Code Enforcement
Cleanup of City Entrances
The idea of presenting code
enforcement and maintenance and
beautification of city entrances is not a
new idea, we have been discussing this
in the past and it is now being re-
discussed.
The re- discussion is because though we
may have made some improvements but
there is not a significant change that we
can see at present.
Difficulties
11ack of support by private property
owners:
a. Negligence
b. Financial constraints.
c. Time issues.
d. Weather conditions.
e. Lost ownership.
Lack of oversight by code enforcement:
a. Maybe they are not interested.
b. Shortage of staff.
c. Financial issues (lack of funds when
owners don't comply) .
d. Weak penalties.
e. Lack of ownership (no one to hold
responsible) .
Results
Whatever the reason, the basic outcome
is that the entire city suffers and
entrances to the city give a run down
appearance to our town.

Suggestions:
a. Start code enforcement in a perimeter fashion
from the entrances to the city and go in a circular
fashion until all the areas are covered. This can
be done with proper maps with clearly identified
streets.
b. Specific streets should be addressed in the form
of a timetable just like we have a timetable for
the street sweeper.
c. Notices should be issued to homeowners in
advance of code enforcement, thus allowing the
owners time to correct the issues before hand to
avoid penalties.
d. In areas, particularly entrances to the
city, the owners should be given 2 weeks
to correct the issue, otherwise the city
takes responsibility of correction and
bills the owners.
e. This enforcement action applies to
cleanup of yards and outside areas.
f. In the case of financial difficulties
owners that qualify may participate in the
loan program.
