BACKGROUND: The City of Paris Traffic Commission was forwarded a request to change the
loading/unloading zone in 100 block N. Main to two hour parking.
STATUS OF ISSUE: Laura Harper requested this item be considered because she and her
husband had purchased the buildings at 134 -140 N. Main in front of the loading/unloading zone
and have no use for it. On April 07, 2015, the Traffic Commission considered this request. The
Traffic Commission did request by 5 -0 vote to remove the loading/unloading zone and allow two
hour parallel parking like the other parking spaces along 100 block N. Main.
BUDGET: Estimated $100.00 impact on current Traffic Department budget to make necessary
changes to sign.
RECOMMENDATION: Ordinance to change loading/unloading zone to two hour parking.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, AMENDING THE TRAFFIC PARKING SYSTEM ADOPTED IN
SECTION 31 -84 AS IT IS ESTABLISHED IN THE TRAFFIC CONTROL
MAP IN SEC. 31 -65 OF THE CODE OF ORDINANCES OF THE CITY OF
PARIS, TEXAS; REMOVING A LOADING ZONE AND ESTABLISHING
A TWO -HOUR PARKING AREA ON THE EAST SIDE OF THE 100
BLOCK OF NORTH MAIN STREET; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER
CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE;
WHEREAS, the Traffic Commission at its regular meeting of April 07, 2015,
considered a request to remove a loading zone on the east side of the 100 block of
North Main Street and to revert this area to two -hour parking as is common in the
downtown area of the City of Paris and approved the request;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are
hereby in all things approved.
"Remove Loading Zone on the east side of the 100 block of North
Main Street."
Section 2. That the Traffic Map adopted in Section 31 -65 of the Code of
Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended to
include the following:
"Add a Two -Hour Parking designation on the east side of the 100
block of North Main Street."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in
conflict with the provisions of this ordinance are hereby repealed, and all other
provisions of the ordinances of the City of Paris not in conflict with the provisions of
this ordinance shall remain in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by
the enactment of this ordinance shall not be construed as abandoning any action now
pending under or by virtue of such ordinance or as discontinuing, abating, modifying,
or altering any penalty accruing or to accrue, or as affecting any rights of the
municipality under any section or provisions of any ordinance at the time of passage
of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris
that this ordinance and every provision hereof, shall be considered severable, and the
invalidity or partial invalidity of any section, clause, or provisions of this ordinance
shall not affect the validity of any other portion of this ordinance.
Section 6. That any person violating any of the provisions of this
ordinance shall be guilty of a Misdemeanor, and, upon conviction, shall be subject to a
fine in accordance with provisions of Section 106 of Chapter One of the City of Paris
Code of Ordinances, and each and every day's continuance of any violation of the
above - enumerated sections shall constitute and be deemed a separate offense.
Section 7. This ordinance shall become effective immediately upon
passage.
