner in the past regarding abating the property put had no contact in regards to the current notification. Mr. Talley stated the structure is boarded up but it is deteriorated and falling apart. There is deteriorated and missing wood. The roof is covered with debris, is starting to sag and the boards in the roof are starting to break off. The front porch has holes and the foundation is starting to sink. At the back of the house the underpinning is starting to pull off. Robert Talley's recommendation: 30 days to demolish if not the City has the right to demolish and apply a $1000 per day civil penalty. Johnny Norris asked if there were any services to the house and Mr. Talley stated that all services have been removed. Motion was made by Wendell Moore, seconded by Ben Vaughan to accept Robert Talley's recommendation. Motion carried unanimously. 4 -0 E. 1390 NE 16th, Lane Place, Block 2, Lot 15 Owner: Carlton Cooper PO Box 600762 Dallas, TX 75360 -0762 Back Taxes Owed: $766.37 Robert Talley stated that he has exchanged emails with the owner and he would like 90 days to repair this and the next structure on the agenda (317). Mr. Tally's pictures showed that the structure was unsecure, the tile on the ceiling is falling, there is mold and mildew on the sheet rock and the inside is in disrepair. Robert Talley's recommendation: 10 to 14 days to secure and 90 days to repair if not the City has the right to demolish and apply a $1000 per day civil penalty. Motion was made by Johnny Norris, seconded by Wendell Moore to accept Robert Talley's recommendation. Motion carried unanimously. 4 -0 F. 707 & 705 W Campbell, City of Paris, Block 87, Lot 11 Owner: Carlton & Niesje A Cooper PO Box 600762 Dallas, TX 75360 -0762 Back Taxes Owed: $11,461.57 Robert Talley stated that this structure was brought before the Commission in November 2014. The owner is asking for 90 days to repair. Mr. Talley stated that the structure has foundation damage, missing and deteriorated wood. At the back of the structure all of the siding has fallen off and has been replaced by mismatched plywood. The boards at the bottom of the structure are breaking and the inside has deterioration and rot. Robert Talley's recommendation: 30 days to demolish if not the City has the right to demolish and apply a $1000 per day civil penalty. Mr. Norris asked what the recommendation was in November and Mr. Talley stated that it was to demolish in 30 days and that the owner is asking for 18 to 20 months. Mr. Talley also stated that all services have been removed. Mr. Norris stated that he didn't think it would hurt to push it back 90 days and Mr. Talley agreed seeing that the structure is secured. However, Mr. Talley would like to see major progress at the end of the 90 days. Mr. Lindsey suggested 30 days to see progress and if nothing had been done to bring it back before BSC. Motion was made by Chad Lindsey, seconded by Wendell Moore to re- inspect in 30 days to note progress of repair. Motion carried unanimously. 4 -0 G. 909 Clement Rd, City of Paris, Block 276, Lot Pt of 1 Owner: Don A Ensey 1235 Mockingbird Paris, TX 75462 No Back Taxes Owed Robert Talley stated that he has talked to Don Ensey and he owns the land but not the structure. The structure is owned by Drew Crawford. Mr. Talley stated that he spoke with Mr. Crawford and he will secure the structure which was what Mr. Talley was requesting. Mr. Talley stated that in addition to the front and back doors being open the siding it starting to come off. He believes this is from someone pulling it off. The structure is starting to sink but Mr. Talley thinks that is from wet ground conditions not from rot. Stephanie Harris stated that she didn't think the structure needs a BSC order since the owner of the structure hasn't been properly notified. The item was pulled from the agenda. H. 613 Clement, City of Paris, Block 250, Lot 27 Owner: Brian Littlebear Villa PO Box 838 Paris, TX 75461 No contact with owner. No Back Taxes Owed Robert Talley stated that the roof is swaying and shows signs of deterioration. This structure appears to be a 12x20 storage building of some type. The window is crooked showing that the structure is starting to sink into the ground. There is foundation damage and it is unsecure with a rock holding the door closed. Robert Talley's recommendation: 30 days to demolish if not the City has the right to demolish and apply a $1000 per day civil penalty. Motion was made by Wendell Moore, seconded by Chad Lindsey to accept Robert Talley's recommendation. Motion carried unanimously. 4 -0 4. Code Enforcement Update Ten properties were brought before the Commission in February 2015. Five structures were demolished in February 2015. Johnny Norris asked the status of the houses that the truck driver owned. Mr. Talley stated that this was Charles Rudd and both of the structures have been demolished. Mrs. Harris stated that Mr. Rudd had appealed the order and an agreement was made that he had 90 days to get the structures up to code. He contacted Mrs. Harris and stated the he wouldn't be able to get the work done and that the structures could be demolished. Johnny Norris asked about the status of the Kammer building down town. Dale Maberry stated that it is going before the City Council to get money for the demolition and we are getting bids from companies to handle the demolition. Mr. Talley stated that they just found out that Mr. Kammer lost his appeal in court. Mr. Talley also stated that he spoke with the City Attorney and that there will be one more inspection before the building is demolished to ensure that no work has been done on the structure. Ben Vaughan asked about the debris pile left on 13th and Mr. Talley stated that it is gone. 5. Future agenda items. There is one vacancies left to fill on BSC and there is an application going before the City Council. Once that vacancy is filled a Vice - Chairman will be put into place. 6.
