SUBJECT: ABTPA GRANT APPLICATION FOR 2014

BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the
assistance of ABTPA, in September of 1994. Since that time, for 21 consecutive years, the City
of Paris has been approved in continuing with the Task Force under this grant. There are two
Paris police detectives assigned to the Task Force paid for by this grant. These officers are
allowed to investigate auto thefts and auto burglaries in a number of counties in the Northeast
Texas area. Many times, criminals operate beyond jurisdictional lines.
STATUS OF ISSUE: The 2015 grant application is for the amount of $186,489.00. Council has
to approve the application for the grant and authorize the manager to complete certain documents
which must be submitted by May 22nd. The ABTPA requires a resolution from the governing
body for the grant application.
BUDGET: The grant application will require a $40,295.00 cash match along with a $1000.00
`in -kind match' in the 2015 -2016 police department budget.
RECOMMENDATION: Motion to approve a resolution authorizing the grant application to the
Automobile Burglary and Theft Prevention Authority for continuation of the Northeast Texas
Auto Theft Task Force and authorizing the City Manager to execute all necessary documents.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS;
APPROVING AN APPLICATION FOR AN AUTOMOBILE BURGLARY &
THEFT PREVENTION AUTHORIZING GRANT FOR CONTINUATION OF
THE NORTHEAST TEXAS AUTO THEFT TASK FORCE; AUTHORIZING THE
EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR
ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE
THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for
automobile theft prevention grants; and,
WHEREAS, under the provisions of the Texas Revised Civil Statutes Article
4413(37) and Texas Administrative Code Title 43; Part 3; Chapter 57, entities are eligible
to receive grants from the Automobile Burglary and Theft Prevention Authority to provide
financial support to law enforcement agencies for economic automobile theft enforcement
teams and to combat automobile burglary in the jurisdiction; and
WHEREAS, the City Council of the City of Paris desires to apply for an Automobile
Burglary & Theft Prevention Grant entitled "Northeast Texas Auto Theft Task Force"
project, the application being attached hereto as Exhibit "A" beginning September 1, 2015
and ending August 31, 2016, in the amount of $145,194.00 including a cash match from the
city totaling $40,295.00 along with a $1,000.00 "in- kind" match in the 2015 -2016 Police
Budget, for continuation of our existing Auto Theft Task Force; and,
WHEREAS, the City Council of the City of Paris, Texas has agreed that in the event of
loss or misuse of the grant funds, the City of Paris, Texas assures that the grant funds will
be returned in full to the Automobile Burglary and Theft Prevention Authority.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. The City Manager of the City of Paris, Texas is designated as the
Authorized Official to apply for, accept, decline, modify, or cancel the grant application for
the Automobile Burglary and Theft Prevention Authority Grant Program and all other
necessary documents to accept said grant.
Section 3. The Police Chief of Paris, Texas is designated as the Program Director
and the City Finance Director is designated as the Financial Officer for this grant.
Section 4. That this resolution shall be effective from and after its date of
passage.
