16 - BID AWARD FOR CONTRACT B2 OF THE 2013 CIPItem No. 16 memorandum TO: City Council John Godwin, City Manager FROM: Shawn Napier, P.E., Director of Engineering, Planning & Development SUBJECT: BID AWARD FOR CONTRACT B2 OF THE 2013 CIP DATE: April 21, 2015 BACKGROUND: The City of Paris sold bonds in the amount of 35- million dollars in 2013 to fund infrastructure replacements. This will be the third bid awarded and includes water and sewer line replacement projects in West Paris. AECOM's opinion of probable cost for the base bid was $3,750,000. The projects for Contract B2 include the following: 1. 28th NW, 29th NW, 30' NW, 3l ; NW, 32nd NW and 33' NW Streets between Bonham St. and Graham St. — water and sewer 2. Bonham Street between Loop 286 and 13th SW Street — water only 3. 28th NW Street starting at Graham St. and going north for 1,300 - feet — sewer only STATUS OF ISSUE: The City received two bids for Contract B2. AECOM's recommendation of award and bid tabulation is attached. The low bid was from Pittard Construction Co. in the amount of $2,998,470.00. The bid included two alternate bids to cover the entire street width after the utilities have been installed. The first alternate included a Type `F' hotmix asphalt; the 2nd alternate was for microsurfacing. City staff, along with AECOM, recommends adding bid alternate ALT -02 ($43,500.00). This addition would bring the proposed contract up to $3,041,970.00. BUDGET: This will be funded from the 35- Million Dollar Bond. RECOMMENDATION: Award a bid for Contract B2 to Pittard Construction Co. in the amount of $3,041,970.00. AECOM's opinion of probable construction cost (OPCC) for the base bid is $3,750,000.00. A tabulation of bids is enclosed. AECOM found no other irregularities in the bid proposals. Based on the above evaluation, references provided, and discussions with the City, we support and recommend award of the project to Pittard Construction in the total amount of $3,041,970.00 (Base Bid + Alternate 2).
