SUBJECT: INSPECTIONS UPDATE

BACKGROUND: The city council discussed and issued instructions on the use of outside
inspectors to complete the construction inspections required for the utility bonds projects. We
created a request for proposals /qualifications (RFP /Q), advertised that request, and directly
contacted a significant number of qualified vendors form outside Lamar County.
STATUS OF ISSUE: The deadline for submitting proposals was Friday, July 31. As of the
deadline, we received four proposals, from: KSA, Bureau Veritas, H. W. Lochner, and Building
Code Consulting Services. All four of these firms are qualified to perform the work, although
two of them tend to be more involved in building inspections than public works construction
inspections.
BUDGET: Funds are budgeted within the 2013 utility bond proceeds.
RECOMMENDATION: Direct staff to negotiate an agreement with KSA, to be subsequently
approved by council.
