1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:00 P.M.
Roll was called.

2. Approval of minutes from previous meetings. (June 22, 2015)
Motion was made and seconded to approve the minutes for June 22, 2015 meeting.
Motion carried unanimously. 6 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
D. 1110 SE 3rd , City of Paris, Block 159, Lot 16 -A
Owner: Bob & Donna Walker, C/O Robert Walker 20 E Neagle Paris, TX 75460
Back Taxes Owed: $175.29
Donna and Robert Walker were present.
Robert Talley stated that the roof was buckling and that the roof covering had
popped up in several places. The back of the structure you can see the ridgeline
and it is starting to overlap. There is a pile of rubbish on the back porch. There are
two sheds and one of them needs more repair work than the other one. There is
missing and deteriorated wood and the foundation is starting to sink and siding is
starting to buckle out.
Robert Talley's recommendation: 90 days to repair and if not the structure
will come back to the Commission.
Robert Walker and his mother Donna Walker stated that they are both disabled
and reside at the same address. Mr. Walker believes that the property was brought
before the Commission because of a retaliation call from a neighbor who wanted
to move in but they wouldn't allow it. He stated that there was no problem with
the foundation and he and his brother's replaced the roof. The items in the back
yard are what he considers valuable property. He stated that he doesn't believe
that the city has the right to say what he can have in his back yard. He stated that
he is trying to paint the house but he is disabled and works on the house when he
can. Johnny Norris asked what the Walker's planned on doing with the house and
Mrs. Walker stated that they would like to fix it up. Mr. Norris explained to Mrs.
Walker that the commission can only give her 90 days. There was discussion in
regards to when it was last rented and other work that had been done on the
house. Benny Plata stated that he didn't think the house looked that bad and if it
was ok with the Walker's he would get his church to come help them. He also
didn't understand why the house was on the list. Mr. Norris explained that they
were not going to place a demolition order on the structure but a repair order. Mr.
Walker asked the Commission for an appeal and Mr. Norris explained that once
the Commission placed an order on the house then Mr. Walker could start the
appeal process. Mr. Talley, Mr. Norris and Dale Maberry tried to explain that the
city did not want to demolish the structure they just wanted it repaired. Mr.
Walker became very agitated and had to be removed from the meeting by Dale
Maberry and the Paris Police Department.
Motion was made by and seconded to accept Robert Talley's
recommendation. Motion carried unanimously. 6 -0

Jacob McCullough was present.
Robert Talley stated that the front of the structure had a large portion of the roof
covering missing and had a large tarp to help stop the roof from leaking. The
gutters are falling off and there is foundation damage. Inside the ceiling shows
water damage and there is a large hole in the floor. The back of the structure is
unsecure and there is missing and deteriorated wood on the second floor.
Approximately six months ago there were people working on the structure but not
a lot was done.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mr. McCullough stated that he tried to find someone to fix it up but didn't have
any luck and he wasn't able to do it. Mr. Norris stated that the structure had some
pretty extensive damage and explained that Mr. McCullough could have the City
demolish the house and he could work something out as far as paying for it.
Motion was made by and seconded to accept Robert Talley's
recommendation. Motion carried unanimously. 6 -0

Robert Talley stated that he talked with an Administrative Assistant who said the
company didn't know if they were going to sell, repair, or demolish the property.
They haven't had a chance to come and look at it. Mr. Talley told them that he
could give them 90 days to demolish it and that would give them time to decide.
He stated that in the past some repairs had been started but never completed. Parts
of the siding have been removed and there is damage to the roof covering. The
front of the house has old carpet on the porch. The house is secured but the roof is
starting to sway and the back awning has collapsed. There is a large hole in the
roof and deteriorated wood. There is also illegal plumbing and the foundation has
rotted and deteriorated wood and is sinking into the ground.
Robert Talley's recommendation: 90 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
There was discussion on the type of business this was and Mr. Talley stated he
believed it was a rental company. Many of the commissioners did not think that a
business needed 90 days.
Motion was made and seconded for 45 days to demolish. Motion carried
unanimously. 6 -0

No contact with owner.
Robert Talley stated that this building is on the Loop next Dr. Trenchard's office
and the Fish Fry. There is a large section of metal that has been damaged,
windows are open and the structure is unsecure.
Robert Talley's recommendation: to secure in 30 days and repair the
property in 90 days with a civil penalty.
There was discussion in regards to what the repairs would consist of and any signs
of people being in the building.
Motion was made and seconded: 30 days to secure; 45 days to repair.
Motion carried unanimously. 6 -0
C. 2245 Church, City of Paris, Block 170 -C, Lot 3, Abst 778 Rattan Survey

Back Taxes Owed: $0
Robert Talley has had no contact with owners. This was a citizen's complaint.
The structure is unsecure, has missing and deteriorated wood all the way around,
and holes in the side.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made and seconded to accept Robert Talley's recommendation.
Motion carried unanimously. 6 -0

Robert Talley stated that he has had no contact with the owner. The front
windows are broken; the structure is starting to sink. There is deteriorated and
rotten wood. The side door is kicked in but will not open all of the way due to the
foundation shifting. Structure is unsecure, the roof leaks and there is mold inside.
The floor is missing in parts of the house and there is water damage throughout.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
There was a discussion on securing the structure and the demolition process.
Motion was made and seconded to accept Robert Talley's recommendation.
Motion carried unanimously. 6 -0
G. 6th SE & Jackson, City of Paris, Block 188, Lot 1 & 2

Robert Talley stated that he had spoken to the plant manager and they just
received wood from their corporate office that they will be repairing some
structures and building new ones. They plan on demolishing this structure but
would like 90 days to do so. A car ran into the structure, and there are places
where the tin has pulled loose and is leaking.
Robert Talley's recommendation: 90 days to repair and if not the structure
will come back to the Commission.
It was suggested by Ken Kohls to table this item until the September meeting
since this business is investing more money into the local economy and has
agreed to take care of the matter.
Motion was made and seconded to table this item until the September
meeting. Motion carried unanimously. 6 -0
4. Code Enforcement Update
Six properties were demolished in June as part of the matching grant with Resource
Management.
Chad Lindsey asked about the incomplete list and the one tied up in court.
Discussion on the amount of paper used in the BSC packet. Robert Talley will try to
adjust it.
Discussion in regards to the budget. It is unclear at this time how much money is left,
everything is coming out of the general fund until the new budget in October.
Discussion in regards to the meeting time. It will be changed to 3:30.
Discussion about when the board members receive the packet.
Mrs. Harris suggested that the members do not go view the properties before the meeting.
She explained that they are basically acting as a judge and need to come in with an open
mind and not have preconceived ideas.
5. Adjournment

Meeting.
