Item No. 19 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: 2015 -16 PROPOSED BUDGET <br />DATE: July 27, 2015 <br />Highlights of the final 2015 -16 recommended general fund budget include: <br />• A flat tax rate of 50.195 cents per $100 valuation. <br />• Debt service for approximately $2.5 million in certificates of obligation for parks and <br />drainage projects. <br />• A shift in the pay plan equal to the most recent increase in ad valorem tax values, or 1.8 %. <br />• Creation of two unfunded police officer positions to help reduce the duration of vacancies, <br />thereby reducing overtime costs. <br />• Expansion of the seniority step plan in the fire department to include drivers and officers. <br />• Beginning to phase in the current city -wide step system to include full -time EMS staff. <br />• One new ambulance and associated equipment. <br />• Segregation of a new sanitation fund. <br />• New recycling equipment and bins to begin a drop -off program. <br />• First payment for the new fire engine ordered last fall and delivered this summer. <br />• Grant matches for a new airport hangar and the West Paris Trail. <br />• Funding for the new restroom building at the fairgrounds. <br />Not included: <br />
