Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, August 10, 2015. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. a. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
b. Proclamation declaring August 11, 2015 as Underground Damage Prevention Day.
c. Proclamation declaring the month of August 2015 as "One City, One Book."
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on July 27, 2015.
6. Receive reports and /or minutes from the following boards, commissions, and
committees:
a. Airport Advisory Board (6 -18 -2015)
b. Planning & Zoning Commission (7 -6 -2015)
c. Traffic Commission (7 -7 -2015)
7. Approve the low bids for chemicals to be used at the Water and Wastewater Treatment
Plants.
8. Reject all bids for the Trail de Paris Rehabilitation Project.
9. Receive the 2015 tax appraisal roll from the Lamar County Appraisal District.
10. Deny the Final Plat of Lot 1, Block A, Sky Park Addition CB 249, located in the 2500
Block of Lamar Avenue.
11. Approve an Ordinance amending Section 5 -14 of Animal Impound Fees Code providing
for an increase in impoundment fees from $20.00 to $50.00 per head and daily care and
storage fees from $5.00 to $10.00 per day.
Regular Agenda
12. First reading and discuss an Ordinance of the City of Paris, Texas granting to Atmos
Energy Corporation, a Texas and Virginia Corporation, its successors and assigns, a
franchise to construct, maintain, and operate pipelines and equipment in the City of Paris,
Lamar County, Texas, for the transportation, delivery, sale, and distribution of gas in, out
of, and through said City for all purposes; providing for the payment of a fee or charge
for the use of the public rights -of -ways; and providing that such fee shall be in lieu of
other fees and charges, excepting ad valorem taxes; providing for a term and effective
date; providing for written acceptance of the franchise; providing that the meeting at
which this Ordinance is passed is open to the public; providing for severability; and
ordaining other provisions related to the subject matter hereof.
13. Discuss, conduct a public hearing, and possibly act on an Ordinance to consider the
petition of John House for a change in zoning from a Planned Development District (PD-
b) which is a housing development or community unit development in the Planned
Development Zoning District to Commercial District (C) on Lots 6 and 7, City Block
331, located at 3700 Block of N.W. Loop 286.
14. Discuss and conduct a public hearing on the petition of Skyler Burchinal for a change in
zoning from a General Retail District (GR) and Single Family Dwelling District No. 2
(SF -2) to a Commercial District (C) with a Specific Use Permit (55 -Self Storage/Mini
Warehouse) on Lot 7, part of 8 and 9, City Block 249, located in the 2500 Block of
Lamar Avenue.
15. Discuss and act on a Resolution Directing Publication of Notice of Intention to Issue
Combination Tax and Limited Pledge Surplus Revenue Certificates of Obligation.
16. Receive update, discuss and possibly act on hiring of outside inspectors for the Bond
Projects.
17. Discuss animal control ordinance.
18. Discuss and appoint two members to fill the vacancies on the Historic Preservation
Commission.
19. Receive presentation, discuss and provide direction to staff on the FY 2015 -2016 budget
for the City of Paris.
20. Receive update on sell of the old police station (811 Bonham Street) and other city
properties.
21. Receive update on construction of the bathrooms at the fairgrounds.
22. Discuss a new wastewater treatment plant and provide direction to city staff.
23. Discuss and possible action on an agreement between Red River Valley Fair Association
and City of Paris concerning Paris /Lamar County Fair Grounds Event Center located at
1875 Fitzhugh Street. (A motion to remove this item from the table is required before deliberating)
24. Convene into Executive Session pursuant to:
• Section 551.071 of the Texas Government Code, Consultation with Attorney, to
receive legal advice from the City Attorney about pending or contemplated
litigation and /or on matters in which the duty of an attorney to his client under the
Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas,
clearly conflict with this chapter, as follows:
a. Paris Warehouse 107, Inc. Tax Abatement Agreement;
b. JS Baking, LLC (Skinner Bakery) Tax Abatement Agreement.
• Section 551.074 of the Texas Government Code, (1) to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee, or (2) to hear a complaint or charge
against an officer or employee, as follows:
C. Annual evaluation of city manager;
d. Annual evaluation of municipal judge;
e. Annual evaluation of city attorney.
25. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
26. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004 -081.
27. Adjournment.
