BACKGROUND: $215,000 budget originally discussed; put out to bid and opened on July 13,
2015. Two bids were received, and rejected by Council on August 10, 2015 — Richard Drake
Construction for $362,528 and 5W Contracting for $397,615.
STATUS OF ISSUE: Three bids were received on August 19, 2015 - Richard Drake
Construction for $317,379.20 and 5W Contracting for $346,518.36 and Texana Land and
Asphalt Inc for $383,338.45.
BUDGET: Not applicable.
RECOMMENDATION: Award bid to Richard Drake Construction in the base bid amount of
$317,379.20 minus Deductive Alternate Bid Item DA3 in the amount of $58,329.60 for an
Award Amount of $259,049.60. The award recommendation letter submitted by Hayter
Engineering Inc is attached.

Dear Mr. Godwin:
On August 19, 2015, the City of Paris received bids for the above referenced project. Three bids
were received, with the low bid being that of Richard Drake Construction Co., LLC in the base bid
amount of $317,379.20. The bid tabulation is attached for your review.
We have verified the mathematical accuracy and completeness of the bid, and have verified that the
bonding company is licensed in Texas. The bid appears to conform to the contract document
requirements. Based on past experience with this contractor, we believe the bidder to be responsive
and responsible.
We are recommending award of this project to Richard Drake Construction Co., LLC in the base bid
amount of $317,379.20 minus Deductive Alternate Bid Item DA3 in the amount of $58,329.60 for a
total of $259,049.60. Additionally, through negotiations with the low bidder the awarded contract
amount will be further reduced by $11,339.00. This reduction will be enacted through a change
order. The contract amount after this change order will be $247,710.60. If the City concurs with this
recommendation, please sign the attached three original Notice of Award forms. Upon signing,
please return all three originals to this office for further execution.

Cents ($259,049.60), which is the Base Bid less Deductive Alternate #3.
3 copies of the proposed Contract Documents accompany this Notice of Award.
You must comply with the following conditions precedent within 15 days of the date you receive this
Notice of Award.
1. Deliver to the Owner 3 fully executed counterparts of the Contract Documents.
2. Deliver with the executed Contract Documents 3 copies of Certificate of Insurance that complies
with the Contract Documents general conditions and supplemental conditions.
Failure to comply with these conditions within the time specified will entitle Owner to consider you in
default, annul this Notice of Award, and declare your Bid security forfeited.
Within ten days after you comply with the above conditions, Owner will return to you one fully executed
counterpart of the Contract Documents.
