Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, September 14, 2015. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. a. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
b. Proclamation designating September 2015 as Blood Cancer Awareness Month.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on August 24, 2015, August 31, 2015, and
September 8, 2015.
6. Receive reports and/or minutes from the following boards, commissions, and
committees:
a. Paris Economic Development Corporation (8 -11 -2015)
b. Paris Public Library Advisory Board (7 -15 -2015)
c. Paris Visitors & Convention Council (5 -7 -2015 & 7 -30 -2015)
7. Receive list of public information requests.
8. Approve an Ordinance authorizing the issuance of a solid waste collection permit to
Sanitation Solutions, Inc.
9. Re- appoint Thomas E. Hunt III as Municipal Court Judge and Don Biard as Associate
Municipal Court Judge for the City of Paris.
10. Accept the bid and recommendation of award for the construction of four single family
homes under the City's TDHCA HOME program contract #1001776 (Phase 2).
Regular Agenda
11. Conduct a public hearing, discuss and act on a Resolution authorizing the execution of a
grant application through the Texas Department of Agriculture Texas Capital Fund Main
Street Program for downtown sidewalks.
12. Approve the Visitors & Convention Council budget for fiscal year 2015 -2016.
13. Approve the Love Civic Center budget for fiscal year 2015 -2016.
14. Conduct the second public hearing on the City's proposal to increase tax revenues from
the preceding tax year and to set the tax rate for 2015.
15. Discuss and provide direction on the City Manager's proposed budget for fiscal year
2015 -2016.
16. Discuss and possibly act on information received about the contract specifications for
TWDB Phase I Water Replacement System and work performed. (a motion to remove this item from
the table is required before deliberating.)
17. Discuss and act on an Ordinance amending Section 19 -24, of Chapter 19 Article II of the
Code of Ordinances; providing an additional exception for antique or special interest
vehicles stored by a motor vehicle collector in a carport with an appropriately fitted car
cover.
18. Discuss and act on a Resolution approving a Tax Abatement Agreement with Turner
Industries Group, LLC.
19. Convene into executive session pursuant to:
Section 551.071 of the Texas Government Code, Consultation with Attorney to
receive legal advice from the City Attorney about pending or contemplated
litigation and/or on matters in which the duty of an attorney to his client under the
Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas,
clearly conflict with this chapter, as follows: Ben Glick d/b /a Tri -State Iron &
Metal's vs. the City of Paris.
• Section 551.072 of the Texas Government Code, to deliberate the purchase,
exchange, lease, or value of real property.
20. Reconvene into open session and possibly take action on those matters discussed in
Executive Session.
21. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004 -081.
22. Adjournment.
