SUBJECT: HOME PROGRAM CONSTRUCTION CONTRACT AWARDS
DATE: September 9, 2015
BACKGROUND: The city has for many years participated in the TDHCA's HOME program,
which includes the demolition of substandard housing and reconstruction of new houses on the
same sites. A bid award for 2015 -16 has previously been made, but the selected vendor was
unable to complete the work in a timely and/or satisfactory manner.
STATUS OF ISSUE: As a result that contract was cancelled and we recently re -bid the project.
Charles Edwards of Resource Management & Consulting Company manages this TDHCA-
funded grant program on our behalf. Mr. Edwards will examine the bids and recommend award
to the lowest qualified vendor, once all bids are opened on September 10 and reviewed in detail.
Five homes were completed by Cypress Creek Construction in Phase 1; four more homes are
currently ready for rebuild.
BUDGET: Grant funded.
RECOMMENDATION: Award the bid to lowest qualified vendor for the construction of four
single family homes under Phase 2 of the city's HOME program contract.
