Traffic Commission

The Traffic Commission met on Tuesday May 05, 2015 at 5:15 P.M. in the
Municipal Courtroom with the following members present:

The city staff was represented by Asst. Chief Randy Tuttle.
Councilman Aaron Jenkins was present as council liaison.
In the absence of Chairman Shiver at beginning of meeting Vice- Chairman Ken
Kohls called the meeting to order at 5:16pm. A quorum was established with five
members present and two arriving at 5:20pm.
Mr. Kohls then moved to item #2 regarding the approval of minutes from the April
07, 2015 meeting. Ms. Hamby made a motion to approve minutes. A second
was made by Mr. Sanders and motion carried 5 -0.
Mr. Kohls moved to item #3 regarding the discussion and possible action
concerning traffic changes at FM 1497 & Loop 286.Mr. Tuttle reminded members
they had previously requested the closing of the crossover due to safety
concerns. Mr. Tuttle then informed members that TXDOT had developed
preliminary plans for closing the crossover at FM 1497 & Loop 286. TXDOT's
preliminary proposal was:
1. Construct a road for two way traffic south of the Loop from FM 1497 west to
Church St. intersecting at the access road.
2. Extend the four lanes of traffic on Loop 286 east approximately 1000' and
install two turnaround lanes, one for east and one for west bound traffic. This
would also close the intersection of 6t" SE & Loop 286
3. Consider doing both options as presented in #1 and #2.
Mr. Tuttle displayed the preliminary diagram by TXDOT to members. After
discussion Mr.'Sanders made the motion to request that city council moves
forward with #2 - extending four lanes of traffic on loop approximately 1000' and
install the turnaround lanes as proposed by TXDOT. Ms. Hamby made a second
to the motion and it carried 7 -0.
Mr. Kohls moved to item #4 regarding old business. Mr. Sanders and Mr. Kohis
asked about the missing street sign at Park Place and Loop 286. Mr. Tuttle
informed them the Traffic Division would be forwarded this information so it can
be corrected. Mr. Tuttle also informed members that he had spoken to TXDOT
concerning the previous request for them to consider placing a turn lane at NE
Loop & Park Place. Mr. Tuttle informed members that TXDOT Area Engineer
Richard Harper had reviewed this intersection and determined the current
shoulder was sufficient for right turns. Mr. Harper stated TXDOT would continue
to review and study this area in the future for changes that may be needed.
Mr. Kohls then moved to item #5 regarding any future agenda items. There were
none.
Mr. Kohls then moved to adjourn the meeting at 5:31pm. A motion was made by
Mr. Shiver and second by Mr. Engelhardt with motion carrying 7 -0.
